I would advise the manager to make the following changes:

Add big, bold titles above each section


Format into smaller sections or bullet points, rather than paragraph form
Separate into the following sections with titles:
Pet urine/defecation issues
Parking issues
Smoke alarm battery removal issues
Trash being left outside apartments
Noise level
Highlight/underline information regarding the $25.00 fine for removing batteries from
smoke alarms
Remove extra wording and simply focus on clear, concise information
Format the most important pieces of information in red font

Currently, as the memo is formatted, it is likely that very few people will read much, if any of it.
The memo is formatted into large paragraphs with a lot of extra wording. This information could
very easily be formatted into a much more clear and concise structure. Separating sections
more clearly and adding titles to each section alone would make this memo much more
readable and more effective.
