La presente publicacin forma parte de una serie de tres libros sobre la reduccin
del riesgo de desastres con la que se pretende que los docentes, los alumnos y
sus padres se familiaricen con conceptos, ejercicios y mejores prcticas en el
mbito de la preparacin y respuesta ante los desastres.
Esta serie se basa en la conviccin de que una preparacin para casos de
desastre y un fomento de la resiliencia exhaustivos permiten lograr los mejores
resultados posibles cuando se cuenta con el concurso de toda la comunidad
(escolar), empezando por los alumnos, sus padres y los docentes, y cuando
el proceso alienta activamente a los alumnos a tomar la iniciativa en algunas
actividades.

En esta Gua del alumno, los jvenes de 11 a 18 aos hallarn mucha informacin
interesante sobre la reduccin del riesgo de desastres. Tambin se explican los
conceptos bsicos relacionados con la reduccin del riesgo de desastres, se
examinan las consecuencias psicosociales de los desastres y se proporcionan
consejos sobre distintas actividades que los jvenes pueden llevar a cabo en
clase, en la escuela, en sus hogares o en sus comunidades a fin de mejorar la
preparacin y la respuesta para casos de desastre. Con el apoyo adecuado de los
padres y los docentes, los jvenes pueden llegar a estar bien preparados y saber Guia

En la presente gua se explica la manera en que vosotros y vuestros amigos podis

manteneros a salvo en caso de que se produzca un desastre. Dedicad tiempo a leerla
una, dos o ms veces porque la informacin que contiene podra salvaros la vida.

Esta gua os permitir conocer a un grupo de jvenes inteligentes, como vosotros. A

muchos de ellos les han ocurrido no pocas cosas y quieren compartir con vosotros lo que
han aprendido y lo que han vivido.

Por ejemplo, conoceris a una joven que perdi una pierna a causa de un tsunami. Su
experiencia la anim a aprender tanto como fuera posible sobre el riesgo de desastres,
la preparacin para casos de desastre y la resiliencia. En su nueva escuela dio una
charla sobre el tema, titulada Sed conscientes de los riesgos, estad preparados y sed
resistentes, que despert entre sus compaeros un enorme inters por la preparacin
para casos de desastre y la resiliencia frente a los desastres.

Mientras aprendis ms sobre los desastres, aseguraos de que contis con la

colaboracin de todos: examinad con vuestros amigos esta gua, pedidle a vuestro

PREPARACIN
El conocimiento y las capacidades que adquieren los gobiernos, las comunidades y las personas
para prever, responder y recuperarse eficazmente de las consecuencias de sucesos o condiciones
probables, inminentes o actuales relacionados con una amenaza.

REDUCCIN DEL RIESGO DE DESASTRES

La prctica de reducir el riesgo de desastres mediante esfuerzos sistemticos dirigidos al anlisis
y a la gestin de los factores causales de los desastres, lo que incluye la reduccin del grado de
exposicin a las amenazas, la disminucin de la vulnerabilidad de la poblacin y los bienes, la
gestin sensata de los suelos y del medio ambiente, y el mejoramiento de la preparacin para los
desastres. En la esfera de la educacin, conlleva un anlisis sistemtico de los riesgos relacionados
con los desastres y un intento de reducirlos a fin de permitir que el sistema educativo proporcione
una educacin de calidad para todos (y los alumnos puedan continuar con su aprendizaje y los nios
no escolarizados, acceder a la educacin) antes, durante y despus de las emergencias.

 RESILIENCIA
Resiliencia es la capacidad de un sistema educativo (en sus distintos niveles) para reducir al mnimo
los riesgos de un desastre o un conflicto, mantener sus funciones durante una emergencia y
recuperarse de las perturbaciones. En el plano personal, la resiliencia es la capacidad para aplicar los
conocimientos con miras a reducir al mnimo los riesgos, adaptarse a las situaciones de emergencia,
resistir las perturbaciones y reanudar rpidamente el aprendizaje y otras actividades necesarias
para la subsistencia. Puede reforzarse la resiliencia si se abordan los factores que subyacen a la
vulnerabilidad. La resiliencia es lo contrario de la vulnerabilidad.

RIESGO
En el uso comn, al emplear este trmino se pone el nfasis en el concepto de probabilidad
o posibilidad (el riesgo de un accidente). En un contexto tcnico, suele incidirse en las
consecuencias, en trminos de posibles prdidas. La relacin entre la vulnerabilidad, por una
parte, y la probabilidad y la intensidad de las amenazas, por otra, puede representarse por medio de
la ecuacin siguiente:

RIESGO = AMENAZA X VULNERABILIDAD

Cuanto peor es la amenaza, mayor es el riesgo. Anlogamente, el riesgo tambin aumenta cuando
una comunidad, un sistema o, incluso, una escuela son ms vulnerables.

VULNERABILIDAD
Las caractersticas y circunstancias de una comunidad, un sistema o un bien que los hacen
susceptibles a los efectos dainos de una amenaza. Hay muchos aspectos relacionados con la
vulnerabilidad, derivados de diversos factores fsicos, sociales, econmicos y ambientales. En la
esfera del sistema educativo, la vulnerabilidad es la combinacin de la exposicin a amenazas
naturales, de origen humano o relacionadas con conflictos, por una parte, y el grado en el que los
distintos niveles del sistema educativo son susceptibles de sufrir un colapso o de que sus funciones se
vean perturbadas. En lo tocante a los alumnos, la vulnerabilidad es la combinacin de la exposicin
a las amenazas y el grado en el que los alumnos son susceptibles a la interrupcin del acceso a
oportunidades de educacin de buena calidad o a la prdida total de esas oportunidades.

La presente publicacin forma parte de una serie de tres libros sobre la reduccin
del riesgo de desastres con la que se pretende que los docentes, los alumnos y
sus padres se familiaricen con conceptos, ejercicios y mejores prcticas en el
mbito de la preparacin y respuesta ante los desastres.
Esta serie se basa en la conviccin de que una preparacin para casos de
desastre y un fomento de la resiliencia exhaustivos permiten lograr los mejores
resultados posibles cuando se cuenta con el concurso de toda la comunidad
(escolar), empezando por los alumnos, sus padres y los docentes, y cuando
el proceso alienta activamente a los alumnos a tomar la iniciativa en algunas
actividades.

conceptos bsicos relacionados con la reduccin del riesgo de desastres, se
