The International Federation of Red Cross and Red Crescent Societies (IFRC or the Federation) is the worlds largest
volunteer-based humanitarian network. The Federation is a membership organisation established by and comprised of its
member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of
the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of
the IFRC is to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies
with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of
human dignity and peace in the world. It works to meet the needs and improve the lives of vulnerable people before, during
and after disasters, health emergencies and other crises.

IFRC Bangladesh Country Delegations mission is to support the Bangladesh Red Crescent Society(BDRCS) in fulfilling their
mandate in close cooperation with Red Cross and Red Crescent Movement partners as well as other relevant organizations,
to coordinate and direct international assistance as required and to provide representation to international and regional
organizations as appropriate.

BDRCS, as an auxiliary to the government and guided by the Fundamental Principles, is one of the leading humanitarian
organizations in the country. BDRCS has branches and activities that cover the entire country, including Coxs Bazar.

Starting 25 August 2017, people fleeing violence in northern areas of Myanmars Rakhine State have been crossing into
Bangladesh and arriving in Coxs Bazar, a district of Bangladesh, in massive numbers. As per a situation report issued by the
Inter-Sector Coordination Group (ISCG) on 26 September, some 480,000 persons many of them women, children and the
elderly are estimated to have crossed the border into Bangladesh, with the influx expected to continue. BDRCS has
adopted one -window approach for this operation to provide the support to the people from Rakhine- who have been living
in different makeshift camps since October 2016.

The current priority is on scaling-up emergency response to meet the immediate needs of those displaced with focus on
food, shelter water and sanitation, health, PSS, Protection, gender and Inclusion and RFL as well as preparedness for
possible natural disaster, newly arrival as well as epidemics. They key focus of the operation for the first 3 to 4 months is
lifesaving activities with some initial plans of short term to medium term that needs to be reviewed after further clarity on
the evolvement of the situation.

The Human Resources unit is part of the Field Programme Team within the Population Movement Operation (PMO) sub-
office of the IFRC Bangladesh Country Office. The field programme team consists of a number of Key technical specialists
within Support services functions.
The Human Resources Officer will be based in Coxs Bazar with some travel to field sites.
Job purpose
The Human Resources Officer will report to the Support Services Coordinator and will provide specific administrative and
technical human resources support to internationally/locally deployed IFRC staff within the Population Movement Operations
(PMO) in Coxs Bazar and ensure provision of efficient and cost- effective services. S/he will take responsibility for managing
the PMO HR function systems, procedures, in close collaboration with the staff, as well as providing support to the Support
Services Coordinator in his/her role as the HR Officer.

Job duties and responsibilities


Establish and maintain HR systems and processes

Establish an effective system to manage national staff ensuring that rules, regulations, procedures and processes for
this staff category are clearly outlined and are in line with National labour laws and other legal requirements
Ensure alignment with International Federation guidelines and policies and compliance with procedures, systems
and processes
Provide support for fast deployment of people in coordination and/or consultation with line managers
Provide short, mid and longer term HR planning/identification of HR needs
Ensure tracking of mission dates, extension of missions and interact with employment relations for replacement of
delegates and staff or extension
Support the recruitment and selection of staff for emergency operations
Coordinate staff on loan arrangements with NS/PNS
Provide timely and accurate human resources information to management team, assisting them to interpret
information and take decision

Human Resources Systems

Management of all HR systems, incl. MyHR, HR archiving system, performance management and Learning
platform.
Support and advise managers and staff in performance management including handling misconduct and other
forms of grievances.
Facilitate staff in compliance in the execution of performance appraisal
Contribute to the preparation of accurate and timely regular HR reporting and statistical analysis

Learning Platform and Staff Development

Promote and stimulate the use of the IFRC Learning platform among staff and with (potential) external partners.
Promote and increase awareness through the Learning Platform by sending updates.
Support the National Society with Learning developments tools.
Support the HR and National Society staff to put in place and manage a systematic and sustainable staff
development and learning approach.

HR Administration

Open employee file and ensure completeness of required documentation


Maintain staff files ensuring that they are complete, observing privacy and confidentiality requirements
Issue work reference letters as well as any other accepted validation documents required by staff and approved by
the Federation
Execute leave management of international/national staff
Facilitate request/end of contract of employment/requests for extensions and appraisals.
Facilitate information on delegates/staff end of mission.
Manage the PMO Delegate and staff contact list
Maintain and Manage PMO Staff and Delegate database and ensure its distribution on a weekly basis

Briefing, debriefing and induction

Inform departments to prepare briefing/debriefing program support them in the coordination of briefings and
debriefings
Develop a tailored induction, briefing and debriefing system for staff.
Supervise the logistical arrangements for staff induction
Book HR appointments including stress counselor
Provide delegate with standard briefing guidelines, ID card, badge, T-shirt, bag, pins and stickers and prepare request
for per diem and reimbursement of expenses

Contribute to the improvement of briefing and debriefing arrangements
Coordinate the induction of new staff with the responsible unit

National Society Development

Provide the National Society with Human Resources technical support and advise when requested.

Position Requirements
Education Required Preferred
University degree in Business Administration - Human Resources or equivalent. X
IMPACT training or equivalent experience is preferred. X
Experience Required Preferred
Minimum 3 years or relevant working experience, with significant, broad based

experience in Human Resources domain.
3 years administration experience in comparably sized humanitarian organization (s). X
Experience in facilitating and supporting management/HR/admin personnel. X
Experience of managing supporting staff. X
At least 2 years field experience in a humanitarian organisation. X
Experience working in a Red Cross or Red Crescent National Society and/or IFRC or ICRC. X
Able to work under stressful conditions and meet tight deadlines. X
Ability to work in a cross-functional and multi-cultural environment. X
