Affordable Housing in the temple city of “Bhubaneswar”


An observation on the growth of the city, prevalent living standards and current housing scenario in the city.

Abstract:

“Roti Kapada Makan” are the three prime requirements of every human being. Today “Makan” or shelter is considered as a
big challenge for the habitants of the developing cities of India. Bhubaneswar is known as the temple city of India. It has
seen massive growth in urbanisation in the last two decades and this causes increase in migration to the city from the
neighboring districts and states. Increase in population causes an increase in demand for housing stocks. Though, it is the
second planned city of India, still 30% of the population of this city lives in slum areas and lack of affordable housing is one
of the major reasons for this situation. Bhubaneswar is experiencing the duplicitous development of housing sector. On one
side there is a dire shortage of housing units while there are abundant numbers of vacant HIG housing units in the core areas
of Bhubaneswar. LIG and EWS section counts more than 95% of the total housing shortage. Increase in land value, cost of
construction and lack of affordability for the people are the major reasons for the shortage in the urban areas of
Bhubaneswar. Various steps have been taken by the State government against this situation, but the extent of this problem is
increasing continuously. This paper will discuss about the existing conditions of real estate sector of Bhubaneswar,
Government policies, guidelines and their drawbacks. Implementable solutions for affordable housing for the shortage will
also be discussed in this paper.
