JOB DESCRIPTIONS

HUMAN RESOURCE OFFICER


I. Background

The Government of Khyber Pakhtunkhwa introduced a number of governance reforms, built on the
improvements achieved under the Governance Support Project (2012-2016) aimed to deepen institutional
reforms, and target specific outcomes in the Governments development priorities. To continue the reform
agenda and achieve outcomes, the KP Government launched Governance and Policy Project (GPP) under
Multi Donor Trust Fund-MDTF (2016-2020), administered by the World Bank. The MDTF was set up in
2010 to provide implementation for the recommendations of the Post-Conflict Needs Assessment
(PCNA).
GPP will contribute to the outcomes of the results framework of the Round II-MDTF and is mandated to
the following pillars; 1: increasing capacity for revenue mobilization and public financial management; 2:
improving public investment and accountability in public services and 3: providing effective support for
the coordination of governance reforms and operational management.
II. Strengthening Judicial Administration
The national and international experiences, in the changed scenario, require that the policy of devolution
may be adopted. Most of the responsibilities may be devolved on the district judiciary in an independent
and accountable manner. This requires the establishment of a Secretariat for the District Judiciary
Performance Management (SDJPM). GPP under component 2 is committed to assist Peshawar High
Court is the establishment of SDJPM with the objectives; (a) improved analytical approach towards
ascertainment of future needs and requirements; (b) improved process for securing resource allocation for
realization of the future projection allocation; (c) improved good governance at each steps through
transparency, accountability, fairness and merit; (d) improved liaison with justice sector actors for
efficiency and effectiveness; (e) improved service delivery to the citizens and (f) improved ICT-based
solutions for data sharing and public grievance redress systems.
III. Hiring of Contract Staff
Peshawar High Court through Governance and Policy Project (GPP), Planning and Development
Department, Government of Khyber Pakhtunkhwa required services of Human Resource Officer. The
incumbent will report to HR Specialist (In charge of HR and Welfare Wing). He/she will be responsible
to assist the HR Wing established in the Secretariat for District Judiciary Performance Management
(SDJPM), Peshawar High Court Peshawar in the following functions and mandate;

Assist HR Specialist in proposing a recruitment, promotion, posting/transfer, training and incentive &
reward policy;
Assist HR Specialist in preparing full job descriptions of Judicial Officer, court staff and staff of the
SDJ
Assist HR Specialist in Developing rules for personnel management;
Assist HR Specialist in Devising a retirement plan for timely and efficient processing of pension
case;
Assist HR Specialist in Post-retirement plan including re-employment, job opportunity, and
possibility of utilization of past experience;
Any other task and function assigned by the supervisor
IV. Deliverables
Submit monthly progress report the Registrar of the PHC through supervisor under intimation to GPP
Project. The report will cover progress against mile stones/ Key Performance Indicators (KPIs) to be
determined by the PHC.
V. Qualification and Experience
The applicant must be MBA/MPA/LLB with specialization/major in HR. He/she should possess at least
three (03) years experience in the relevant field. Work experience in similar sector will be added
advantage.
VI. Skills and Competencies
He/she must have excellent analytical and interpersonal skills along with strong organizational ability,
preferably in justice, rule of law and service delivery sectors. Highest standards of personal integrity,
demonstrated interpersonal skills and proven ability to work in a collaborative, team environment are
required. The candidate must possess written and oral fluency in English while Urdu and Pashto will be
added advantage but not mandatorily required. IT, computer and report writing skills are also required
VII. Special Terms and Conditions/Specific Criteria
GPP Project will offer market based competitive salary (lump sum). Daily subsistence and travel
allowance will be offered as per the Financial Management Manual of the GPP. Appointment will
initially be for one year extendable based on satisfactory performance and availability of fund.
