Facts: This is a petition to review the decision calling for a certification election among regular rank
and file employees of Baguio Water District (BWD). The BWD, under Sec 6. Of PD 198, is classified as a
quasi-public corporation performing public service and supplying public wants. On the appeal, they
contend that BWD is governed and regulated by special law as Sec 25 of PD198 provides that the district
and its employees shall exempt from the provisions of the CS Law and that its personnel below
supervisory level shall have the right to collectively bargain.
