MESSAGE
I am very glad to show this State of Barangay Governance Report 2016. This report
contains the four (4) aspects or performance of Barangay San Miguel namely: Administration,
Social Services, Economic Development and Environmental Management (ASEE).
This report will be the guide to see what are the Programs and Projects that will answer
the needs of the Barangay. It will help to make a better Barangay Agenda thru this State of
Barangay Governance Report; it is also a better way to have a Barangay Development Plan.
First objective of this report to make all constituents or all of the people to know what
are the important needs of the Barangay to have an effective linkage and cooperation to all
government agencies even a higher government in local and private sector.
Second objective of this report is to make the people know what is the true value of our
Barangay, so that the residents can realized that they are also needed specially their cooperation
and coordination with one another.
Also I would like the DILG know my heartfelt gratitude for launching this BGPMS that
gives as guides and it is very helpful to have this State of Barangay Governance Report for us to
have a balance in all areas while we perform our duty as barangay officials.

Punong Barangay
San Miguel has a total population of 754 people in the year 1995 report of
National Statistic Office (NSO) with a total land area of 800 hectares equivalent to a
ratio of 0.028% for the urban-rural distribution population density and 1.71% for the
land area distribution by Barangay for 27,211 inhabitants, the total of the town as
reported by the Municipal Planning Development Office (MPDO) Cateel in the same
year. As of this year, San Miguel has the total population of 1,066 inhabitants in the 2014
report base on Rural Base Institution. It has a clay/salty clay loam type of basic soil.
San Miguel had only few houses made of nipa and round timber in the previous
years but as of now, there are many houses that are made of cement and zinc that could
be seen already. Previously, this place was a brush land full of trees with many united
carabaos roaming around the village but after having been hardly hit by the Super
Typhoon Pablo now seldom you see that united carabaos roaming around or other
animals, even the coconut trees are seldom to see now. But people had started
intercropping and poultry raising as means of livelihood.
As the population increased the villagers created Roman Catholic Chapel. Men
and women work together and had the chapel erected in a matter of time. The
construction however passed through hard work and perseverance.
The rest of the group that have expertise in carpentry and house construction built
the chapel. In the later years, the villagers build a school with the late Alfredo Cabueas
as first president of Parent Teachers Association (PTA) which as of now (PTCA), Parents,
Teachers and Councils Association.
The first appointed village leader at that time was the late Jose Ramoza, the father
of late Asterio Ramoza who was also elected as Barangay Kagawad on later years. In the
same year, the villagers also appointed Domingo Sillada (late) as the youth leader and
for the later years he was likewise appointed Tenyente Del Barrio, Deputy of Ramoza. It
was Sillada who work hard to make then Sitio Sook, one of the regular barangay in
Cateel. He asked the intercession of the Mayor Santiago Silverio. It took Sillada a long
time however, until Silverio was elected Board Member of Davao. After the petition of
the residents was passed through the Municipal Council resolution attached with the
signed petition papers of the Sook resident, the Municipal, provincial legislators acted
immediately. The resolution was finally approved and Sook was declared regular
Barangay of Cateel, from mother Barangay San Rafael, the late Panfilo Castillones, then
as former Barrio Lieutenant in San Rafael, transferred his resident to Sook where he was
elected as Barangay Captain. His successor was Euforo Ibaez. The first elected Barangay
Captain was late Eufrorio Cacar. The appointed Barangay Secretary was Euforo Ibaez.
In the succeeding years, late Porferio Sillada was elected as Barangay Captain followed
by the late Virgilio Paulio and due to his death Herman Delis succeeded and enjoyed
for two (2) succeeding term of office. The Delis administration brought visible
improvements for the benefit and welfare of the village people. It was the late Feriolo
Cabueas succeeded and due to his death Laureano Lanaban assumed to office as
Barangay Captain. The next Barangay Captain elect was Charito C. Paulio. He also has
so many visible improvements but some of these improvements have been damaged by
the Typhoon that hardly hit the town last December 4, 2012. The newly elected Punong
Barangay is Hon. Edencio L. Cabueas who won the October 28, 2013 Barangay
Election.
Development Thrusts
VISION
Alleviate living conditions of all constituents and families in the Barangay, we
have to encourage more of our constituents to struggle more to a modern technology in
agricultural farming which is the barangays primary source of livelihood and we have to
come up in bringing our Barangay towards a progressive and self-reliant community with
healthy and well-informed residents who are God-fearing and peace-loving, for
sustaining its environmental change or the so called climate change and promote eco
tourism balance to control its natural geophysical hazards.
MISSION
The mission of our institution is to center the development on human resources in
response to the deep concern of our Barangay, to the social and economic necessities and
morally transformed the ways of our constituents to the improvement of social realities
committed to served according to his usefulness and awareness of his own worth and
cultivate the characteristics of the individual for the betterment of our Barangay.
GOAL
TO IMPROVE AND ALLEVIATE THE LIVING CONDITIONS OF THE CONSTITUENTS
OF BARANGAY SAN MIGUEL TO BE PREPARED FOR WHAT THE FUTURE WOULD
BRING US. WE THE BARANGAY OFFICIALS THAT WAS IN THE MIDDLE TO HELP
OVERCOME THOSE STRUGGLES IN THE PREVIOUS YEARS WE WILL COMMIT TO BE
IN THE MIDDLE AGAIN TO ASSURE ALL OF OUR CONSTITUENTS THAT WE WILL BE
PREPARED IN THE COMING YEAR 2017.

Generally, the barangay had garnered an overall performance of 3 or weighted average of .66. It
shows that the Barangay needs minor reinforcement in regard to the Barangay compliance to the
minimum requirement of 1991 LGC and other Laws. Despite the rigorous processes in the
implementation of the different programs and policies for the barangay, several issues/deficiencies
were detected which needs necessary improvement.
On Administration, where we have nine (9) service areas, earned an average performance rating
of 0.73 or Performance Level of 3 which denotes that the barangay comply with the minimum
requirement of the 1991 LGC and other Laws.
On Social Services, we are rated an average of 0.64 which indicates Performance Level of 3. This
needs minor reinforcement with regard to the compliant to the minimum requirement of the
1991 LGC and other Laws.
On Economic Development, the barangay got an average of 0.04 or Performance Level of 1. The
Barangay needs major compliant to the minimum requirement of the 1991 LGC and other Laws
which point out immediate intervention to service areas that falls short particularly on
Entrepreneurship, Business and Industry Promotion which garnered a weighted average of 0 or
Performance Level of 1.
Also rated is how the barangay comply with the minimum requirement of the 1991 LGC and
other Laws in Environmental Management under the Service Areas of Natural Resources
Management and Waste Management and Pollution Control where it garnered an average of
0.64 or Performance Level of 3.
With the full cooperation of all sectors concerned paved the way towards the success of the year
under review, CY 2016.
I. Administration
The barangay administration is one of the crucial and essential functions of the barangay. It
covers the following nine (9) service areas: Barangay Legislation, Transparency, Citizens
Participation, Development Planning, Revenue Generation, Revenue allocation and
Utilization, Financial Accountability, Facilities and Customer Service, and Human Resource
Management and Development.
BARANGAY LEGISLATION
One of the basic functions/roles of the Sanggunian is the enactment of ordinances and
adoption of resolution. This process is called legislation. In order to formulate good
ordinances/resolutions, there is a need to have proper structure and processes. A monitoring
process is also needed in order to check the implementation of ordinances.

TRANSPARENCY
Public trust should always be given priority by the barangay officials. It is important that the
constituents are informed and aware of the operation of the barangay affairs. This could be done
if the barangay is open in all its transactions and operation

The involvement and participation of the different stakeholders is very important especially

Barangay San Miguel obtained 5.75 a weighted average of 0.72 or Performance
Level of 3.

other Laws. The barangay should sustain its good practice
REVENUE GENERATION
A law exercise by the Sangguniang Barangay to impose the collection of taxes, fees and
charges or generate revenues. The Code allows the barangay provide other sources of funds for
development projects that will benefit the barangay residents.

Compliance to mandatory allocations of the barangay ensures that the vital service
functions are funded and relevant activities are implemented. This would reflect the priority
development concerns of the Sangguniang Barangay in terms of allocations at the beginning of
the fiscal year.
Further, actual expenditure figures will confirm whether or not the budgetary allocations
have been spent for the service functions intended during the budget preparation.

The barangay had obatained an excellent performance which shows that the
barangay is doing well in terms of fiscal accountability.
This refers to the office equipment and fixtures that the barangay officials need to be able
to function effectively and deliver basic public services to barangay residents and the efficiency or
inefficiency of the barangay government in responding to clients request.

This is the framework for helping barangay officials develop their personal and
organizational skills, knowledge, and abilities which includes opportunities such as trainings,
career development, performance management and development, coaching, mentoring, The
focus of all aspects of Human Resource Development is on developing the most superior
workforce so that the barangay and its officials can accomplish their work goals in service to the
constituents.

Performance Level of 4.
Health is wealth. This is the reason why most officials prioritize health and nutrition
services. Although higher LGUs such as the province and municipality provide health and
nutrition services, the barangay also is being mandated to delivery basic health and nutrition
services to its constituents.

San Miguel obtained a weighted average of .63 or Performance Level of 3.
The rating sum up that a certain level of support to basic education should be
extended to improve the Barangay performance in this service area, access to ALS
and observance Linggo ng Kabataan.
Barangay authorities must ensure that women and children and the disadvantaged are
protected and the course of their future development is carefully planned.

The rating in this area is undesirable because all of the indicators are absence in the
barangay and it should be given an immediate intervention or attention to
improve the performance rating.
Management of our natural resources should also be given attention. In this area, the

Overall, there are 2 indicators present in the barangay under the service area of
Natural Resource Management or obtaining a weighted average of 1 or
Performance Level of 4.
The barangay is complying to the minimum requirement of the 1991 LGC and

area.
RA 9003 or the Ecological Solid Waste Management Act of 2001 states that local
government units are responsible in implementing the provision of said law. Segregation and
collection of waste is the responsibility if the barangay.

V. Conclusion
As the Barangay San Miguel has done its part for a better governance, it adopted a
devised mechanism to keep track the LGUs productivity and performance which is geared
towards the promotion of growth and socio-economic development for the constituents.
This Barangay has employed the Barangay Governance Performance Management System
which is a self assessment tool to measure the capabilities and limitations in the delivery of
essential public service. Henceforth, the result of this report shall serve as the guiding reference in
addressing peoples concern that is based on the four (4) Performance Areas: Administration,
Social Services, Economic Development and Environmental Management (ASEE) with the
corresponding seventeen (17) service areas.
