RESOLUTION NO. 16-

WHEREAS, Iligan City is one of the cities in Mindanao hotbed for bombing
attacks. Since 2008 the city experienced for (4) bombing explosions and other
attacks allegedly by militant organizations active in Mindanao;

WHEREAS, bombing attacks occurred mostly in public areas such as


markets, malls and plaza, and densely populated city streets and bridges;

WHEREAS, street crimes are more rampant in the evening like robbery,
snatching, kidnapping, pick pocketing, open illegal drugs trade, prostitution,
vandalism of public property, assaults, and other forms of quick financial gains;

WHEREAS, studies and police reports showed that street lights reduces
night street accidents, minimizes street conflicts such riots, formation of street
gangs, prevents vehicle/ motor and pedestrian accidents and for personal safety
and security in the evening;

WHEREAS, it can also be used to illuminate city-owned property for


security and safety purposes;

WHEREAS, it also allows patrolling cars easier to recognize any suspicious


activities because it allows them to see further into and through an area/ site;

WHEREAS, one of the huge problem of City Engineers Office- Electrical


Division is very long process of purchase of supply; ****

WHEREAS, however in this case, the city’s only electric distribution utility,
namely, Iligan Light and Power Incorporated (ILPI), proposed to install and

operate streetlights and maintain the same along the major roads of Iligan City
from Dalipuga to Buru-un including densely populated city streets;

WHEREAS, using the so-called today’s most energy efficient light


technology, this technology upgrades the existing high pressure sodium (HPS)
and mercury bulbs and replaces the old ones including the poles/posts, the
lighting fixture/ case, wires and lights;

WHEREAS, one the effects of its operation and maintenance is to eliminate


illegal tapping on the source of electrical power;

WHEREAS, considering that the Iligan City Government will not bear the
cost of the materials and labor during its installation and maintenance, except
payment of the amount of power consumed;

WHEREFORE, on motion of Member _____________, duly seconded by

BE IT RESOLVED, AS IT IS HEREBY RESOLVED, By the Sangguniang


Panlungsod of Iligan that the following City Ordinance be, as it hereby adopted
and approved:

Be it ordained by the Sangguniang Panlungsod of Iligan in its session


assembled, that:

CITY ORDINANCE NO. 16-

AN ORDINANCE DIRECTING ELECTRIC DISTRIBUTION


UTILITY/IES (EDU) TO INSTALL, OPERATE AND MAINTAIN
STREET LIGHT ALONG THE MAJOR ROADS OF ILIGAN,
INCLUDING DENSELY POPULATED CITY STREETS.

Be it ordained by the Sangguniang Panlungsod of Iligan in session


assembled, that:

SECTION 1. TITLE- This Ordinance shall be known as the “Uniform


Streetlighting Ordinance;

SECTION 2. DEFINITION OF TERMS- As used in this ordinance, the


following terms shall mean:

a) Densely Populated City Streets - refers to streets within the


city proper where most people pass by or frequently used by pedestrians

b) Energy Efficient Lighting Technology - refers to latest lighting


technology which is energy efficient or energy saving, approved or recommended
by the DOE.

c) Major Roads - shall be defined and


identified in Section ___ of this ordinance

SECTION 3. Objectives. This ordinance aims to:

1. Direct electric distribution utility to install, operate and maintain


streetlights along the majors of Iligan City, including densely populated city

streets;

2. To have a uniform streetlightings along the major roads and densely


populated city streets and illuminates the same;

3. Eliminate illegal tapping that most thus ILPI is the sole entity
in-charge to monitor and regulate the same;

4. To lessen the government expenses by transferring the responsibility


of installing and maintaining streetlights to the electric distribution utility,
including the cost of installation, operation and maintenance;

5. To reduce energy consumption after a given time

SECTION 4. Roads and streets to be covered under this Ordinance.

1. Roads from Diosdado Macapagal Avenue to Manuel Roxas Avenue


2. Roads from Ramon Magsaysay Avenue to Andres Bonifacio Avenue
3. Roads from Andres Bonifacio Avenue to Ramon Magsaysay
4. Aguinaldo Street
5. Quezon Avenue
6. Mariano Badelles Sr. St.
7. Tomas Cabili Avenue, including Rotonda.

SECTION 5. Scope

1. Lighting the intersection of public way


2. Bad curves and other serious road hazards
3. heavy evening pedestrian traffic

SECTIONS 6. Limitation. Roads and Streets outside the coverage or not


mentioned under Section 4 of this ordinance is within in the jurisdiction of City
Engineer’s Office - Electrical Division

SECTION 7. Duration. 12 hours - 6pm to 6am.

SECTION 8. Penalties

SECTION 9. Establishment of a Monitoring Team - There is hereby


established a Streetlights Monitoring Team, herein

during the meter reading it shall be mandatory for the Monitoring Team to
accompany the ILPI meter reader

SECTION 20. Streetlight Components:


1. Fixture - Street light fixtures shall be installed and maintained on
public rights of way complete with complete with ballast, capacitor, ignitor, in
accordance with the standards and regulations prescribed by law.

2. Bulb - Street light bulb shall be installed and maintained using


the most recent light energy efficient technology approved according to the
standards of Department of Energy.

3. Pole /Post - Street light tapered poles shall be installed and


maintained with the height of 20 to 25 feet depending on the -----. Each post has
a distance of 35 meter from one post to another.
