NEW DELHI: Though Delhi government announced the release of salaries
for October for teachers of Delhi University colleges funded by it, it
continued to wrangle with the university over the nominations to the
governing bodies of these 28 colleges. After DU reverted to the
government's list with its own truncated list of 158 names, deputy chief
minister Manish Sisodia decried on Friday said that the university was
"resorting to underhand politics". The government and DU have not agreed
on the members to the governing bodies, the terms of which expired in
October 2016. The government threatened to withhold funds if the process
wasn't completed soon. Sisodia, in his letter, said the actions of DU were
totally unacceptable. "There is no basis for sending such a reduced panel
of names. The government of Delhi is making it clear that the list of the GB
sent on August 25, 2017 is the final list and must be approved by DU."
"The EC resolution states that there should be people of varied
backgrounds, including academicians, doctors and legal professionals, in
the governing body. Bringing in too many academicians will not serve the
purpose," said EC member Rajesh Jha. The EC members also raised
concerns over the delay by Delhi government in providing the names.
Many DU members have suggested that the colleges which receive 95%
funding from UGC should be managed entirely by the university. "This will
curtail political interference in the functioning and appointment of governing
body members," said Pankaj Garg, academic council member.
[A five-member committee has now been formed to look into the names.
"The committee will comprise the dean of colleges, two EC members, a
college principal and a court member," said EC member AK Bhagi. Many
members opposed the nominations claiming that "there are 39
academicians from JNU who would not know how DU functions." Virender
Negi, a member of National Democratic Teachers' Front, added that JNU
professor Archana Prasad's nomination "is objectionable as she has
Naxalite links and an FIR has been lodged against her in Bastar."
The Delhi government funds 28 colleges that are affiliated to DU.
Sisodia alleged that DU had been "holding up" the formation of governing
bodies by "delaying" the lists of its nominees in the bodies to be sent to the
government.
The term of the previous governing bodies ended on October 31, 2016.
The staff of the colleges are suffering due to non-payment of salaries in
absence of the governing bodies, he said and added that he was ordering
the release of funds for payment of salaries of one month.
The deputy chief minister asked the VC why the university withdrew its
panel of nominees sent in February this year and emphasised that the
government's list of governing bodies would be final.
"We do not accept this withdrawal. The government is making it clear that
the list of governing bodies sent on August 25, 2017 (to DU) is the final list
and must be approved by the university," he wrote to the VC. It meets all
norms and guidelines of DU, he added.
[The executive council had raised certain objections to the nominations. We
are supposed to have a variety of experts in the body but the government,
for instance, had recommended five educationists to one college. However,
we are in the process and soon the bodies will be formed,” Sinha said.
He said that the government’s main concern is that the governing bodies
should be formed before the appointments. “Anyway the appointments are
not happening before September so there is time,” he said.
Twelve DU colleges are fully funded by the Delhi government, including
Shaheed Raj Guru College, Deen Dayal Upadhyaya College, Maharaja
Agarsen College, Shaheed Sukhdev College of Business Studies.
Sixteen DU colleges are partially funded by the Delhi government, including
Gargi College, Kamla Nehru College, Shivaji College and Delhi College of
Arts & Commerce.
In June, the government had asked colleges to not go ahead with faculty
appointments till college governing bodies are formed and had also
threatened to withhold funds to college in case of non-compliance.
The government has asked the University to “duly constitute” the governing
bodies, which will include five members nominated by the government,
before making any appointments.
DU colleges have been advertising vacant faculty positions following a High
Court order.

DU Update

DU rejects names picked by Delhi Government for Governing Bodies of


28 colleges in Delhi University (colleges funded by Delhi Govt.)

A governing body takes key college decisions such as appointment of


faculty and budget allocation. It has 15 members, including the principal,
two university teachers and two teachers from the college. Five members
are nominated by the government, while the remaining five are DU
representatives whose names are approved by the government. It is the
last category that has now become a proxy fight among the political circles
as Delhi has government of AAP party while the DUTA and the DUSU has
large number of BJP supporters.

The DU administration had sent a list of 386 names to the Delhi


Government in May 2017, out of these, 140 (five for each of the 28
colleges) were scrutinized and chosen to be the members of the Governing
bodies by the Delhi Government. The DU’s executive council (EC) rejected
101 prospective names. It has been decided to send the government a
fresh list of 157 names, so that it could again choose 140 names out of it.

Out of the 101 names that were removed, 35 were from JNU. Some
prominent names removed include Archana Prasad, against whom an FIR
was registered by Chhattisgarh Police. Other prominent names removed by
DU include sociologist Dipankar Gupta, educationists Shailaja Chandra and
Krishna Kumar, musician Ustad Amjad Ali Khan, musician Anup Jalota,
economist Harsha Vardhana Singh, and teachers from the South Asian
University and Jamia Millia Islamia. However the new list sent to the
government has 16 professors from JNU.

Dean of Colleges Devesh Sinha has stated, “that I had met Manish Sisodia
a week ago. He (Manish Sisodia) asked for more names. and we will be
sending the list soon. The EC had unanimously rejected the earlier panel,
so we sent a list of 157 names to the government.”

As per inputs the Delhi Government on the other hand is claiming that it
has written to the Delhi University for more names as the list sent to it was
too small and more names are required for a greater and wider variety.

DU Rejects 101 Names Picked By Delhi Government For Governing
Bodies of 28

Delhi University has removed names of 101 people selected by the Delhi government to
be on the governing bodies of 28 colleges.

The DU administration in May sent the government a list of 386 names. Of these, 140
(five for each of the 28 colleges) were to be chosen for the governing bodies.But
instead of approving the names,DU’s executive council (EC) rejected 101, and decided
to send the government a fresh list of 157 names, so it could again choose 140.

“We have written to DU and told them this small list is not acceptable at all. All the
names we had chosen have been removed. The only thing we are saying is that we
want more names, with greater and wider variety,” Atishi Marlena, advisor to Education
Minister Manish Sisodia, said.

The DU administration did not consult the EC before sending the 386-name list to the
government. It was only when the government sent back 140 names that the EC raised
objections, and decided to send a fresh list to the government.

Who was removed

Of the 101 names that were removed,35 teachers were from JNU. Of these, more than
50 per cent belonged to either the School of Social Sciences or School of International
Studies. Some prominent names removed include Archana Prasad, against whom an
FIR was registered by Chhattisgarh Police for the alleged murder of a tribal, former JNU
V-C Sudhir Sopory and former Censor board member Ira Bhaskar.

The new list sent to the government has 16 professors from JNU.

Other prominent names removed by DU include sociologist Dipankar Gupta,


educationists Shailaja Chandra and Krishna Kumar, musician Ustad Amjad Ali Khan,
musician Anup Jalota, economist Harsha Vardhana Singh, and teachers from the South
Asian University and Jamia Millia Islamia.

The Youth & Students Section of Special Branch is entrusted with
the responsibility to develop information and cover the activities held by the
organizations/students/youths such as protests/march/demos/dharna etc. in
different universities/colleges in Delhi. Moreover, there is a significant population
of students from North-Eastern States of India and Muslim community too in the
educational institutions of Delhi.

and North-Eastern states of India are actively taking part in various
protests/demos/dharnas etc. in different Universities/Colleges in Delhi. As such
we are facing an acute shortage of staff specifically belongs to above
categories/communities & well conversant to cover the programs of Y&S

urgently required in Y&S/SB to cover youth organizations of Muslims and North-
eastern region.

Y&S Section deals with the issues related to students,

blind people. In the aftermath of February 2016 sloganeering issue at
JNU and Ramjas students’ clash issue of February 2017, the student
and youth activism has increased manifold.

Moreover, the political parties always motivate their youth


and student wings to raise various issues affecting the political
ideologies of the country. Therefore, numerous protests and
demonstration are carried out by youths and students.

Apart from these the north and south campuses of Delhi


University have become political battlefield for rival groups. JNU is
always a sensitive place due to it’s activism. Nowadays, People &
organizations form North-East, organizations for blind people and
students from Jamia Millia Islamia University are also active during
protests.

In Y&S Branch, we prepare advisory, daily summary of


information (DSI) reports, situation reports and special reports regarding
various programme.

Sir,

Y&S Section deals with the issues related to students,


youths, youth and wings of political parties and organizations related to
blind people. In the aftermath of February 2016 sloganeering issue at
JNU and Ramjas students’ clash issue of February 2017, the student
and youth activism has increased manifold.

Moreover, the political parties always motivate their youth


and student wings to raise various issues affecting the political
ideologies of the country. Therefore, numerous protests and
demonstration are carried out by youths and students.

Apart from these the north and south campuses of Delhi


University have become political battlefield for rival groups. JNU is
always a sensitive place due to it’s activism. Nowadays, People &
organizations form North-East, organizations for blind people and
students from Jamia Millia Islamia University are also active during
protests.

In Y&S Branch, we prepare advisory, daily summary of


information (DSI) reports, situation reports and special reports regarding
various programme.

Subject : Memorandum from the office of AD/SIB in c/w probable protest


by Jignesh Mewani (an UNA Aandolan associate).

Sir,

Please refer to the Memorandum from the office of AD/SB (attached), In


this regard it is submitted that as such there is no person with the name of
Jignesh Nayak associated with the UNA andolan.

The leader of Rashtriya Dalit Adhikar Manch , Jignesh Mewani is


associated with the UNA andolan. He was the leader of the group which started
the protest after the UNA , Gujarat incident on July 11, 2016. It is probably
Jignesh Mewani, who has been mentioned in the memorandum. It is important to
mention here that it is not a student organization and they are protesting on the
issue of grant of land to landless Dalits after ceiling of land. He had organized a
rally in this regard from Ahmedabad to Dhanera in Gujarat on 18.07.2017. It was
a small rally with a gathering of 400-500 participants.

We have contacted IB control room, SIB/Ahmedabad on No. 079-


23254230 , 079-23259991 regarding the memorandum but as such they have
no information about any such protest to be organized by Jignesh Mewani with a
gathering of 10,000 and to be taken out at PM house in New Delhi.

Further he is backed by Bahujan Samaj Party, Gujarat. It has further come


to knowledge that Jignesh Mewani cannot organize a protest with such a large
number of people as he has not been able to garner support of more than 500
people in any protest . Normally his programme is attended by 50-100 people(as
per SIB/Ahmedabad) . The organization is politically influenced organization.
Then as per media reports Kanhaiya (JNU student leader) is in Gujarat but his
mere presence doesn’t make any such programme a youth or student
programme. The organization or the organizer is not youth organization or a
youth leader respectively. The memorandum be marked to political section for
further development and keeping a track about any such programme being
organized by Jignesh Mewani of Rashtriya Dalit Adhikar Manch.

Sir,

It is humbly brought into your kind notice that I came to Special


Branch about four months back and was posted in Y&S Section. I learnt a
lot of things and the working in the section coupled with the relevant
reports. It is pertinent to mention here that prior to this posting , I was
posted in South Distt. As Inspector/Investigation , PS Vasant Kunj North.
The work in District level policing is quite demanding and I was not able to
devote time for my family. It was due work pressure I became diabetic and I
am presently on medication. Now at Y&S section also the things are getting
the same. It seems I am only checking Watsup messages or checking Net
for informations i.e. at home and at office. It seems I am always on my
mobile phone. This is effecting my family atmosphere. I have only child who
is studying in IV standard even he looks at me with expectations of a small
conversation which is also not possible at times. This thing is effecting my
work and I am not able to give my optimum concentration at both the ends.
My sugar level has also started fluctuating to due to odd timings of food
intake.

Sir , I hope I am able to convey my message with little words. It is a


humble request that I may kindly be shifted/transferred to a less
sensitive Sections.

Talking Point on JNU

Resentment against imposition of fine for disruption of JNU Academic


Council Meeting
22.06.2017

1. On 22.06.2017 activists of Jawahar Lal Nehru Students Union (JNUSU)


organised an effigy burning programme at Sabarmati Dhaba, JNU, against
JNU administration and central govt. their demands were:- To revoke
suspension of JNUSU Joint Secretary Tabrez Hassan, from participation in
Statutory Bodies and Committees in JNU, immediately, Withdrawal of
Proctorial Enquiry on JNUSU Joint Secretary, To revoke the exorbitant fines
and hostel transfer of JNUSU office- bearers and other student activists, To
stop victimizing the JNU students.

2. On 22.06.2017 activists of Jawahar Lal Nehru Students Union (JNUSU)


organized a meeting at JNUSU office (Teflas). Agenda: Targeting of JNUSU
office bearers and student activists for raising voice of dissent and against
arbitrary fines imposed on student activists and office bearers.

23.06.2017

3. On 23.06.2017 JNUSU organised a protest outside convention centre, JNU,


the venue of standing committee where meeting had been convened to
discuss the admission process. The protest was against suspension of 3
JNUSU officials for misconduct during the 143rd Academy Council meeting
convened on 16.06.2017.

24.06.2017

4. On 24.06.2017 two groups of students clashed at Ramjas College, Delhi


University on the issue of attracting freshers and projecting themselves as
candidates for upcoming Delhi university students’ union elections. Two cross
FIRs, FIR No. 92/17 & 93/17 both under section 323/341/34 IPC have been
registered in PS Maurice Nagar, New Delhi.
5. On 24.06.2017 the activists of All India Students Association (AISA), held a
protest at Arts Faculty, North Campus, Delhi University, against cancellation
of biannual NET examination and against the reduction of seats in LLB for
the academic year 2017-2018. Seats in LLB course has been reduced to
1440. Earlier the seats were 2310. However, Delhi High Court in it’s recent
order has restored the seats for this year.

6. On 25.06.2017(7 PM to 8 PM) Bhagat Singh Ambedkar Students


Organisation (BASO) organised a protest at Sabarmati Dhaba JNU, against
mob-lynching and "against the brutal murder of Junaid in Ballabgarh"

Protest against change in the pattern of DU LLB Entrance Test.


27.06.2017

7. On 27.06.2017 Akhil Bharatiya Vidyarthi Parishad (ABVP) organised a


protest at Faculty of Law, Delhi University in connection with sudden and last
minute change in the pattern of entrance exam for LLB, Delhi University. In
the new pattern number of questions were reduced to 100 from 175 and the
portion of polity and constitution had been done away with.

8. On 28.06.2017 All India Students Association (AISA), Revolutionary Youth


Association (RYA) and other organizations observed ‘National Protest Day’ at
Jantar Mantar in connection with alleged Mob Lynching of Akhlaq, Pehlu,
Zafar, Junaid and countless more.

9. On 28.06.2017, ABVP activists (10/12) namely went forward to help the


students who were complaining that while their marks matched the cut off and
even after their documents were verified, the college administration refused to
give them admission at the last moment. The ABVP activists ransacked the
office of the Principal of Daulat Ram College. On the complaint of the
Principal of Daulat Ram College FIR no 97/17 dt. 28/6/17 u/s
323/341/427/506/509/34 IPC Ps Maurice Nagar been registered.

Protest against Darjeeling Unrest

10. On 24.06.2017 hrs North-East Forum for International Solidarity (NEFIS),


held a protest regarding Gorkhaland issue at Banga Bhawan, New Delhi.
They raised the demands – i) put an immediate stop to repression of the
Gorkha people, ii)withdraw Army immediately from Darjeeling hills, iii)
release all the Political Prisoners, iv) initiate meaningful dialogue with people’s
representatives, v) organize a referendum to ascertain people’s aspirations,
vi) Cultural and Linguistic rights of people must be upheld and vii) immediately
revoke Internet Ban.

11. Recently Delhi CM Sh. Arvind Kejriwal has floated the idea of 85% seats of
DU should be reserved for Delhites. A similar statement was given by Sh.
Vijay Goel, Union Sports Minister. For the current year, there will be no impact
as the admissions in DU are already going on.
However, in the upcoming DUSU election of 09.09.2017 there will be
competition among different students organizations namely ABVP, NSUI
Chhatra Yuva Sangharsh Samiti, CYSS (Students wing of AAP) to encash
this idea.

Sir,today Dt.25.8.2017( since 10 am in the morning) one BA final year student
of Aryabhatta college , south campus ke aryabhatt collage ,namely Mohit
yadav phone no. 8285387938 is sitting on hunger strike after the college
authorities decision to conduct college level election for the post of President
and Secretary only , while as per normal elections there 6 posts ( President ,
Vice President, secretary , Joint Secretary and 2 Central councillors) . He is
sitting at the gate along with 30-35 students. local police ,

Sir at present the situation is tense as there is chance of scuffle and fight .
The I/c Pp has called SHO and Acp at the spot .
Main issue is regarding election for 2 post (as said above) and further the
principal is applying to detach the college from DUSU

Input has been received that Department of Physical Education,

Police starting from 11th October, 2017 (1.30 PM to 2.30 PM ) in the Sports
