11. Detailed Tasks Assigned:

Scope of Work: As Development Economist/Advisor, the specialist will provide over-all guidance in the
preparation of the Study Report in coordination with EREA staff. He/she in collaboration with EREA staff will
prepare the overview chapter, policy recommendation chapter and Executive Summary of the Study Report.
He/she will also support EREA staff in undertaking sector specific study/ies identified under the Subproject.
He/She will also provide advice and comments to chapter authors to finalize their background reports.
Finally, to ensure that the final Study report will be of high quality, he/she will undertake the economic editing
of the Study Report.
Detailed Tasks and/or Expected Output:
1. Review and advise on the proposed overall storyline for the CDS.
2. Provide comments and suggestions on proposed outlines of CDS chapters.
3. Prepare the overview chapter which includes the economic performance, and discuss related historical
and current policies implemented by the government.
4. Review draft chapters and background papers to identify gaps, if any, and ensure the quality and
consistency across CDS chapters by providing guidance and written comments to chapter authors in
revising and improving their respective background papers.
5. Participate and present in consultation workshops with government officials and relevant stakeholders, as
requested by the assigned EREA staff.
6. Prepare in collaboration with EREA staff and consultants an international comparison study on land-
locked countries which can be incorporated as a chapter or section in the Study Report.
7. Prepare in collaboration with EREA staff the policy recommendation chapter based on the various

background papers.
8. Prepare in collaboration with the assigned EREA staff, an executive summary of the Study Report.
9. Undertake economic editing of the Study Report for consistency with economic theory as well as empirical
evidence and ensure consistency of all data and information as well as relevant comments and feedback
from various stakeholders are incorporated.
10. Work closely with the assigned EREA task manager throughout the contract period.
11. Perform other task, i.e. prepare sector studies to support the CDS under the Subproject as requested by
the Director, EREA.
Key output/reporting requirements:
1. First draft of the overview chapter, proposed comments and initial policy recommendations.
2. Final edited draft – finalized draft incorporating comments from various stakeholder and ready for
publication,
3. Final edited executive summary.
4. First draft of the Sector Specific Study.
5. Final Sector Specific Study
Minimum Qualification Requirements: The consultant should have a strong background in development
economics, with a doctoral degree in economics. The consultant will also have extensive experience and in
depth knowledge and understanding of ADB DMCs. Strong publication record as well as extensive
experience in editing reports and monographs will be an advantage.
