Rationale

Gender mainstreaming into the different projects and activities of concerned agencies is a

constant factor for nation building and development. It is especially vital to run such activities in

a government entity which operates primarily for the wellness of the public.

Before gender mainstreaming can be incorporated to all the projects and programs of the district,

a gender analysis must be institutionalized so as to identify gender issues & concerns and

consequently use it as a target in creating activities respondent to the issues identified therein.

As a water utilities provider, this agency is one with the United Nations in creating a sustainable

development for the entire humanity particularly on ensuring availability and sustainable

management of water.

Thus, awareness and capacity building on gender analysis for all Gender Focal Point System

committee members are highly recommended for a better implementation of the Gender and

Development Plan.

DAY 1

Water Security and Sustainable Growth: A Global Outlook

The United Nations summit for post-2015 development agenda was held from 25 to 27

September 2015, in New York. In this meeting the 2030 AGENDA FOR SUSTAINABLE

DEVELOPMENT was adopted by the UN Member States, including the Philippines.

TRANSFORMING OUR WORLD: THE 2030 AGENDA FOR SUSTAINABLE DEVELOPMENT

A plan of action for people, planet and prosperity;

Seeks to strengthen universal peace in larger freedom;

Recognizes that eradicating poverty in all its forms and dimensions, including extreme poverty,

is the greatest global challenge and an indispensable requirement for sustainable development.

The 17 Sustainable Development Goals and 169 targets seek to build on the Millennium

Development Goals and complete what these did not achieve.

They seek to realize the human rights of all and to achieve gender equality and the

empowerment of all women and girls.

They are integrated and indivisible and balance the three dimensions of sustainable

development: the economic, social and environmental.

There are 17 development goals presented during the summit. However, the goal tasked for Local

Water District is the 6th Goal which is stated as follows:

ENSURE AVAILABILITY AND SUSTAINABLE MANAGEMENT OF WATER

AND SANITATION FOR ALL

Hence, Water Sanitation and Hygiene (WaSH) was institutionalized.

The 2030 Commitment on WASH

Achieve universal and equitable access to safe and affordable drinking water for all.
Achieve access to adequate and equitable sanitation and hygiene for all and end open defecation,

paying special attention to the needs of women and girls and those in vulnerable situations.

The 2030 VISION

A world where access to safe and affordable drinking water is a basic and universal human

rightwhere there is adequate and accessible sanitation.

A world where the human right to water and sanitation is realized for all, and where hygiene is

available to all.

The 2030 TARGET for WASH

to eliminate open defecation

to achieve universal access to basic drinking water, sanitation and hygiene for households,

schools and health facilities

to halve the proportion of the population without access at home to safely manage drinking

water and sanitation services

to progressively eliminate inequalities in access

To ensure that these goals be achieved, Gender Mainstreaming should be incorporated into the

different programs and activities of concerned agencies especially those in service to the public.

But, how can gender mainstreaming be attained?

When can we say that our gender mainstreaming efforts are sufficient?

How can we gauge the success of our programs and projects on gender issues?

All of these are possible through GENDER ANALYSIS.


What is GENDER ANALYSIS?

- is a tool and method that can provide information on gender relations and on the

different conditions of women and men, and the different effects that policies and

programs may have on them.

- helps gain an understanding of the different patterns of participation, involvement,

behavior and activities that women and men in their diversity have in economic, social

and legal structures and the implications of these differences.

- provides the answer to how the gender perspective should be addressed throughout

the project, particularly in terms of setting relevant gender equality objectives and

indicators, planning concrete actions to reach the objectives, and conducting

monitoring and evaluation.

- should not only describe the current state of the gender situation, but should also

explore the causes and effects of gender disparities on the target population.

Looking at the reasons behind inequalities and discrimination helps to set relevant and targeted

objectives for resolving them and determine which activities may contribute to eliminating such

inequalities.

However, amidst these definitions, gender analysis is still a very challenging topic. Its coverage is

still quite unknown to most users. Hence, the Gender Analysis Tools were promulgated.

What are Gender Analysis Tools?

These are tools used for Gender Analysis. It simplifies and gives the user a clearer and

comprehensive view on identifying gender issues and concerns.

DIFFERENT KINDS OF GENDER ANALYSIS TOOL (ORGANIZATION FOCUSED)


Tool: GAD Mainstreaming in Project Identification, Planning and Implementation of Safe

Water, Sanitation and Hygiene

Purpose and Objective of the Tool

1. Find out gender issues relating to GAD mainstreaming in the water district.

2. Find out about entry points for GAD mainstreaming in the programs, activities and
projects of the water district.

3. Find out about gaps in capacity building for GAD in the water district.

How is it done?
The main methodology to be used in administering the tool is Focus Group Discussion (FGD).

Participants in the FGD

1. Members of the GAD Focal Point System of the agency

2. Representatives of CSOs and Womens Groups

3. GAD advocates and experts in the locality

Preparations

Before the FGD, the facilitator will:

1. The FGD facilitator must be very familiar with this tool and is comfortable in facilitating
participatory activities.

2. Prepare a conducive venue for the FGD.

3. Prepare a presentation that will show the purpose, objective and expected outputs of the
FGD, if available, make an LCD available for the presentation.
During the FGD

1. The facilitator will present each of the focus questions to the participants and solicit
responses.

2. After responses have been made to all the focus questions, the participants are
encouraged to draw their own conclusions based on the responses.

3. Once conclusions have been drawn, the facilitator thanks the participants for
participating in the FGD.

Tool: Guidelines for Gender Sensitive Language Review - Information Materials, and
Communication Products

Purpose of the Tool


The aim of these guidelines is to help integrate the concerns and voices of women as well as men,
and girls and boys, into information materials, and communication products.

How is it done?
Methodology: Desk Review of Documents
In reviewing information materials, and communication products, key questions to address are:

How does a subject or issue affect males and females differently?

Why does it affect them differently?

What is being done about it?

Principle: Gender Equality Messages


All communication products should carry the message of gender equality.

So-called gender-neutral/gender-blind materials neither explicitly address issues related


to gender and equality between the sexes nor address double discrimination against women
and girls of specific ethnic or minority groups.

Thus, most gender- neutral/gender-blind material implicitly reinforces traditional


gender roles and sex stereotypes.
REVIEWING IMAGES IN COMMUNICATION PRODUCTS

In reviewing images, think of these three (3) key words:

Equality

Diversity

Sensitivity

GENDER SENSITIVE LANGUAGE

Language should be gender-sensitive rather than gender-blind and/or sexist. This means that it
should include both women and men and boys and girls.

Gender-sensitive language should be used instead of gender-blind terms, which often results in
women and girls becoming invisible.

Instead, precise terms should be used, such as women concessionaires and boys in school and
men and women who cannot afford to pay water tariffs

Gender sensitivity is determined not only by the information in the documents but also by their
perspective, style and tone. It is important, therefore, to review documents that do not deal
specifically with gender issues as well as those which do.

Tool: GUIDE TO GENDER ANALYSIS OF STAFF LIST AND ORGANIGRAMS

Purpose of the tool:

1. It provides quantitative and verifiable information to be used as baseline data to enhance


gender balance in the organization;

2. The information that it generates feeds into the discussion and appraisal by decision
makers; and

3. The policy review establishes a benchmark for future recruitment of staff.


How is it done?

Methodology: Desk review of documents, using the guide to gender analysis of staff list and
organigrams.

Examples of Staff List and Organigrams

Staff list include:

1. Sex disaggregated lists of technical specialists, programming and support staff, national
and international project staff and others, with categories and main areas of responsibility. It may
also include list of consultants and their terms of references.

2. Organizational structure.

3. Training reports, especially those pertaining to who are being sent to trainings are also
relevant.

Tool: Guide to a Gender Sensitive Policy Review Technical and Substantive Policies

Purpose of the tool:

1. It provides quantitative and verifiable information to be used as baseline data to enhance


technical and substantive policies of the WSP;

2. The information that it generates feeds into the discussion and appraisal by decision
makers; and

3. The policy review establishes a benchmark for future policy development initiatives.

What are technical and substantive policies?

Technical and substantive policies include critical policies that the organization is enforcing on a
daily basis.

Examples of these are: work- life balance policies, flexi-time and compensatory time-off policies,
salary scale, honoraria and per diem.
GENDER ANALYSIS TOOL (CLIENT FOCUSED)

The tool introduced was called the Integrated Household Baseline Questionnaire.

It is a set of questions that the respondents / concessionaires shall answer honestly and of free-
will so as to gather datas for the gender analysis.

A copy of the questionnaire and its guidelines in answering is attached for easy reference. (see
Annex 1)
