Makati Development Agenda for the 21st Century


(Makati 21)

For the 21st Century, Mayor Jejomar Binay aims to position Makati as a livable city with
the capability to deliver enhanced services to its constituents. The Mayor emphasizes
that the key factors to the realization of this Vision are financial stability, private sector
support and maintenance of a competitive edge through strengthened partnerships.

The Development Agenda for the 21st Century for Makati was initiated by Mayor Binay to
prepare a strategic framework for attaining the Citys Vision for the new millennium. The
Development Agenda focuses on:

strengthening Makatis economic competitiveness;


expansion of the economic base;
broadening income and employment opportunities;
stimulating investments; and
enhancing productivity of lagging areas.

The Makati Development Agenda for the 21st Century or Makati 21 aims to provide a
balanced growth which ensures the economic, social, and physical well-being of the
communities and all individuals within them.

The pillars for the Development Agenda shall be JOBS, SHELTER and PRIDE OF
PLACE. Makati 21 shall focus on increasing jobs by attracting, expanding and retaining
businesses in the CBD and creating new job opportunities and businesses in the
peripheral barangays and communities.

Makati 21 shall address the shelter gaps in the City not only of informal settlers, but
residents and transients working in the City as well. Shelter though primarily refers to
housing also includes the communityscape including infrastructure and facilities;
environmental quality; social fabric and community bonds. It refers to the overall quality
of life of the communities. This is aimed at improving the economic and social well-being
of residents; and the physical fabric and environmental conditions in the communities.

Lastly, Makati 21 seeks to foster and promote a pride of place in Makati. It is reflected
in the physical cityscape, its economic affluence, diverse population, social equity,
environmental quality, cultural richness and heritage, the communities drive for
excellence and productivity; and the sense of civic commitment, responsibility and
identity with the City. It is what distinguishes the City from any other city and projects a
City soul; a life solely its own.

A set of strategic directions aimed at addressing the challenges to the Citys economic
growth and position as the Countrys economic hub are recommended. These are
derived from a year-long series of consultations with barangay and community leaders,
businessmen and academic experts; urban development professionals; and extensive
academic research and analytical study.

The main elements of these strategic directions are:

Business Retention, Promotion and Expansion

The City needs to strengthen its competitiveness and remain as the countrys economic
hub. This can be achieved by addressing the current barriers to further growth by
improving the regulatory and governance framework; upgrading aging infrastructure and
facilities; establishing a business friendly environment; and enhancing of the quality of
life in the City.

Community Revitalization and Redevelopment

Revitalizing economic activities in the communities will bring development opportunities


closer to residents and enhance the physical and social conditions of the areas. Makati
21 seeks to provide a wide range of programs for residents to participate more actively
in the productive milieu.

These two main strategic elements are proposed to be supported by four secondary
strategic directions namely upgrading of physical environment and infrastructure;
enhancement of social development; improvement of governance and expansion of
financial resources. Building blocks or strategic actions are proposed for each strategic
direction and will define the range of programs and projects that will operationalize the
Makati 21 vision.

Upgrading of physical environment and infrastructure


The physical environment is the result of policy directions of all sectors. The
aging infrastructure and increasingly inadequate facilities are becoming a
deterrent to the growth of the City. There is an urgent need not only to fill gaps in
infrastructure and facilities but provide the City with cutting edge infrastructure
befitting the primary City of the country and make it more competitive in the
regional and global market for investments.

Enhancement of Governance
The governance framework should foster a culture of excellence, competence
and performance which could enhance rather than constrain economic
development. It should promote continuous innovation and embrace learning and
knowledge rather than political patronage as the lynchpin for the promotion and
management of development and growth. As such the city bureaucracy should
be streamlined and re-engineered to make it more responsive to the needs of not
just service delivery but growth promotion and development management as
well.

Enhancement of Social Development


For Makati residents to be able to participate and benefit in the workforce
demand of its business community, the City Government has to refocus its
priority from quantity to quality education. Makatis public education system
besides being at par with private schools in terms of facilities should also be at
par in terms of quality. Moreover, there should be greater opportunities for
residents to improve not only access to services but access to income and

eventually assets and wealth as well. Barriers to these opportunities must be


removed. A positive and proactive social environment should be fostered to
promote a more development-oriented culture among the City residents.

Expansion of Financial Resources


Revitalizing the City for the 21st Century would require massive financial
resources. The City can only embark on this immense effort if it is able to expand
its resource base soonest. It also needs to tap and generate considerable
resources from the private sector to fund major and lumpy investments in
infrastructure and redevelopment.

Proposed Programs and Projects

Promotion of business-friendly environment


Comprehensive workforce development in partnership with the private sector
Enhancement and strengthening of all levels of education system to improve
capacity of students/graduates for participation in the workforce particularly in
areas such as science, math and technology
Promotion and support to housing rehabilitation by homeowners
Promotion and support to community enterprises
Development of community commercial zones in each barangay
Promotion of community savings formation through savings and loans
associations
Provision of affordable housing in less developed and low income areas
Rehabilitation of blighted and obsolescent areas and environmentally
sensitive areas
Implementation of Riverside/Creekside Development
Development of satellite business districts and promotion of business location
Development of community commercial zones in each barangay
Promotion and support high growth industries particularly in science and
technology, knowledge economy based businesses such as ICT: health and
medical services.
Improvement of infrastructure, facilities and urban management
Establishment of Makati Loop Mass Transit System
Establishment of Gateway Parking facilities
Improvement of traffic management
Upgrading environmental infrastructure, facilities and services to improve
environmental quality
Enhancement of urban design and cityscape
Provision of parks and open spaces
Revision and rationalization of Revenue Code and Land Use/Zoning
Establishment of Urban Redevelopment Agency (URA)
Strengthening of partnerships with the private business sector, academe and
communities
Streamlining of bureaucracy
Refocusing of social benefit programs and improve targeting
Land consolidation, assembly and acquisition

monitoring system
