The Voters’ Guide was prepared by the League
Primary Elections in Maryland
Maryland is a closed primary state. Voters
registered as Democrats may only vote for

of Women Voters. The League of Women Voters Democratic candidates. Voters registered as

for the benefit of individual voters throughout
Baltimore County. Material from this guide may

The Voters’ Guide has been designed and published with the kind
collaboration of Patuxent Publishing Company as a service to the public. The
Guide is a special supplement to Patuxent’s Baltimore County newspapers. Look
for it in the Arbutus Times, the Catonsville Times, the Owings Mills Times,
the Towson Times and the Jeffersonian. It is also available free of charge to all
Baltimore County Public Libraries and through the Baltimore County Schools
where the Patuxent Publishing Company does not publish a local newspaper.
Voters are encouraged to examine our new online Voters’ Guide which will
provide a sample ballot with all the data about the candidates. The ballot will
be tailored for the specific voting district of the voter when the appropriate zip
code is entered. www.vote411.org. Other websites that are very helpful are the
state and local Board of Elections. State of Maryland Board of Elections can be

All candidates were asked to respond to a nonpartisan questionnaire.
Candidates running for a particular office were asked the identical questions.
Their responses appear as submitted to the LWV, without editing. If their
responses exceeded 300 characters, their answers end abruptly. The League
assumes no responsibility for errors and/or omissions. The LWV appreciates the
candidates who responded and Patuxent Publishing Company for making the
guide possible.
If a candidate is running unopposed, responses are not included due to the
length of the guide. However, the voter may check the candidate’s website or the
website of the League of Women Voters www.vote411.org for more information
about positions on the issues. Responses from all candidates will be included in
the General Election guide.

this guide. Maryland prohibits write-in candidates
in the primary election. Candidates for Judge of
the Circuit Court 3rd Judicial Circuit of Maryland will appear on both the
Democratic and Republican ballots.
Early Voting: Friday. September 3; Saturday, September 4; Monday,
September 6; Tuesday, September 7; Wednesday, September 8; Thursday,
September 9. Voting hours are 10 a.m. through 8 p.m.
A limited number of polling places is available to allow the citizens the
opportunity to vote early. The voter may select the Early Polling Place that is
the most convenient. By opening these polling sites, the goal is to increase the
number of voters in all elections.

OFFICES
Governor/Lt. Governor
Vote for one pair
The Governor is the chief executive officer of
the state of Maryland and appoints the heads of
statewide departments and judges to the state courts.
The Governor also makes other appointments as
provided by the Maryland Constitution or by law
and proposes the annual operating and capital
budgets to the legislature. The Governor may veto
legislation passed by the legislature.
SALARY: $150,000.
TERM: Four years, limit of two consecutive terms.
HOW ELECTED: Elected statewide as a team with
the Lt. Governor.
The Lieutenant Governor assists the Governor
and is elected jointly on a ballot with the
gubernatorial candidate. The Lieutenant Governor
fills the office of Governor in case of death,
resignation, or disability and carries out specific
duties assigned by the Governor.
SALARY: $125,000.

and determination nor the understanding of the
Child Support and Custody law reform issues as I
will bring to the office of Governor which makes me
as the best candidate for the job. The reforms need
to be done right and I am the best one to do it.
RUNNING MATE’S QUALIFICATIONS: Class
President and Valedictorian Great Mills High School,
MD. University of Maryland 3 masters degrees in
Computer Science, Psychology and in Advanced
Mathematics. 6 years US Marine Corp, served in
Korean conflict. Retired civil service. Naval Aviation
Logistics, Pax NAS, Computer Analyst GM 17.
ENERGY: To increase the use of nuclear power and
wind power generation and decrease petroleum fuel
usage. We could try to start getting our Maryland
petroleum fuels from other American States.
EDUCATION: I would be open to new ideas and
new strategies. The State could allocate resources by
the individual Counties criteria. We can gain school
funding by the reforms for the Child Support and
Custody laws and by releasing such non-violent
prisoners throughout Maryland.
ECONOMY: Maryland economy is already
stimulated a plenty, and the latest reports show
Baltimore as the #15 in ranking of American cities
which is well placed for our largest city. So we could
create new legislation requiring employers to hire
more and to lay off less as that is the bottom line.
Ralph Jaffe / Freda Jaffe
QUALIFICATIONS: I’m a political science teacher
involved in a movement to end corruption in
Maryland politics and replace it with ETHICS.
Ethical politicians shouldn’t deal with corrupt
lobbyists and shouldn’t accept campaign
contributions because they’re disguised bribes. I’ll
serve free, one term only.
RUNNING MATE’S QUALIFICATIONS: My running
mate has been a teacher and library media specialist
since 1966. Her ethics and principles are the same as
mine.
ENERGY: We must encourage our corporations to
explore new energy resources throughout the U.S.
This means more government cooperation and less
government interference. We have to stop being
prisoners of the Middle East dictatorships and
become energy independent.
EDUCATION: The best thing that government can
do (whether it’s federal, state, local) is let parents
or guardians assume major responsibility for their
children’s education. The less interference from
government, the better off we’ll be. What we need is
moral leadership, not government interference.
ECONOMY: The General Assembly should butt
out and go on vacation for the next 3 years. Let
private enterprise take its natural course.

QUALIFICATIONS: Martin O’Malley is a fearless,
intelligent public servant who always puts people
before politics. As Governor, Martin O’Malley has
a proven record of delivering results for our small
businesses and families. And with him in office, we
will Move Maryland forward.
RUNNING MATE’S QUALIFICATIONS: Anthony
Brown has a distinguished career in public service.
After serving our country as an army Colonel, he
was elected to the state house and served as House

Majority Whip. Now, Anthony is the highest
ranking elected official in the nation ever to have
served a tour of duty in Iraq.
ENERGY: To move forward, we must conserve our
existing resources while investing in alternative energy.
That’s why I set a goal for energy savings of 15% by
2015, implemented a tax exemption for residential
solar installations and asked the federal government
to remove barriers to off-shore wind production.
EDUCATION: Education is key to moving us
forward and that’s why my administration has
fully funded Thornton, investing $5.7 billion this
year alone and a record $1.3 billion for school
construction. We need to build on this progress with
smart investments and reforms to keep our schools
ranked #1 in the nation.
ECONOMY: Our focus is on creating, saving
and maintaining jobs. With strategic tax cuts for
small businesses, public-private partnerships and
investments in the new economy, we will emerge
from the national recession faster than most states.
But we must continue to move forward by investing
to create jobs.

QUALIFICATIONS: I led Maryland out of a
recession and a budget deficit once and I will do it
again. I have 3 simple priorities: more jobs, lower
taxes, and less spending. As a state lawmaker, U.S.
Congressman, and Governor, I have always believed
in being honest with the citizens I serve.
RUNNING MATE’S QUALIFICATIONS: Mary Kane
is a working mother, a small business advocate, and
a former prosecutor. As the daughter of immigrants,
she has a unique understanding of the unlimited
possibilities available to families if government
serves the interests of the people.
ENERGY: I have three goals. First, ensure that
energy supplies are affordable and reliable. Second,
diversify energy supplies so that we are less dependent
on foreign oil. Third, enact policies that encourage
local energy companies to create jobs, including in
our wind, solar, and nuclear energy sectors.
EDUCATION: As Governor, I increased public
school funds by a record $1.4 billion. As a result,
high school AP scores were 2nd best in the U.S.
and the achievement gap continued to close among
African-American and Hispanic students, and
students living in poverty. I will continue fully
funding public schools.
ECONOMY: I will treat small businesses as a
source of new jobs, not a source of new taxes. I
will repeal my opponent’s 20% sales tax hike, which
hurts low and middle income families. I will improve
Maryland’s business climate, which currently ranks
45th in the nation, according to the Tax Foundation.

The Comptroller is the general fiscal officer of
the state, responsible for collecting, managing and
planning for revenue to support the state budget. The
Comptroller collects and administers the following
taxes: income tax (both personal and corporate),
retail sales and use taxes; motor vehicle fuel tax, road
tax on motor carriers; state tobacco tax, Maryland
estate tax and excise taxes on beer, wine and liquor.
The Comptroller serves on the Board of Public Works
along with the Governor and the state Treasurer, who
is appointed by the General Assembly.
SALARY: $125,000.
TERM: Four years, no term limit.

IMPROVEMENTS: We have done an inadequate
job of enforcing our tax laws and regulations for
many years. I am skeptical that the $240 million (M)
MITS project to enhance revenue collection and
enforcement is being adequately managed. I have
successfully implemented similar large, complex
software solutions.
Armand F. Girard
QUALIFICATIONS: Income tax payer - 50 years.
Property tax payer - 40 years.
IMPROVEMENTS: Over 2 years ago voters decided
to have slots for education. The MD Democratic
monopoly has refused to do the will of the people.
I proposed to implement their will and provide
revenues for education.

concerned about the burden that my generation
will carry due to the tax-and-spend mentality of

Senators share the responsibility with
Representatives for enactment of the nation’s laws
as provided for in the U.S. Constitution. They may
also conduct investigations on issues of national
importance. The Senate is charged with ratifying
treaties established by the President and confirms
Presidential appointments of Cabinet members,
federal judges and foreign ambassadors.
SALARY: $174,000.
TERM: Six years.
HOW ELECTED: The Senate consists of 100
members, two from each state. They are elected by
the states at large and serve for 6 years. One-third
of the Senate is up for election every two years. A
Senator must be at least 30 years of age and must
have been a citizen of the United States for at least 9
years.

QUALIFICATIONS: I have been a U.S. citizen
living under American laws for over 60 years. I am
concerned we are not leading our country in the
right direction nor helping the public as we should. I
feel confident my work experience will help.
BUDGET: No outsourcing of social security, IRS,
or our country’s security. Have an independent study
on waste spending in the Federal budget. Provide a
vehicle in which we may receive a small percentage
of taxes for all off shore havens. We need a true
picture of the budget before we proceed.
FOSSIL FUELS: Energy turns a turbine that turns
a generator to produce power. It is essential we use
natural continuous power, such as the sun, water,
wind, and nuclear power, to help the environment.
The Federal level should have already been using
some natural resources in its agencies.
IMMIGRATION: The Statue of Liberty says it all.
Anyone has an opportunity to come to the U.S., but
they should enter legally. Federal laws are already
in place for immigration. Each state has the right to
tighten and enforce those laws. Those wishing to stay
should become U.S. citizens.

now. We don’t need fundamental transformation,

are conscientiously looking for a way to say yes. If
you want to be an American so your children will
have an opportunity to legally be President, want to
become a citizen, get a Social Security number, and
help us pay the bills, we need you.

age to 70 for Social Security. Reduce or eliminate

to simply build new roads or widen preexisting

important change needed in Maryland’s business tax
structure. Multi-state and multi-national businesses
should not get away with avoiding corporate income
tax in Maryland because they defer it to another

of the proposed Towson Circulator/Shuttle. This
service will alleviate pressures on the roads around

tax burdens. In this recession, job creators need
the flexibility that lower taxes would provide them.
It would allow them to hold on to employees and

QUALIFICATIONS: A Vietnam veteran, orthopaedic
surgeon, and business man, I understand first

community is the Towson Bypass. Completing the
bypass will allow traffic to circumvent the heart of

tax by the O’Malley administration back to
5% which will stimulate consumer shopping in

Members of the Council pass legislation, adopt
the budget, set the county tax rate and exercise
planning, zoning and subdivision responsibilities.
The Council makes appointments to the offices,
committees and commissions that are directly
responsible to the legislative branch.
ANNUAL SALARY: $54,000 for council members
and $60,000 for council president.
TERM: Four years with no term limits.

of speed cameras in and around our public schools.
To ensure public safety we must continue to lessen
the number of crashes and accidents near schools.

crashes and deaths and educate those who violate
the speed limit.

emphasizing Fair Housing Practices and I have

PRIORITIES: Closing the educational performance
gaps is top of the list. Our educational system is there
to provide citizens the tools they need to succeed
and we can not let them down. Tied closely to this
is ensuring we have a sustainable budget in place to
support our programs and services in the county.
TRANSPORTATION: I will support citizens ideas
for planning & input. I would support adding bike
lanes on the roadways that demonstrate the width to
support such an addition. I would support the state’s
MTA redline for district 1. I would support installing
sidewalks, cross walks and curbs on roads for safety.
LAW ENFORCEMENT: I am definitely in support of
speed cameras to change people’s behavior for safety
purposes and see it as a real way to collect revenue
when someone breaks the law. School zones and
neighborhoods need the added safety precaution
put into place. Cameras can be there 24 hours a day
unlike our police.

cherished traditions. As a small business owner,
executive director of the Catonsville Chamber, and
now, marketing consultant, I will bring leadership
experience to the county.
PRIORITIES: 1. Community safety; 2. Education
of our children. Why: Safety is fundamental to a
community’s sense of well-being and possibility. And
the education of the next generation is a central focus
of most families. Together safety and education are at
the center of other key elements of community.
TRANSPORTATION: Transportation change is a
combination of integrated regional rail, bus, car-
pooling strategies. It’s longer term and requires
a regional planning and funding effort. More
immediate: zip car spaces in our urban cores, buses,
incentives for car-pooling, large, secure central
parking lot hubs, pedestrian aids.
LAW ENFORCEMENT: While there are unresolved
concerns about due process, speed cameras reduce
speeding and increase community and pedestrian
safety while freeing officers for other duties. I
support their expanded use, provided they are
selectively placed in problem areas and there is a
concurrent effort to clarify....

QUALIFICATIONS: As a financial planner I am
uniquely qualified to provide the leadership we
need during challenging times. This, coupled with
my experience as President of my community and
advocacy on economic development issues mean
that I can evaluate matters from diverse perspectives

PRIORITIES: I was compelled to run by the recent
recession which has left families and governments
on tenuous ground. As such, my priorities are to
protect the integrity of our budget and the County’s
AAA bond rating while ensuring the quality of core
public services such as schools and public safety.
TRANSPORTATION: I believe we need to make
the use of regional public transit between residential
and employment centers and encourage local
alternatives to vehicular traffic. Job growth and
development should be centered around areas with
existing infrastructure.

evaluated on a street by street basis based on
quantifiable trends in vehicular speed, proximity
to town centers and recreational facilities where
pedestrians activity is prevalent or accident rates are

public schools, working with our police and fire

government, and in Baltimore County Democratic

PRIORITIES: A future site for a new middle school
and the acquisition of the remaining Rosewood
property by Stevenson University are two issues of
importance to our area. Our current middle schools
are overcrowded and we are in need of green space.
TRANSPORTATION: Public transportation is a
complex issue. I believe that Baltimore County will
have to work closely with our state representatives to
improve current transportation choices and also to
provide additional transportation opportunities.
LAW ENFORCEMENT: Expanded use of speed
cameras on our County roads would allow our
police officers to focus on community safety and less
on traffic monitoring.

We can do this with commuter buses that have

LAW ENFORCEMENT: I don’t think that we need
to spend the money to do this. They are a great
protection for our children in school zones but
an occasional speed trap can serve as a speeding
deterrent on most of our roads. I think that this is
not the time to incur and expense to do this.

QUALIFICATIONS: I am not a politician, I am a
bussinessman who believes the future success of
the county should not be in the hand of politicians
who look out for themselves first, their contributors,
second, and the county and their constituents a sad
third. The county should be run like a business.
PRIORITIES: Fiscal: I believe the major problems
of the county will be financial and a bussiness
mentality is needed to solve this problem.
Constituent support: All county residence should
have equal access to the governmment, not just
donors to the campaigns.
TRANSPORTATION: This is two general questions.
Transportation should be made availble to the
heaviest populated areas of the county. Special
needs persons must be considered.

PRIORITIES: Education - Children are our future
and must be contributing citizens with the job skills
needed by our employers. Economic development
- it creates jobs, which gives families financial
security, which increases revenues, which gives us
funds for community amenities which stabilize our
community.
TRANSPORTATION: This is an issue to be
addressed at the State level. At a minimum I would
like to see “connector” bus lines around and along
our commercial corridors.
LAW ENFORCEMENT: I am not convinced that
safety is the real issue behind these cameras and I
do not think that revenue should be generated by
government oversight of our every move. I support
greater use of traffic calming devices, particularly in
our neighborhoods.

substantially positive in making school zones safer,
then consideration should be given to use them in
other unsafe school zones.

QUALIFICATIONS: In my professional life, I
have held multiple leadership positions including
President of the Maryland Podiatric Medical
Association and President of the Maryland State
Board of Podiatric Medical Examiners. These
positions require interacting with state and federal
legislators and committee work.
PRIORITIES: 1. Dealing with the budgetary issues
that will result because of deficits at the state and
federal level. 2. Working on a zoning process that
insures resident input and considerations while
allowing appropriate development of businesses. I
choose these two items as they impact all citizens.
TRANSPORTATION: There needs to be a thorough
review of the transit options for the Baltimore
metropolitan region and then choices should be
made that provide the most economic and efficient
transit opportunities. We cannot waste funds on
transportation choices that are inefficient and
financially draining.
LAW ENFORCEMENT: I think speed cameras
around areas such as schools, libraries, parks, etc.
where they can slow traffic and improve safety where
children may be active are an excellent idea. The
use of speed cameras simply as a revenue source is
ineffective and does nothing to improve safety.

PRIORITIES: Require enhanced community input
in Comprehensive Zoning Map Process (CZMP)
applications. Tighten fiscal discipline by the county.
CZMP is the single most important function of the
County Council - wealth is transferred and burdens
are placed on the county. Spending must be limited.
TRANSPORTATION: As long as the County remains
wedded almost exclusively to the spoke system of
public transportation with Baltimore as the only
destination, the County will not be able to develop
to its full economic potential. A 50+-year vision
for intra-County public transportation must be
developed.
LAW ENFORCEMENT: Speed cameras are having
some beneficial effects in the current areas of use
where safety is paramount. Expansion, however,
must be thoughtfully considered to avoid camera use
where they are not warranted.

LAW ENFORCEMENT: I have payed close attention
to the impact the cameras are having in the
communties where they are already in place. The
cameras are not meeting thier purpose. I would
like to see the money spent on this program go to
hiring more police officers to make our schools and
roadways safer for everyone.
DEVELOPMENT: This issue is very near and to my
heart. With the limited space I can not answer this
to the fullest attention that it deserves, so please

PRIORITIES: Runaway spending and higher taxes
without budget cuts. A total disconnect of our
representatives from their representers. I have my
own personal opinions on certain issues, but my
opinion is only one vote among my neighbors.
Representatives are supposed to represent the people
and vote how they say.
TRANSPORTATION: I don’t have all the answers.
The citizens, as a whole, do. I want them to give me
their ideas.

LAW ENFORCEMENT: I would have to listen to
what the people who elect me say. It is wrong that
this was passed in the first place without the Council
listening to their people. If it is to be passed, then
they need to fess up and tell us that it is all about
generating revenue, and not all about safety.

TRANSPORTATION: The first way to provide
greater transit opportunities in the County is to
assure safe, reliable travel on existing transit services,
and to better integrate those services for ease of use.
Circulator routes should add flexibility for travel
into Baltimore for Light Rail, Metro and MARC
passengers.
LAW ENFORCEMENT: I do not support expansion
of speed cameras beyond the intended school zones.
There are better means to enforce speed laws which
give more control and flexibility to our fine Police
officers.

PRIORITIES: Education and job opportunities. Our
children are our future. Attract the best teachers
with proper salaries and strive to replace old
buildings with proper technology. Attract business
by offering subsidies so our citizens can get good
paying jobs.
TRANSPORTATION: Expand the light rail by
receiving federal stimulus funds. This can be
developed on a regional basis with Baltimore City
and surrounding counties.
LAW ENFORCEMENT: I am against expansion of
speed cameras. They are only a revenue source for
governments. Our citizens are well aware of school
traffic and the safety of our children.

QUALIFICATIONS: Registered Nurse, County

TRANSPORTATION: Improve the existing transit
facilities - the Light Rail, the Metro, buses and
routes.
LAW ENFORCEMENT: While I do not like the idea
of “big brother” watching us, speed cameras are
an effective deterrent. Drivers cannot always be
counted on to obey the posted speed limits, nor to
slow down for adverse weather or work conditions.
In areas where safety is key, I would support speed
cameras.

PRIORITIES: My two highest priorities are
reinvesting in the community & maintaining open
space. Many communities are marred by dilapidated
strip malls and lack of new businesses. Communities
also face constant threat of the Urban and Rural
Demarcation Line being moved resulting in the
reduction of open space.
TRANSPORTATION: We need a transportation
system that directly connects the eastern and the
western parts of the county. However, I would rally
for a system that would respect the existing URDL,
does not compromise the charm and quietness
of our neighborhoods and preserves Baltimore
County’s environmental landscape.
LAW ENFORCEMENT: We need to employ traffic
calming measures. Additional speed cameras
will help drivers decrease their speeds which will
ultimately reduce the number of accidents in a
county that had over 1700 accidents from 2005-
2007.

of the schools are failing our children. Economic
development is also very important to our
community. It’s clear that the Liberty Rd. corridor is
in need of serious attention.
TRANSPORTATION:  I would seek ways to expand
the current MTA system. I would also reduce the
wait time and expand the services of the senior ride
programs. I would also institute ride share programs
to reduce traffic on our congested roads.
LAW ENFORCEMENT: I am emphatically against
speed cameras. I see them as revenue generators.

10th and 11th legislative delegations, and county
officials to come up with a workable plan which
includes community routing, to keep westside
county residents from travelling through downtown
Baltimore City to reach jobs or colleges on the
eastside of the county.
LAW ENFORCEMENT: Their use should be
expanded from school zones to designated county
roads. Traffic is a problem with speeding, and, in
some dense areas, cross walks placed too far apart.
I support revisiting areas to safely cross major
thoroughfares; and view speed cameras a good tool
to help law enforcement.
Penny McCrimmon
QUALIFICATIONS: I am running because I have
been a community and political activist for more
than thirty years. I have extensive legislative,
economic development experience in addition to
political acumen. I have worked and advocated for
this District for more than thirty years.
PRIORITIES: My two highest priorities are
education and economic development. I have
previously been an educational consultant and
activist. I am one of the foremost authorities on
economic development in the State of Maryland
having written the State’s small business legislation.
TRANSPORTATION: The availability of
transportation, to outlying areas, where the jobs
are, is essential to providing job opportunities for
residents & to access essential services. I support the
construction of the Red Line that will commence in
Woodlawn & advocate for “feeder lines to make the
4th District accessible.
LAW ENFORCEMENT: I support the expansion
of speed cameras on County roads as they serve
as documentation for police actions. Additionally,
there is a major Gang problem in Baltimore County
that must be addressed.
Kenneth N. Oliver
QUALIFICATIONS: Currently in my second term on
the Baltimore County Council. I have served on the
Baltimore County Planning Board and chaired it for
3 years, served on Board of Directors of Northwest
Hospital and the Baltimore County Leadership
Program.
PRIORITIES: 1.Revitalization of older communities
2. Economic Development in Western Baltimore.
The county needs to support public or quasi-
public redevelopment authority with the power to
acquire and redevelop property. Vacant properties
in commercial districts result in loss of both tax
revenue and jobs.
TRANSPORTATION: I am looking forward to the
RED LINE system coming to Baltimore County.
LAW ENFORCEMENT: The council has not gotten
the result on the current effectiveness of the
locations in place now. If they are what I think they
are going to be than we should expand them, it’s a
safety issue not income.

TRANSPORTATION: The County Council does
not have jurisdiction over many transit issues. But
I would favor more East-West lines throughout the
5th District. I would also be interested in creative

JUDICIAL SYSTEM NEEDS: The area of greatest
need is balancing the needs of increasing numbers of
indigent litigants with the necessity of maintaining
financially viable system. People need and deserve
to have access to the judicial system. But, when
individuals attempt self-representation, they are
greatly disadvantaged.
LEGAL NEEDS: All attorneys should be encouraged
to volunteer some portion of their time to pro bono
service to poverty level citizens. An unrepresented
litigant is at a gross disadvantage, and strains the
efficiency of the court system.
