1 General
1.1 Scope
This standard details the general requirements for gas insulated 72.5kV and 145kV
switchgear, including the associated operating mechanism, control and monitoring cabinet
for use at indoor or outdoor main substations connected to 66kV and 132kV distribution
systems. Switchgear includes circuit breakers, disconnectors, earthing switches, busbars
and associated bushings.

2 Service Conditions
2.1 Indoor Equipment
Indoor equipment shall be designed to comply with clause 2 of Part 1 of ENA TS 41-37.
Outdoor equipment shall be designed to comply with clause 2 of Part 1 of ENA TS 41-37,
with the following additional requirement.
Outdoor equipment, shall be designed to operate under Class IV pollution level (Very Heavy)
conditions as specified in Table 1 of IEC 60815.
3 Definitions

4 General Requirements
The equipment shall be compliant with the relevant clauses of Parts 1, 2, 3 and 4 of ENA TS
41-37 Issue 1 unless otherwise varied by this standard. General requirements for switchgear
are specified in Part 1 with particular equipment requirements in other Parts of ENA TS 41-37.
Part 2 specifically addresses Gas Insulated Switchgear (GIS) requirements, Part 3 addresses
Circuit-Breakers and Part 4 addresses Disconnectors and Earthing Switches.
UK Power Networks, prior to placement of the order, shall have approved all equipment to
be supplied in accordance with this Standard. Section 5.4 provides more information on the
main criteria used to judge technical approval.
The Supplier is required to provide evidence that the equipment complies with this standard.
A statement of compliance shall be submitted and approved by UK Power Networks or
compliance assessed and approved by an agreed third party.
Circuit-breakers;
Disconnectors;
Earthing Switches;
Current Transformers (not stand alone);
Voltage Transformers (not stand alone).
General requirements for GIS equipment ratings are specified in clause 4 of Part 2 of ENA
TS 41-37.
The rated insulation levels shall be as specified in Table 102 of IEC 62271-203.
Circuit earthing switches shall be assigned a rated short-circuit making current equal to the
rated short-time current of the switchgear.
Busbar earthing switches and circuit-breaker maintenance earthing switches do not require
to be assigned a rated short-circuit making current.
4.2.6 Rated Supply Voltage of Closing and Opening Devices and of Auxiliary and
Control Circuits
Clause 4.101 of Part 1 of ENA TS 41-37 shall apply. The required time constant for 31.5kA
will be indicated in Form B (EDS 03-6650B).
General design and construction requirements for switchgear are specified in Part 1 of ENA
TS 41-37 with other references in Parts 2, 3 and 4 of ENA TS 41-37 for specific types.
a) A circuit-breaker.
c) Maintenance earthing switches on the busbar and circuit sides of the circuit-breaker.
Busbars may be of single or double configuration. Form B will specify the required busbar
configuration.
The equipment shall be designed to ensure that sufficient space is available between
adjacent switchgear bays to enable access for operation, for routine maintenance and for the
replacement of defective components of the equipment.
The Supplier shall declare minimum access clearances on Form A (EDS 03-6650A).
All devices, including marshalling and local control kiosks that require routine operations or
inspections shall be readily accessible, either from ground level or from fixed walkways.
If the gas coupling does not comply with BS 7198-1, in accordance with ENA TS 41-37
Part 1, clause 5.2.104, the supplier shall provide an adapter with each switchboard. The gas
filling valves shall not be located in such a position that there is any danger of excess
pressure being released by a pressure relief valve in proximity of persons filling the system.

Clause 5.204 of Part 2 of ENA TS 41-37 shall apply together with the following additional
requirement.
It is not permitted to work in a zone with a gas partition with full working pressure across the
partition.
The position of each non-breathing gas zone partition shall be clearly identified by painting
the flange of the GIS enclosure where the partition is fitted a distinctive colour (preferably
red). Labels shall be fixed to the enclosure at each non-breathing gas zone partition
identifying the gas zones on each side of the partition.
The local control and monitoring cabinet supplied shall comply with ENA TS 50-18, the
Standards referred to therein, and all other relevant Standards, except where varied by this
Standard. The preferred location of the LCC is to be a separate room from the main
switchgear. A local open/close control shall be located close to the switchgear for
maintenance purposes.
4.3.8.1 General
Where gas is used, clauses 5.9 of Parts 1, 2 and 3 of ENA TS 41-37 shall apply.
The first and second gas density or temperature compensated pressure switch settings shall
provide falling and low pressure gas alarms which shall be SCADA inputs.
Where adjacent gas compartments have different filling pressures, the compartment with the
lower pressure shall be fitted with a high pressure alarm, which shall be a SCADA input.
The integrity of the gas containment shall be continuously monitored and recorded by
equipment situated on site. This is to assist compliance with 2015/310 EU Fluorinated
Greenhouse Gas Regulations. Each gas zone shall be monitored.
4.3.9 Pollution
For outdoor equipment clause 5.14.101 of Part 1 of ENA TS 41-37 shall apply with the
following additional clause.
Pollution level IV (Very Heavy) is specified. The minimum creepage distances shall be in
accordance with Table 3, as specified by Table 2 of IEC 60815.

Cable connections shall be dry type and shall either conform to IEC 62271-209. Or IEC
60859. The Supplier shall indicate in Form A:
4.3.12 Nameplates
Nameplates shall be in accordance with clause 5.10 of Part 1 of ENA TS 41-37 with the
following additional clause.
Nameplates shall indicate the mass of the pre-assembled components and the mass of the
SF6 gas to be contained within, if applicable.
The panels shall be arranged such that all devices such as fuses and links associated with
specific functions are adjacent to each other.
Current transformer and voltage transformer secondary circuits shall be connected to the
switchgear earth via links, which may be disconnected to permit insulation testing of the
wiring.
Terminal blocks on current transformer, voltage transformer and trip circuit wiring shall be to
type B of Appendix A of ENA TS 50-18 unless otherwise specified.
Detailed requirements will be given in the detailed standard for protection and control.
The Supplier shall provide undrilled gland plates for multicore terminations in the Local
Control Cabinets. The plates shall be capable of supporting 37 core multicore cables with a
gland with a minimum diameter of 70mm and a hole of 40mm diameter.
4.3.13.5 Labelling
For fuses, links, MCBs and other similar devices, the labels shall be fixed underneath the
device, and shall clearly define its function and rating.
If by agreement a separate label is provided on the door of a cabinet, the layout shall mimic
the physical layout of the devices. In this case each device shall be individually numbered
with a label on a non-removable part of the device, and the device numbers shall be
repeated on the label on the door.
Each supply to a panel shall be isolatable on both poles, and shall be clearly labelled.
Equipment supplied to this standard and equipped with power operated mechanisms shall
be supplied with facilities to enable remote electrical close and open operations. Devices to
be so equipped are listed in Table 4.

Equipment with power operated mechanisms shall be provided with additional auxiliary
switches to provide remote indication as listed in Table 5.

Including the above, all devices shall have provision for the following auxiliary switches
available for control or protection purposes:
All auxiliary switches fitted to equipment, including those in excess of the specified
requirements, shall be wired out to accessible terminals.
Details of the required auxiliary switches, and the contact arrangements, will be given in
Form B.
4.3.13.9 SCADA
When a painted surface finish is used, the finished colour of the equipment shall be an
agreed neutral colour which does not conflict with any indication colours. The colours that
Suppliers intend to use shall be specified and the standard which the colours are selected
from shall be stated.
Current transformers (CT) shall comply with IEC 60044-1 and with the following additional
requirements:
The rated continuous thermal current of CTs shall not be lower than 120% of the specified
rated current of the circuit-breaker.
The secondary windings shall be assigned a rated short time current equal to the rated short
time current of the switchgear, divided by the lowest transformation ratio.
All three phase voltage transformers shall be star connected and the star point of the primary
winding shall be earthed.
The neutral point shall be located in a compartment which requires the use of tools for
access.
The earthing of the secondary winding will be specified in the protection and control
standard, which will be a separate document.
It is the responsibility of the designer of the secondary circuit to ensure that the voltage
transformer is connected to a burden between 25% and 100% of the rated burden, to ensure
that the accuracy is within the specified limits.
Where access for cable testing is not via the VT connections a disconnector shall be
provided for each circuit VT.
4.3.17 Bushings
Clauses 5.108, 5.109 and 5.110 of ENA TS 41-37 Part 1 shall apply where appropriate
together with the following additional clause:
Bushings may be of ceramic or composite materials and shall be compliant with IEC 60137
including the tests specified therein. The use of composite bushings will be subject to
Company approval.
Where a specific colour is required this will be specified in Form B.
The Supplier shall provide details on Form A of the method of cable testing. This shall give
details of:
Equipment required;
Means of access to primary conductors;
Requirements for degassing compartments;
Requirements for lifting;
Time to connect and disconnect test connections.
The appropriate test bushing shall be provided by the supplier to be suitable for the site
conditions i.e. open bushing or cable connected bushing.
4.4.1 Circuit-Breakers
Circuit-breaker operating mechanisms shall be of the stored energy type, using springs, with
electrical and mechanical releases. Facilities shall include provision of remote indication
when the level of stored energy for closing is incorrect.
All circuit-breakers shall be fitted with two trip coils to allow the use of independent auxiliary
supplies.
In order to avoid damage to relay contacts, series control contacts, as defined in clause 5.4
of IEC 62271-100, shall be provided for the tripping and closing circuits on all circuit
breakers, irrespective of the requirement to avoid damage of releases.
A position shall be provided to allow a portable split core CT to be fitted to the tripping and
closing circuits so that the currents in the tripping and closing coils can be measured.
For circuit-breakers the second gas density or temperature compensated pressure switch
setting (gas pressure low) shall lock-out the circuit-breaker electrical open and close
functions. The lock-out facility shall be self re-setting.
Density and temperature compensated pressure switch alarm and lock-out settings shall be
provided by the Supplier at the time of submitting information to UK Power Networks when
seeking approval of their equipment.
4.4.1.4 Nameplate
Clause 5.11 of Parts 2 and 3 of ENA TS 41-37 shall apply, with the following addition:
Circuit-breakers shall be interlocked with all associated disconnectors to prevent the circuit
breaker being closed except when the disconnectors are in the fully open or fully closed
positions, and their operating handles are fully withdrawn.
4.4.2 Disconnectors
The position of the operating and locking mechanism shall be situated in ergonomically
acceptable locations
In the event that manual operation is not interlocked access shall be prevented with a bolted
cover and a prohibition notice as shown in Figure 2 shall be attached.
It is requirement that the following operating procedure can be followed when disconnecting
from service and applying an earth.
The disconnector is locked mechanically with a padlock or other unique key system to
prevent operation back into service position. The electrical circuits shall be configured so
that they are disabled from operating the disconnector from moving back into the service
position. (An additional lock is acceptable for this purpose).

The earth switch is applied - by motor operation. (The lock on the disconnector is not
removed to enable this operation)
If it is necessary to move the earth switch manually under loss of DC power, the operation
shall be ergonomically satisfactory to UK Power Networks.
Clause 5.11 of Parts 2 and 4 of ENA TS 41-37 shall apply. Additional requirements will be
specified in Form B.
Feeder bays equipped with disconnectors but without circuit-breakers may be considered for
downstream substations provided that the disconnectors are interlocked with other devices
such that they are prevented from operating outside their ratings This requirement shall take
account of cable charging, line charging, magnetising and induced currents.
These interlocking requirements shall also apply to disconnectors on banked circuits, where
one circuit may be backfed from the other.
Operating mechanisms for fault-making earthing switches shall be of the independent power
type. There shall be a facility for emergency manual operation.
In the case of dependent power operating mechanisms, facilities shall be provided for the
manual closing and opening of each earthing switch. Access to the manual operating point
shall be subject to the same interlocking as power operation.
For manual operation the maximum operating force shall be 200N. In relation to clause
5.105.2 of IEC 62271-102, this also applies to manual operation of normally motor-operated
disconnectors.
Clause 5.11 of ENA TS 41-37 Part 2 is applicable with the following additions:
Any earthing switch that is not fully interlocked with any remote disconnector shall be
provided with a warning label as shown in Figure 3.
Operating handles shall be dedicated designs. If standard tools (e.g. socket wrenches) are
used, they shall be modified in such a way that they cannot be used for other purposes.
Two sets of tools and accessories shall be provided for each site, together with a
padlockable wall mounting rack for each set of tools.
The Supplier shall provide a list of strategic spares that they keep for the plant. Details shall
include cost and delivery times. The Supplier shall provide a price list of any recommended
spares that UK Power Networks should stock.
4.6 Installation
The equipment shall be designed to be safely transported and handled during installation.
Handling requirements shall be clearly set out in the Installation Manual as required in Section
7.3.2 of this standard. Any special requirements shall be stated in the Offer in response to an
individual Tender as also required in Section 7.3.1 of this standard.
4.7 Maintenance
The Supplier shall seek to minimise any maintenance requirements. Maintenance
procedures shall include appropriate diagnostic tests that are available.
5 Testing
5.1 Equipment Type Tests
Clause 6 of Parts 1 to 4 of ENA TS 41-37 details the type, dielectric and partial discharge
testing requirements of the various equipment devices. Self certification type test
conformance declaration forms 2.1, 3.1 and 4.1 are contained in Parts 2, 3, and 4
respectively.
5.1.2 Bushings
Type tests for bushings shall be performed in accordance with IEC 60137.
The following special tests shall be performed in accordance with IEC 60044-2 clauses 10.1
and 10.4:
Clause 7 of Parts 1 to 4 of ENA TS 41-37 shall apply for routine testing of the various
equipment devices.
The first two panels for factory acceptance shall be set up in the place of manufacturer for
acceptance testing as fully complete panels.
Tests shall be undertaken on ceramic bushings using the salt fog method specified in IEC
60507.
The results of ageing tests undertaken on composite bushings and insulation materials shall
be made available to UK Power Networks. The ageing test shall be conducted on the same
basis as that described in Annex C of IEC 61109 and should be for a period of not less than
5,000 hours duration.
Suppliers shall provide evidence of type tests carried out in conformance with the relevant
ENA TS 41-37 type test requirements for each type of switchgear equipment. Type tests
shall be approved by UK Power Networks or an agreed third party.
Examples of all routine test certificates shall be provided for equipment approval purposes.
The Supplier shall provide evidence of quality assurance arrangements, which conform to
BS EN ISO 9001: Management and Quality Assurance Standards
6.5 Maintenance
The Supplier shall state the method and recommended interval of maintenance on Form A.
For gas filled equipment, a full method statement for work on the equipment, including filling,
emptying, topping up and inspection shall be provided. This shall include consideration of
safe means of access, work, environmental issues and compliance with Health and Safety at
Work regulations.
a) Overall compliance with this standard and in particular with requirements for type
testing;
b) Ease of installation;
c) Suitability to Company sites;
d) Ease of operation;
e) Service history;
f) Maintenance requirements;
g) Design features which may cause problems during service life;
h) Technical after sales support for products.

7.2 Delivery
Requirements for delivery, off-loading, erection and commissioning will be specified in the
Invitation to Tender.
Suppliers shall provide a method statement on the requirements for the safe lifting and
handling of the equipment and to access all positions required for manual intervention
(operation, locking and visual verification).
An installation manual for the equipment shall be provided. The manual shall specify the site
installation arrangements required to maintain safety clearances from exposed live
conductors. An electronic version of the manual, in Adobe pdf format, shall also be supplied.
A comprehensive Operations and Maintenance Manual shall be provided for each significant
piece of apparatus. The document shall provide the information necessary to allow safe
operation and maintenance. In particular the manual shall list recommended methods of
safely working at heights (where appropriate) and all normal activities associated with the
apparatus. An electronic version of the manual, in Adobe pdf format, shall also be supplied.
Details of the appropriate training necessary to enable UK Power Networks staff to safely
install, operate and maintain the equipment are required. This shall comprise:
A complete set of contract drawings shall be supplied. These shall include but not limited to:
a) Outline general arrangement including foundation layout, steel structures and minimum
electrical and safety clearance dimensions;
b) Detailed dimensional drawings;
c) Schematic and wiring diagrams.
