DISCUSSION
BOOK I
A. Democracy and its Implementation
The discussion of the role of state and society can not be separated from
the study of democracy and this for two reasons. Firstly, virtually every
country in the world has made democracy its fundamental principle as has
been shown by the results of a UNESCO study in the early 1950s that
garnered more than 100 Western and Eastern scholars, while in democracies it
provided role to the state and society alive in different portions (despite the
same democratic country). Secondly, democracy as a state of state has
essentially given direction for the role of society to organize the state as its
highest organization but it turns out that democracy runs in different paths.
2
decide the course of state organization is guaranteed. Therefore almost all the
understanding given for the term democracy is always providing an important
position for the people although the operational implications in various
countries are not always the same.
C. Forms of Democracy
According to Torres, democracy can be seen from two aspects: formal
democracy and substantive democracy, ie pointing to how the democratic
process is done (Winataputra, 2006). Formal democracy refers to democracy
in the sense of a governance system. This can be seen from the various
implementation of democracy in various countries, the nature of a country for
example can be applied a presidential or parliamentary system.
3
The State of Law (rechstaat or the rule of law) has the understanding that it
provides legal protection to citizens through free and impartial judicial
institutions and guarantees human rights.
2. Civil Society (Civil Society)
The Civil Society (Civil Society) is a society with its open, egalitarian
characteristics, free from domination and state pressure. Civil society is a very
significant element in building democracy, namely the existence of
community participation in the decision-making process undertaken by the
state or government.
3. Strategic Alliance Group
The alliance of strategic groups consists of political parties, groups,
movements, pressure groups or interest groups including free and responsible
press.
BOOK II
A. Tracing the Concept and Urgency of Democracy Sourced from Pancasila
Etymologically, democracy comes from the Greek word demos meaning people
and cratos or cratein which means government or power. So, demos-cratein or demos-
cratos means people's government or people's power. Pancasila democracy in the
broadest sense is the sovereignty or supreme power is on the people who in its
implementation is imbued by the values of Pancasila. Pancasila democracy in the
strict sense is the sovereignty of the people carried out according to the wisdom of
wisdom in deliberations of representation.
4
the proliferation of "political dynasties" that govern all aspects of public life:
government, institutions of representation, business, justice, and so forth by one
family or crony. As for democracy, disposing of people's sovereignty is due to the
unfortunate fact that after the collapse of the "autocratic" power structure it is not the
democracy we gain but the oligarchy in which power is centered on a small group of
elites, while the majority of the people (demos) remain far from sources power
(authority, money, law, information, education, etc.).

develop should refer to the foundation of Pancasila ideology and the constitutional
foundation of UD NRI 1945.

CHAPTER III
CONCLUSION
I. Knot
Thus we have seen that democracy in Indonesia has been running from time to
time. But we must know that the definition of Pancasila Democracy is a democracy
that is lived by the nation and state of Indonesia that is imbued and integrated by the
noble values of Pancasila. In the course of the Indonesian nation, Pancasila
Democracy also developed along with the turn of the period and leadership, from the
period of the independence revolution to the reform era. Yet despite the changing of
democratic leadership and leadership with the Pancasila guard, there is little
difference in the way that it depends on the leader of the state and the form of the
state at that time.
II. Advice
Rights and duties are an interrelated instrument, so that the implementation of the
matter must be carried out in a balanced manner so that there will be no imbalances
that will cause unexpected community upheaval. This book has advantages and
disadvantages of various aspects, both in terms of format and writing the structure of
the book, the use of language, the use of punctuation, the quality of the book content
and so forth. So, what are the advantages of this then should be increased again so
that the quality of this book is increasingly enhanced and the reader the more the
spirit to read it a few years in the future. And what the disadvantages of this book
should be improved so that the perfection of this book is accomplished.
