In my job as a District Attorney | see from time to time pardons come across my desk granted by you for individuals who you deem worthy of such. It is always a reminder for me that good still exists in those who have made mistakes in life but later have rectified them to the point of making society better in some way. I can think of no one better who serves as an example of this than James “Mark” Seabolt. Mark after being released from the Oklahoma Department of Correction decided not only to turn his life around but to “turn other lives around”. He went to college at Northeastern State University. While working, raising a family and volunteering in community and church functions he obtained his Bachelor of Arts in Psychology and a Masters of Substance Abuse Counseling. Where most would have gone into the private sector to obtain well-earned financial rewards Mark opened up an inpatient treatment facility with the help of Fort Gibson businessmen and church leaders who believed in him. Faith Based Therapeutic Community Corporation (FBTCC) opened in November 2011 and has accepted hundreds of court ordered Defendants who have been sentenced there in lieu of going to prison. 220 STATE STREET, MUSKOGEE 0K 74401 PHONE: 918-682-3374 FAX: 918-697-3347 Page Two - James Mark Seabolt Multiple individuals with substance abuse issues that | had dealt with numerous times that I saw no option other than prison were sent to FBTCC. The success rate was astonishing. Not only did some of the worst of the worst offenders “kick the habit’, now they are helping others do the same. James Mark Seabolt is the first person that I've ever written a letter to a Governor in behalf of someone seeking a pardon. I believe Representative Authur Hulbert’s request is not only righteous but is beneficial for the State of Oklahoma in that Mark will even be in a better position to continue to help those who need it so desperately. After being released from prison, Mr. Seabolt educated himself and used that education to propel himself forward. He started Faith Based ‘Therapeutic Community Corporation (FBTCC) which is an organization that teaches men to use their energy in positive, worthwhile ventures to overcome their struggles, to help others in need and to become productive wage-earning citizens who can trust in themselves and trust in God. I have seen much growth and development in many people, but rarely have I seen a person make what can only be described as a complete turnaround. That is the case with Mark Seabolt. His was a rough start in life, and as many do, he made some bad choices that placed him on the wrong side of the law; but what he has accomplished since he has found his direction can only be called remarkable. One of the goals of working with felons is to try to encourage them to find positive life maps that at the very least help them to become law-abiding citizens that create no further burden for law enforcement. Beyond that are the higher goals of becoming contributing members of society. Some, though few, take it to the next level by becoming not only contributing members, but ones who positively impact those who have chosen a self-destructive path in life. That is what Mark has done with the Faith Based Therapeutic Community Corporation. Itis with no reservation at all, and with great joy, that I recommend Mark Seabolt for consideration for a complete pardon, What a great example for the men in the FBTCC program, many of whom at a young age feel that they have no hope of ever overcoming the consequences of the bad choices they have made in the past. For Governor Mary Fallen; March 7, 2014 This letter is in regards to Mark Seabolt, who is wanting to get a pardon. I've known Mark all of his life. He grew up in a Christian family, came to worship service every week. So he was taught Christian morals and standards, ‘Then he grew up! He went down the wrong path for a number of years and the result was imprisonment, Our church bought him some new clothes when he got out of prison, but the underwear ‘was the main thing that he was so appreciative of getting. One of the elders of our congregation asked him to do some work in his historical home. He gave Mark the key ‘to his home and said he had to be gone for the weekend, but to call him if he had any questions. Mark couldn’t believe the love and trust he was receiving from the people of the Church of Christ. He has had opportunities to go back down the wrong path, but now he has the Love of God in his heart. So the wrong path is no longer an option for him. I have watched him ‘over the past few years, how he has grown spiritually and faithfully. “Mark will never go back to the old sinful ways he once lived. He is so amazed at how much our Heavenly Father has blessed him. He wants others to be blessed as much as he has been blessed. His desire is to reform as many men that have taken the wrong path. Mark can be trusted 100% now, he has proven that by his daily works. Please grant him a pardon. Part of our work here is enabling under resourced citizens to learn what they really need to do to break the cycle of poverty. We do this through 20 weeklong workshops. Two years ago Mr. Seabolt approached me about the possibility of having some of his men from the Faith Based Therapeutic Community Counseling (FBTCC) program take our workshop. After 2 full day’s work the men meet for two hours once a week to learn ‘what they can do to gain access to resources that will help them get ahead. We have graduated two classes so far and the third will graduate May 29. FBTCC operates out of Ft Gibson and helps felons return to normal lives following prison terms for drug and alcohol related offences. Since that time | have observed these men as they attempt to repay their debt to society and have been very impressed. Mr. Seabolt is truly one individual who has not let a mistake keep him from doing everything in his power to help those still struggling. He has created 3 program which has enabled many men from our area to regain a place in the workforce, become active members of local churches and begin to help others. Time and time again | see these men volunteering at local functions to help set up and clean up after events, direct parking, serve meals, and doing whatever they can — all after working a full day themselves. Mark is much more than an active member of his church and community. He constantly ‘works with local district attorneys and judges on behalf of his men to make sure FBTCC is doing the right thing and his men are doing the right thing, If we had ten men like Mark Seabolt we could change the face of Muskogee and Ft Gibson In a year. He has never sought to hide it. He was guilty of crimes for which he deserved, and received, prison time. | am also even more aware of Mark Seabolt’s present. And his present stands in marked contrast to his past. Mark's formation of the Faith Based Therapy Community Corporation was the realization of a dream he had shared with us for years. It has been his desire since I've known him to work with men to help them in breaking the bonds of addiction. He believes very strongly that this is accomplished through exposing them to the love of Christ and faith based counseling. The experiences of Mark's past, combinéd with the fact that since his release from prison he has earned a Master's Degree in counseling, has uniquely equipped him to guide and counsel others in finding freedom from their addictions. The Lord has forgiven Mark Seabolt of his sins, He has received a divine pardon. fit is possible to grant him a pardon for his criminal past, which would free him to work even more effectively with those imprisoned by addiction, it would be a gift, nat only to Mark, but to all those he seeks to help in finding their own freedom as well. God’s Love Changes Lives I came to the Fort Gibson Church of Christ feeling unloved by the world and unloved by God. I had long since stopped praying to God because there is no way he would listen to a piece of garbage like me, ‘When my sister picked me up from prison she brought me a pair of pants that fit someone, but not me. ‘She brought me some of my brother-in-law’s underwear, t shirt and a pair of his socks. She had also brought me a pair of lace up hiking boots. (After being in army boots for 2 years? LOL) ‘Now you know all my worldly possessions. Dr. Henry Petree has sent me a letter while I was at BJCC in Alva, Ok. It contained a couple of computer printout of a very large concrete slab and some red iron in the air. it was the future home of the Fort Gibson Church of Christ. I often wondered how this building tums out. 1 got out on a Tuesday, so Wednesday morning I went to the church. A lady named Janet came up to me and said “Hi, my name is Janet are you coming to church tonight”? I replied NO, I just ‘came to look at your building and walked off, As I'm looking around another crazy woman came up to me and said “Hi my name is Paula are ‘you coming to church tonight”? I told her “look lady I just came to look at your building. There is no way that I’m coming to this church and let you people judge me”. She looked quizzical at me and said “Mark, if they treat you any different than they do anyone else that’s between them and God, that has nothing to do with you”. Tsaid. church. ... 1 don’t know what you're talking about, but NO I’m not coming to ‘At 6:30 that night I found myself driving to the church building? I walked in looking for a reason to turnaround and leave, but what I found changed my life. These crazy people; Luke 15:7 ‘Bring out the best robe and put it on him, and put a ring on his hand and sandals on his feet. ‘And bring the fatted calf here and kill it, and let us eat and be merry; *; for this my son was dead and is alive again; he was lost and is found.’ ‘These crazy people didn’t look at me like the garbage that I knew I was, they treat me like a real person? ‘They smiled, shook my hand and told me they were glad to see me. Nobody had cared about seeing me in three years, It felt very strange, Then a guy named Charlie Dortch came up and shook my hand and asks me if {needed anything. I told him NO. He said are you sure? I said ‘yep, don’t need a thing. He said “well why don’t you meet me here at the church in the moming ‘and we will run to Wal-Mart and just look around. reluctantly agreed, Charlie took me to Wal-Mart and bought me some socks, underwear, pants (that fit) and a couple of shits. T cannot tell you what it feels like to get a new convertible or to have someone give me a ‘mansion, but I can tell you what a precious gift socks and underwear are when you do not have any!!! 1 always cry when I tell this part of my story. It was these acts of kindness that helped change my life. Hatred grew stronger in me every day since I was nine and saw my dad kissing another woman. ‘When my Mom passed away six days before my 21 birthday I became VERY angry at God. Then my granny and grandpa died shortly thereafter. My dad was living in Wamer with the ‘woman that he cheated on my Mom with. I'm alone in the world with nobody to answer to, especially God. In just a blink of an eye God showed his love to me through the Brothers and Sisters of the Fort Gibson Church of Christ. It softened my heart and made me thirst for the love that these people had for each other. 1 found the love they had for each other in the Bible. I will spend the rest of my life sharing how God’s love has changed my life! 1 always loved Zig Ziglar’s quote “You will get all you want in life, if you help enough other people get what they want.” believe Mr. Ziglar was talking about showing God’s love. Some of the ways I have tried to accomplish this is by being involved in the church, both the Fort Gibson Church of Christ and other surrounding congregations. We also stay extremely involved in community projects in our surrounding counties. Iwill ty to name as many as I can remember. Prior to beginning the FBTCC program in 2004, I volunteered at the Muskogee County Jail every Sunday for over two years teaching New Life Behavior classes. In 2005 I was allowed to retum to prison, not as an inmate but as man ‘wanting to share hope of a future. I went back to Bill Johnson’s Correctional Center in 2004, 2005 and 2006 to tell the guys they have a “Great Past just Ahead of Them”, All they have to do is the next right thing each and every day. In 2005 I started teaching and preaching at Jess Dunn Correctional Center and Eddie Warrior Correction Center and did until working on my Masters Program consumed all my spare time. Also during this time I would help with Church activities like the Easter Egg Dash, Trunk or Treat, VBS, teaching classes, running the NA group on Friday nights and helping cook and clean up for Midweek Manna, Funerals, Weddings and any other events that went on. In the community I helped with the annual Corn Festival, BBQ Cook- off, Car Show and help with numerous parades and special events. I helped many of our elderly in the community with projects like mowing, moving things and spending time just talking to them. In 2008 I went back to finish the degree at Northeastern State University that I had started back in 1987. I graduated in 2010 with a BA degree in Psychology. I enrolled in the Masters of Substance Abuse Counseling at NSU that Fall. It was at this time I explained to some of my professors and men from my church that I had a dream of helping others just like I was helped. It ‘was during this time that my dream became a reality. BTCC began November 2011. I was presented with the Academic Achievement Award in 2011 for my GPA and involvement in the Masters Program. I applied and was accepted as a presenter at the 2011 ODAPCA conference, ‘My professor Dr. Shuler explained to me that this was the first time since the Oklahoma Drug and Aleohol Professional Counselors Association began that a Masters students was allowed to present, They normally reserved it for individuals with PHDs, It was a great honor. Rick Pearson the President of ODAPC set in on my first breakout session. | went on to graduate from the Masters Program May of 2012. Since we began the FBTCC program in November of 2011 we pick up the trash on highway 62 from the river that separates Muskogee and Fort Gibson to 4 miles east of Fort Gibson. This is a little over a ten mile stretch of highway. We continue to help out with all the local festival and church events in our community. I met a man named Joel Everett. He is the special events coordinator for Muskogee, the President of the Muskogee Running Club and sets on the boards of other special events around Muskogee and Tahlequah. In cooperation with Joel, the City of Muskogee, the Town of Fort Gibson and other organizations we help with ALL the events. We typically help with the set up, clean up after the events, traffic or crowd control, putting out traffic cones or barricades for 5, 10 or 15k runs or bike rides, ining up the floats for different parades, restocking the Chamber of Commerce booths, donating and operating our blowup Jumping Castle and once a year we help with the Port to the Fort Adventure Race. We began by helping clear brush, weed eat and spray 5 miles of trail along the Grand and Arkansas River. Next we take the 108 canoes that we bought with the Muskogee Running Club plus about 50 ‘more and put them at the river’s edge near the old steel bridge by the actual Fort in Fort Gibson. We make sure they are equipped with life jackets, paddles and water for the five mile trek back down the river to Three Forks Harbor. After the race is over we load them up, inventory our equipment and store them to be used next year. This is an overwhelming undertaking, but leaves a lasting impression on the guys in the program. In 2012.a three man team from FBTCC finish 9" out of over 150 teams and in 2013 a three man team from FBTCC finish 8" out of 168 teams. ‘The increased self esteem of merely being able to finish an adventure race of this magnitude ‘would be great but to finish in the top ten every year gives our residents pride they will carry with them the rest of their lives. We have also volunteer to help with some construction projects such as, we tore off the old roof at the American Legion Post #20 and put a new metal roof on, we help put a new roof on the Free Will Baptist Church in Fort Gibson, we put a new roof on at Burt Cabin Youth Camp by Lake Tenkiller, we get ask by different congregations or individuals to help repair houses for the needy or elderly. Last year the President of the Muskogee Foundation offered to grant FBTCC $100,000.00 to make repairs around Muskogee. We declined the grant because of the time it ‘would take to screen potential projects and questions that might come up about how the money ‘was spent. So we suggested that they form a committee through the Non-Profit Resource Center in Muskogee to pick the projects and allocate the funds and we would be glad to do the work, Another thing that we are particularly proud to be a part of is at Thanksgiving each year we work with the Crescent Valley Baptist Church to “feed a thousand” at the Tahlequah Community Center. This occurs the weekend prior to Thanksgiving On Thanksgiving Day each year we ‘work with Runt’s BBQ in Muskogee and the Salvation Army to provide meals. We serve about 500 meals at Runt’s BBQ and deliver about 250 meals to the people with no transportation. All together we serve and make the dressing for around 2,000 people every Thanksgiving. For the last couple of years I have served on the Advisory Board of the Salvation Army. We help them with bell ringing at several locations and help handing out the presents from the Angel trees, Now the significance of this is that most of my residents and my wife grew up receiving nothing but gifts from the Salvation Army's Angel tree. For them to be able to distribute the gifts instead of receiving them is huge in raising their self esteem. It is my contention that the higher the self esteem (self-efficacy) of my resident the lower their recidivism rate will be. This theory is being proven by the fact that our state and nation’s recidivism rate is around 87%. The recidivism rate or the graduates from the FBTCC program is around 20%. This is a huge contrast. I believe this to be a reflection of God’s love in their lives. Governor Fallin these six pages have but scratched the surface on the amount of help we try to provide others. I could go on for more pages than I’m sure you have time to read. Please know how much I appreciate your consideration of giving me a pardon. It is with a very heavy heart that I share all these things with you, because I promise we do not do them for recognition or praise. We do them because that is what God teaches us to do through his inspired words in the Bible. I feel somewhat ashamed to bring these good works to your attention, but I know no other way to show you the true desires of my heart. If can answer any further question please let me know. Sincerely yours, Place James Mark Seabolt
