Load Balancing in Idel mode requires prioritizing

freq Carriers
Like make priority 6 for AWS, 5 for LOP and 4 for
700 if you want 700 to latch less UE

How to determine that there is frequency Load imbalance. There counters that are widely considered
1. PRB Utilization
2. User throughput
3. Number of user
There are two type of load balancing
Intra Frequency load balance
Inter frequency Load Imbalance (IFLB)
Intra Frequency Inter Frequency
1. isInterFreqPreventiveLoadControlEnabled
This parameter is used to activate or deactivates Inter
Happens through SON, which uses the Hysterisis freq preventive load control based on semi static PRB
and Offset consumption pr real PRB consumtion and QoS deficit
2. RadioCacCell - dlCellCapacityClass: So for LTE 700
Band (10 MHz) it will be lower like 40 and for LTE 2100 This parameter allows to give weight to the remaining DL composite
(AWS) 20 MHz depending on county) it will be set higher capacity provided over X2 to peer eNodeBs. If it is unset, Cell
say 80 Capacity Class Value IE will not be sent on X2

4. RadioCacCell - cellNbrOfUsersLoadControlThershold:
So for LTE 700 Band we will set it to 5 which means 5 %
of max user say which is set at 500 it will triger the load
balancing for AWS it will be set at 10% which is that the
preventive load balancing will be triggered when user
count on AWS reaches 50 user
This parameter is set to the thershold for number of Ues in the cell
as a percentage of maxNbrOfUsers. When the number of Ues
exceed this thershold, preventive load control (load balancing) is
triggered. This parameter is ignored if is
NumUeBasedPreventiveLoadControlEnabled = False. This Parameter
is also ignored if isNumUeBasedPreventiveLoadControlEnabled =
true and isPerNeighborCoarrierLoadControlEnabled = true.Unset if
not using number of UEs in the cell as a trigger for preventive load
control
