8 Change the second paragraph as shown:
9 The element identifier for this information element shall be 7. The length of the information element is
10 variable, as the element may contain more than one triplet comprising the First Channel Number, Number
11 of Channels, and Maximum Transmit Power Level fields, referred to as subband triplets. Alternatively,
12 where dot11RegulatoryClassesRequired is true, and the First Channel Number/Regulatory Extension
13 Identifier octet has a positive integer value of 201 or greater, then that triplet is comprised of Regulatory
14 Extension Identifier, Regulatory Class, and Coverage Class, and together are referred to as a regulatory
15 triplet. The minimum length of the information element is 8 octets.
17 The First Channel Number/Regulatory Extension Identifier field shall be 1 octet in length. If the field has a
18 positive integer value less than 201, then it shall contain a positive integer value that indicates the lowest
19 channel number in the subband described in this information element. The group of channels described by
20 each pair of the First Channel Number and the Number of Channels fields shall not have overlapping
21 channel identifiers. [For example, the pairs (2,4) and (5,2) overlap and shall not be used together.] The First
22 Channel Numbers shall be monotonically increasing where dot11RegulatoryClassesRequired is not true.

4 A Regulatory Class is an index into a set of values for radio equipment sets of rules.
8 The CoverageClass field of the regulatory triplet specifies the aAirPropagationTime used in BSS operation,
9 as shown in table 21. aAirPropagationTime describes variations in actual propagation time that are
10 accounted for in a BSS, and together with Maximum Transmit Power Level allow control of BSS diameter.

3 17.1 Introduction
5 Insert the following text at the end of the clause and renumber the annex reference as necessary:
6 The OFDM system also provides a ‘half-clocked’ operation using 10 MHz channel spacings with data
7 communications capabilities of 3, 4.5, 6, 9, 12, 18, 24, and 27 Mbit/s. The support of transmitting and
8 receiving at data rates of 3, 6, and 12 Mbit/s is mandatory when using 10 MHz channel spacing. The ‘half-
9 clocked’ operation doubles symbol times and CCA times when using 10 MHz channel spacing. The
10 regulatory requirements and information regarding use of this OFDM system in 4.9 GHz and 5 GHz bands
11 is in Annex J, the Regulatory Classes annex.

16 for 10 MHz channel spacing
19 Data rates of 6, 12, and 24 Mbit/s shall be supported for 20 MHz channel spacing, and data rates of 3, 6 and
20 12 Mbit/s shall be supported where 10 MHz channel spacing is supported; other rates may also be
21 supported.
24 6, 9, 12, 18, 24, 36, 48, and 54 Mbit/s for 20 MHz channel spacing, 3, 4.5, 6, 9, 12, 18, 24, and 27 Mbit/s
25 for 10 MHz channel spacing
26 17.2.3.3 DATARATE
28 The allowed values of the DATARATE are 6, 9, 12, 18, 24, 36, 48, or 54 Mbit/s for 20 MHz channel
29 spacing, and 3, 4.5, 6, 9, 12, 18, 24, or 27 Mbit/s for 10 MHz channel spacing.

5 Regulatory classes
6 J.1 Introduction
7 (informative)
8 This annex provides information and requirements extending the Clause 17 OFDM PHY specification for
9 operation in the United States, Europe, and the 4.9 GHz and 5 GHz bands in Japan. The OFDM system
10 provides a wireless LAN with data payload communication capabilities of 6, 9, 12, 18, 24, 36, 48, and 54
11 Mbit/s in 20 MHz channels, and 3, 4.5, 6, 9, 12, 18, 24 and 27 Mbit/s in 10 MHz channels.
12 Wireless LANs implemented in accordance with this standard and the specifications and definitions
13 referenced therein are subject to equipment certification and operating requirements established by regional
14 and national regulatory administrations. The specification establishes minimum technical requirements for
15 interoperability, based upon established regulations at the time this standard was issued. These regional and
16 national regulations are subject to revision, or may be superseded. Regulatory requirements that do not
17 affect interoperability are not addressed in this standard. Implementers are referred to the regulatory
18 sources in Table J.1 for further information. Operation in countries within defined regulatory domains may
19 be subject to additional or alternative national regulations.
20 The documents listed in Table J.1 specify the current regulatory requirements for various geographic areas
21 at the time this standard was developed. They are provided for information only, and are subject to change
22 or revision at any time.

NOTE—Frequency planning for licensed STAs in Japan is performed by the regulatory authority and the licensees,
2 addressing the coexistence among stations operating with a variety of air propagation times, and coexistence between
3 those using 20 MHz channel spacing and those operating with 10 MHz channel spacing. Note also the CCA mechanism
4 is preserved in licensed operation.
7 (normative)
8 The Country information element allows a station to configure its PHY and MAC for operation when the
9 regulatory triplet of Regulatory Extension Identifier, Regulatory Class, and Coverage Class are present. The
10 regulatory triplet indicates both PHY and MAC configuration characteristics and operational
11 characteristics. The First Channel Number of subsequent subband triplet(s) is based on the
12 dot11ChannelStartingFactor that is indicated by the Regulatory Class field.
14 A Regulatory Class for the OFDM PHY is an index into a set of values for radio equipment sets of rules
17 Channel Spacing is the frequency difference between non-overlapping adjacent channel center frequencies.
18 Channel Set shall be the list of integer channel numbers that are legal for a regulatory domain and class.
19 Transmit Power Limit shall be the maximum transmit power that is legal for a regulatory domain and class.
20 Emissions Limits Set is an enumerated list of spectral masks and emissions limits that are legal for a
21 regulatory domain, and are listed in Table J.2.
23 Tables J.2 and J.3 are informative, as they do not specify technical parameters.

NOTE—The deployment in Japan of licensed radios in dense urban areas (Interference Limited Areas) and other areas
26 (Other Interference Areas) are specified to allow more radios to operate in dense urban areas, but permitting what can
27 be less expensive radio designs to be used elsewhere.
