Gujarat has done well, because Gujaratis always do well.
Real credit should go to Gujaritis more than anyone else.
Gujaratis have done well for generations. They have the
entrepreneurial spirit.

However, Gujaratis could do much better if the government's

policies were in tune with the wishes of the people.

Gujarat is at a crossroad. The Gujarat model of development

with focus on big factories, big projects, FDI has been a top
down approach. This development model has ignored the
people of Gujarat, the farmers, SMEs, women, students,
traders.

What we need is a bottom-up approach, rooted in Gandhian

values, focusing on family, culture, customs of Gujarat
people.

This Gandhian model of development will focus on the

talents and needs of the people of Gujarat.

We all know the problem, we need practical solutions to

these problems.

With the right model of development, Gujarat can do better.

Gujarat needs focus on Education, Health, Agriculture, Jobs
& SME growth.

After extensive consultations with the people of Gujarat,

students, traders, business community, women, SME
business, the Gujarat Congress has identied the problems
currently plaguing Gujarat and proposes solutions.

years. Between 2004 to 2014, 60,000
MSME units closed down in Gujarat.
Instead, Vibrant Gujarat and other such
huge festivals are staged, crores of
public money were spent.
Several cottage industries which used to
provide self-employment
opportunities to artisans have
become dysfunctional or closed
down. In the absence of no concrete
action or scheme, revival of these
industries has become very difcult.
Investments have dried up and
artisans/workers are unemployed
despite of having skills.
There is a negligible recruitment in
Government in last 15 years. As the
result of Vibrant Gujarat, some large
businesses have acquired the lands,
investments and subsidies through
and from the Government but have
failed in providing any signicant
employment to the locals.

unorganized and private sectors
very hard and has resulted into
layoffs and unemployment.
4. Farmers left in Distress
Between 2010-2015, 3100 farmers
committed suicide. Farmers in
Gujarat are distressed because of
not getting the fair rates for their
produce against the production cost

5. Agri Electricity Shortage:
There are more than 120,000 wells
and tube-wells are not getting
consistent electricity whereas the

provide electricity to very few wells in

government claims to have
increased the production of
electricity.
6. Non-Completion of Narmada Water
Grid Canal Network:
Construction of Narmada dam and
main canal was completed during
the Congress rule. In last 20 years,
BJP government has not been able
to further the development of the
sab-canals of 48,000 kilometers at
the required pace and time. It is no
less than injustice to the people of
Gujarat who had put faith in this Govt
on the name of development. And
even further, Government indulged
into politicizing the Narmada issue
and misguided people to cover their
failures.
7. Wasted Funds on False Marketing

13. Privatisation of Education
Privatization and commercialization

14. Reduction in Scholarships
BJP govt has failed in distributing the

19. Failed Implementation of Liquor Ban
Despite prohibition, it is shameful that in
Gandhi's Gujarat liquor is consumed
with impunity and in fact it is one of the
largest liquor consuming states in India.

administration. Every now and then
people fall prey to Latthakand
(Country Liquor Tragedies). Poor
families suffer due to loss of their family

20. Poor Sanitation and Hygiene
Disease and epidemics are common
even in urban areas of Gujarat where
government boasts of Nirmal Gujarat
(Clean Gujarat). Thousands of
innocents die due to water borne
disease resulted by the extremely poor
sanitation management and waste
management by the state government.
Government spends millions in
advertisements related to the sanitation
and cleanliness but fails to provide
solutions to the basic issues. Instead of
incentivizing the sanitation workers for
contributing towards one of the most
critical aspects of the state, state has
implemented contract system and these
sanitation workers are left exploited and
bereft of any welfare emanating from the
state.

21. Non-Provision of Affordable
Housing
Narendra Modi had promised to
build 50 lakh houses in 2012, but
BJP has failed in constructing even 2
lakh houses . Gujarat has also failed
in its target to build houses under
Pradhan MantriAwasYojana. In last
ve years, only few affordable
houses have been constructed.

22. Failed Implementation of
Important Rights
Government has been extremely
apathetic in implementing some of
the most effective people centric
acts like Right to Information (RTI),
MNERGA, Right to Work (RTW),
Right to Education (RTE), Right to
Food (RTF), Vendor Act, Forest
Rights Act, Food Security Act etc.
Perhaps for the rst time in the
history of independent India, treason
charges are levelled against
peaceful activists of various
agitations like PatidarsAndolan,
Thanagad, Una etc. and efforts are
made to repress them with lathis,
bullets and false FIR's

promulgation of section 144 is
employed to curb peaceful protests,
internet is banned curtailing civil
liberties, media independence is
curbed, LokAyukta was not
appointed for 10 long years and

even when it was appointed, it was
made ineffective. CAG reports
indicting the BJP governments for
massive corruption of Rs. 23,000
Crores have been supressed and no
discussions on the same is allowed
even on the assembly oor.

discussion and in absence of
opposition.
23. Failed in Collective Decision
Making by Re-Centralisation of
Power
Instead of decentralization, BJP govt
has indulged into centralization of
power. Taluka heads, district heads,
department heads are not able to
utilize their mandate of decision
making. People are left with injustice
as all decisions are taken only with the
permission of ministers. Ofcers and
bureaucrats are demoralized and
demotivated.
24. Failed Administrative Work
To exhibit large crowds at the festivals
and speeches, the entire administration
is compelled to be part of it, leaving their
primary duties and administrative work
aside.
The BJP Government has been hiring
retired bureaucrats instead of experts in
key positions which manifests in the top
down bureaucratic approach of the
administration.
25. Failed in Empowering Village-level
Development (Panchayati Raj)
Gujarat was a leading and model state
with regards to Panchayati Raj. Current
government has curtailed this model

and created a Khandiya like
situation.
26. Failed Welfare State: From
Altruistic society to
Commercialistic society
Gujarat has become a commercial,
exploitative state instead of a welfare
state.
If we sum up the 22 years of
governance of BJP government in
Gujarat, it has failed to implement
inclusive, balanced and
humanitarian growth and
development of the state. It has
largely indulged into misleading
people towards illusive promotion
through festivals, fairs and
expensive programs to cover their
failures. But the reality has struck the
people of Gujarat and they have
made up their mind to REMOVE this
unjust, autocratic regime of BJP.

Gujarat is not conforming to Labour Laws and has brought in high proportions of
contractual, xed pay and outsourcing systems in the Government sector. The
model of big businesses (high productivity and low employment) compared to
MSME focussed model (high employment and more business owners) has
brought in high and increasing unemployment.

To solve the above problems and
instead of promoting capitalization and
to make development of youth in the
state, Congress Government from then
congress will take follow steps:
Unemployment Allowances
Contract labor / outsourcing and
xed salary policy will be removed.
Start recruitment in Government and
semi-Govt bodies for immediate
employment generation
Law of local employment and equal
wages for equal work will be
implemented
Abolition of corruption in employment

employment.
Actions under criminal law will be taken
in cases of corruption and malpractices
in Government recruitment and
competitive exams.

Over the last 22 years, education in
Gujarat has deteriorated and fallen from
the rank of 9th in the country to 21st.

education because of privatisation and
commercialization of schools under BJP
rule. Number of grant-aided schools
has increased marginally, while on the
other hand private schools have
increased in the state without control of
administration and with fees as high as
thousands of rupees, Millions of
students from middle and lower middle
class cannot afford admission to the
private schools.
Students of 11th& 12th classes are
forced to spend huge amount of fees in
private tuitions because of low quality of
education. Such a pathetic state
situation was never seen in Gujarat
state, but due to BJP'S policy of
SAHAYAK teachers, Gujarat is lacking
in qualied teachers.
The grant given by the UPA government
to establish computer centres do not
have experienced staff. More than 50%
of schools in the state do not have basic
amenities like rooms, blackboards,
desks, drinking water, and lavatories and
even compound walls.
The institutions which were once
established by the great donors, are now
running poorly under the administration of
money minded people and they are given a
free hand to make prot by the BJP
government. Under the shameful act of fee
controlling, the present government
dissolved the involvement of the most
important stakeholders, the parents, and
provided a pathway to the corrupt
administrators to exercise their own free will.
The arrogance and careless attitude of the
BJP government led to reprimand by the
High court in delay in implementation of the
RTE act.
The incomplete and weak presentation of
NEET exam policy by the BJP government
at the Centre and in addition to the hidden
collaboration between corporate
coaching/CBSE schools with the BJP
patrons, has ruined career future of lahks of
Gujarati mediuam students.
One of the most important sectors in the
public domain is Education. To curb the
menace of commercialization and bring out
effective solutions, to help the common
people rather than capitalist, to support
the parents and to ultimately help the
students of Gujarat gets their due rights
for the quality education and
employment, the Congress government

Act
Admissions and Fees Act will be
amended and if necessary, the law
will be amended to stop violations of
the same. Strict actions like criminal
proceedings or the cancellations of
the licenses/nationalisation will be
incorporated in the Fees Regulation
Act.
29. Affordable Education
The government colleges (including
medical, engineering and other
higher educational institutes) which are
converted into self nanced institutes
will be taken into Fees Regulation Act;
and there by establishing differential
fees structure and scholarships and
ceiling for maximum fees to make the
education affordable for middle and
poor income students.
30. RTE Act
The RTE Act introduced by the UPA
government that entails free and
compulsory education for 6-14 year old
students and also reservation of 25%
seats in private schools without any
donation or entrance tests will be
implemented. The scope of the RTE Act
will be enhanced to secondary and
higher education and will be
implemented with all sincerity
throughout the state.
31. Swami Vivekananda Education
Foundation
Swami Vivekananda Education
Foundation will be established in the
state for the easy availability of loans
from the banks.
32. Scholarship
Not only the SC/ST and OBC students of
poor and middle class families but also
other students from economically
backward social sections of the state will
be extended scholarships for their
primary/higher education.
33. Free Education For Girls
100% free education for all girls from
primary to higher education will be
provided.
34. Transparent Admission Process
Admission system into schools and
colleges will be centralised and
computerised with transparent
implementation and form fees will be
capped and controlled. Ofine forms will
also be accepted by the institutions and
facilities will be required to convert
ofine applications in to online mode.

facilities are in poor condition without
proper equipment, manpower (doctors
and nurses) and budgets.

more than 45% poverty and 53%
illiteracy level. In tribal children
there is huge problem of
malnutrition.
Inspite of dams like Narmada, Ukai
and Kakrapad in tribal districts, there
are major problems of drinking
water and irrigation. Employment is
another major problem in the tribal
areas. Rehabilitation of displaced
tribals is also another major issue.
Forest Land rights has not been
implemented.
For resolution of all these problems,
on formation of Congress

the Devipujak and Nomadic-Roaming
castes, doing the business of selling the
vegetables, fruits, old clothes, dry fruits,
babul stick on small and retail scale
businesses and by spreading clothes on
the roads and doing the hawking they
are earning their livelihood. For such
people, Congress Party's Central
Government has approved in the Lok
Sabha (Parliament) and Rajya Sabha
(Upper House) the Vendor policy for
such hawkers doing business on
footpaths. We will provide them Rajiv
Gandhi Social Security Card. This will
entail for food security, accidental risk,

sufcient wages as per their entitlement.
The demands by lakhs of exploited ASHA
workers and Anganwadi women for equal
work and equal wages and permanent
employment have not reached the deaf ears
of the BJP Government.
Under BJP rule, incidents of child labor,
child abduction and women trafcking are
increasing continuously. Incidents of female
fetus killings, rape, sexual exploitation,
dowry harassment, maternal mortality have
increased but the BJP government has
continuously failed to maintain the
protection and respect of women.

Gujarat has a long coastal line and also
shares a border with Pakistan, but the
state government has done very little to
bolster coastal and border surveillance.

In the Police Department numerous

possession of the land of poor people
and farmers. Mining maas have
become relentless in BJP rule. These anti
social elements do not have any fear of

On the one hand when in the State the
criminality has increased, then on the other
hand, the citizens are required to run here
and there to the Courts. In Gujarat total lack
of infrastructure and infrastructure facilities
for the judiciary is seen. For years one has
to ght in the Court for getting the justice. In
the State, the number of Courts are less.
Simultaneously, the recruitment against
vacant posts of judges, government
pleaders are not done. Daily in one
Metropolitan Area Court, more than 100
cases are listed. In the metropolitan Courts,
Family Courts, Sessions Courts lakhs of
cases are pending. Due to lack of will power
and policy of the BJP Government, it has
become a distant dream for the citizens of
Gujarat to get the justice in their lifetime.
To curb corruption and black money and for
public interest the Right to Information Act
has been given by the Congress Party.
However in the BJP Rule, for not providing
information to the people, many type of
tricks are played and appointment of
Information Commissioner is not
done/sufcient staff is not provided.

failed to make the information on legal
aid, Lok Adalat (Court), and other
alternative judicial system and its spread
reach to the people of Gujarat.
To see that each citizen of Gujarat gets

law is established, to see that each
citizen gets the assurance for equal

the reach of the poor people and for
bringing tolerance, transparency in the
working of the Assembly and for re-

government has ignored any form of
scal discipline with an ever-increasing
budget for government expenses. This
evidences a very myopic short-term
view of the state and is ultimately leading
one of the most enterprising and
prosperous states oaf India, to nancial
ruin, by wasting away all its precious
resources in frivolous pursuits. The
current dispensation has also led the
entrepreneurs of the state to nancial
ruin by imposing a draconian GST with
impossible compliance and regulatory
rules. This has led to closure of lakhs of
small and medium scale industrial units
across sectors, which in turn has led to a
sharp increase in unemployment in the
state.
