HARTER

Student chapter of the Society of Petroleum Engineers

Under Kazakh National Technical University named after K.I.Satpayev

SECTION 1.THE TITLE

ARTICLE 1. The name "Kazakh National Technical University Society of Petroleum Engineers Student
Chapter (KNTU SPE SC) at the Kazakh National Technical University named after K.I.Satpayev (KNTU)" is
assigned to the organization.

ARTICLE 2. Society of petroleum engineers student chapter - non-commercial non-governmental


organization, which unites students regardless of the religion, race and nationality.

SECTION 2.GOALS, TASKS AND VALUES

ARTICLE 1. The goal of the SPE Student chapter at KNTU is spreading of knowledge and practical skills of
all aspects of oil and gas engineering and professional development stimulation.

ARTICLE 2. For successful achievement of the goal, SPE Student chapter at KNTU set a following task: to
create a well-functioning system that provides conditions to self-education and professional
development of SPE members.

ARTICLE 3. For successful achievement of the task SPE Student chapter at KNTU is interested in the
implementation of the following activities:

1) To improve public awareness of oil and gas industry;

2) To transfer of experience and knowledge from the senior students to the junior students;

3) Organization and participation in conferences, round tables and training seminars;

4) Establishing contacts and cooperation with oil and gas companies, ministries, universities of
Kazakhstan, similar organizations and associations;

5) Creating and developing own library of technical resources;

6) Searching and attraction active and creative youth;

7) Translation technical literature and periodicals to Kazakh, Russian and English

8) Creation an archive of events and monthly issue of "SPE Chronicles" magazine.

ARTICLE 4. Main values of SPE Student chapter at KNTU are honesty, responsibility, team spirit,
purposefulness, aspiration to self-education and friendly environment united by common goals.

SECTION 3.COMPLIANCE WITH THE CHARTER

ARTICLE 1. Creation and activity of the student department of the SPE at KNTU must comply with this
statute.

SECTION 4.INTRODUCTION AND MEMBERSHIP IN THE STUDENT DIVISION


ARTICLE 1. A student of the full-time form of training of KNTU named after K.I Satpayev is a member of
the Student Department of SPE at KNTU.

ARTICLE 2. All members of the SPE Student Branch at KNTU have equal rights and privileges.

ARTICLE 3. Only SPE students can hold any position in the SPE Student Department at KNTU.

ARTICLE 4. Students of all years of study regardless of their specialty could enter the SPE Student
Department at KNTU after passing the questionnaire.

SECTION 5.CONTRIBUTIONS

ARTICLE 1. Each member of the SPE pays the contributions at the beginning of each month of the
academic year for 200 KZT for the needs of the society.

ARTICLE 2. Nonpayment of contributions automatically suspends membership in the office.

ARTICLE 3. The treasurer is responsible for controlling the payment of fees by members of the SPE
Student Department of KNTU.

SECTION 6.EXECUTIVE COMMITTEE, ITS AUTHORITY AND OBLIGATIONS OF OFFICERS

ARTICLE 1. The Executive Committee is the governing body of the SPE Student Department at KNTU.

ARTICLE 2. The duties of the executive committee include the appointment and replacement (by the
President's decision) of the heads of the Standing Committees, monitoring and evaluation of the work of
the Standing Committees, the resolution of expenses.

ARTICLE 3. The Executive Committee is composed of the following officials: President, Vice President,
External Relations Adviser, Internal Affairs Adviser and Treasurer.

ARTICLE 4. The term for office of each official is one academic year.

ARTICLE 5. All officials of the Executive Committee shall be elected at the end of the academic year
(May) and assume his duties at the beginning of next academic year (September).

ARTICLE 6. Preceding the Executive Committee and the newly elected Executive Committee before the
end of the academic year make a plan of action for the next academic year.

ARTICLE 7. The President is the chief Executive official, which bears full responsibility for the
development, operation and state of society. The President is obliged to plan the work of the society for
a year, to set a course of action and development. The president considers the external and
representative functions, such as contacting companies, Universities, other branches of the society of
petroleum engineers, other external organizations. The President is obliged to send an annual report of
the superintendent of the division of professional development SPE before the 20th day of the month of
March. At the end of each academic year, the President shares the annual report of the student
members of SPE on the progress of activities for the year.

ARTICLE 8. The Vice President replaces the President in his absence or at his request, and is responsible
for the organization and functioning of the resource center.

ARTICLE 9. Adviser for external relations is an officer responsible for the organization and execution of
individual projects, and reporting to the President about the work done.
ARTICLE 10. The adviser on internal affairs is the official responsible for the organization and functioning
of the work in the resource center, monitoring the quality of work in the committees and providing the
president's report on the work done, as well as for working with the university administration.

ARTICLE 11. The treasurer collects all necessary fees in accordance with the Executive Committee's
order and provides a report on the income and expenses of the student department

ARTICLE 12. All information (announcement, press release, meetings, and notifications) going beyond
the student council of SPE at KNTU should be checked and approved by the Executive Committee.

SECTION 7.BOARD OF MANAGERS.

ARTICLE 1. The board of managers includes the following persons: the president, vice-president, Internal
Affairs Adviser, external relations advisor, treasurer, heads of committees.

ARTICLE 2. The board of managers evaluates the work of the organization, gives comments on the work
of the Standing Committees based on their reports, draws up a plan of the work for the next period of
time (month, semester, and academic year) and sets the direction for the whole year.

ARTICLE 3. The vice-president is responsible for the organization of meetings of the board of managers.
The head of the secretariat is responsible for keeping the minutes of meetings.

ARTICLE 4. In the board of managers, all decisions are made depending on results and justification of the
choice by valid arguments.

ARTICLE 5. The Executive Committee, the heads of the standing committees, the leaders of the group
and the project managers should understand that the face of the SPE student chapter at KazNTU
depends on the culture and environment in their units. Therefore, be polite and courteous to the
members of the SPE, raising on one level of importance of their duties and their interests.

SECTION 8.STANDING COMMITTEES, THEIR AUTHORITY AND THE DUTIES OF OFFICERS.

ARTICLE 1. The President creates the following standing committees: the Secretariat, planning
committee, Committee on public relations, the Committee on science and the Committee on human
resources (HR).

ARTICLE 2. The term of office of each officer (the head of the Committee) is at least half a year, a
maximum of one academic year.

ARTICLE 3. At the end of the academic year (May), the current Board of managers shall appoint a new
Board, and they shall take office the following academic year (September).

ARTICLE 4. Heads of committees has certain powers and responsibilities. Heads of committees are
entitled to introduce novelty or other solutions to improve the work of the Committee. The Executive
Committee appreciates the work of the committees. If the tasks of the committees were not met, by the
results of the meeting of the board of managers, head of committee will removed from board.

ARTICLE 5. The head of the secretariat once a month (the end of the month) is obliged to provide a
report on the work accomplished to the Managers' Board, which should contain the following
information: minutes from all meetings, archive of all events (manager's report, project, photos and
video, press release), and materials for the monthly update of the Web page.
ARTICLE 6.The head of the planning committee once a month (the end of the month) is obliged to
provide a report on the work accomplished to the Executive Committee, which should contain the
following information: planning events and organizing them jointly with other committees, providing
meetings with audiences and technical equipment, organizing leisure. For successful implementation of
the tasks, the Planning Committee has four groups: logistics group, leisure group, IT group and
photographers.

1. Logistic group: the task of the group is to ensure that at all events held by the SPE student chapter at
KNTU there are all necessary equipment and other necessary facilities and the provision of classrooms

2. Leisure group: the group's task is to conduct corporative leisure, as well as congratulations for name-
fixers, holding events on important dates and holidays.

3. IT group: the task of the group is to work connected with computer technologies. This is the creation
and updating of websites, information entry into the database and work with the design (booklets,
brochures, posters, etc.).

4. Photographers: the task of the group is to ensure that every event is photographed.

ARTICLE 7. The head of the public relations committee once a month is obliged to provide a report on
the work done.

ARTICLE 8. Four groups are working for the Committee on Public Relations for the successful fulfillment
of the assigned tasks. Presentation group, SPE Chronicles, Public speaking club group.

1. Presentation group: the task of the group is to hold information and educational presentations about
the oil and gas industry in schools, multi-profile gymnasiums, lyceums of Almaty city, as well as conduct
training for drawing up competent presentations.

2. SPE Chronicles magazine group. The task of the group is to inform the SPE student chapter at KNTU
about the activities of the SPE student chapter. The events that took place during the month for the
students of each committee, the plan for the next month and year (to clarify with each committee),
personal achievements of students in other events, the most important information of the oil and gas
industry. SPE Chronicles should be sent out to all members (active and former) of the Student chapter
by e-mail.

3. Public speaking club group: the task of the group is to increase the oratorical skills of members of the
community, conduct debating tournaments, and improve the skills of speaking in front of the public.

ARTICLE 9.The head of every science department have to give a report about work done ones a month
to a responsibility department's head. That report have to include such information as the translation of
a technological literature, reports; spreading of English language in society; sharing and extending of
electronic library; presentations of lectures and presentations by professionals; making inner society
meetings and preparation of projects.

For the success of the whole department, there are three different groups such as general knowledge
group, IQ group, FUEL and Language Development group.

1. General knowledge group. The main goal of this group is to present the lectures for engineering
topics, lessons of modeling. In addition, the e-library is included to this group. The aims of this sub-group
are to safe all available information about oil and gas industry and work with technological literature.
This group has to be aware of all information in the base and introduce it if necessary.

2. Research group. The main function of Research group to find necessary information and prepare the
projects.

3. IQ group. This group is engaged in conducting intellectual games inside KNTU and at the annual oil
and gas forum. The group's duties include writing questions on the oil and gas theme, adjusting the base
of questions with the teaching staff, and resolving organizational aspects of the games.

4. Language Development group. The mission of the group is following: translation of technical literature
into Kazakh, Russian and English, holding round tables, holding English club, development and
implementation of English program to Chapters members and translation of all documents into English.

5. FUEL magazine group. This group promotes leadership skills, ability to think strategically, analyze,
derivation based on some information, articulate the right thoughts and prove it. The main goals is
monthly release of technical science-analytical journal and conducting a round table Pointofview (POV).

In POV problems in oil and gas sphere are considering and solving, which fosters the development of
such properties as speaking to the audience, analyzing, making conclusions.

Committee of science is working on following directions:

1. Involvement of all members to participate in conferences with definition for them name of works,
help in searching and other contacts

2. Improvement of students' knowledge in their field through conducting of learning lectures, seminars
and other events for them

3. Analysis of international competence matrix, analysis of curriculum, analysis of curriculum of foreign


universities and making plan of seminars for students-members of SPE

4. Inducting practice day, where seniors share their experience and points about practice

5. Definition of mentors by share from number of undergraduate

6. Expansion of skills with help of specialists, teachers or to organize lectures and presentations by
yourself.

Work of Committee evaluates executive Committee. This Committee must report about all above
directions

Article 10. HR Committee (Human resourses). HR Manager once a month (end of month) must present a
report about done work for Executive Committee that has to include next information: evaluation of
every member activities of chapter, self-development of each member. HR manager in responsible for
sending applications of new members to head office of SPE. HR manager's responsibilities: selection of
new members, conducting Open doors Day, interview with manager Council, involvement of new
members to work.

For successful implementation of set targets, there are three groups in committee: HR-Alumni group,
Notification group, Training-Group.
Responsibilities of the HR-Alumni group (human resources development).

1. Collection and storage of information about each student of the 4th year.

2. Work with members of the SPE, now graduates of the society, informing them about upcoming
events, changes and life of the society.

3. Maintaining contacts with alumni of the society, organizing meetings and trainings with their
participation.

Responsibilities of the Notification group:

1. Notification of each member of the society about events, activities, meetings, meetings, news, etc.

2. Processing a database and compiling a notification grid.

3. Registration of each member of the chapter on SPE website.

The task of the training group is to conduct trainings on various topics: personal development, work
with programs, management, marketing, PR, team work, time management, personal growth, etc. And
also the group is responsible for organizing trainings from the members of the 4th year SPE and
graduating from the community.

This committee forms the selection of society and its future. Therefore, the head of the committee
should be confident in every new member of society.

SECTION 9. INDIVIDUAL PROJECTS.

ARTICLE 1. During the work of the Student chapter of the SPE at KNTU, separate projects will be held.
For these projects, it is necessary to form separate groups and appoint persons in charge.

SECTION 10: THE MEETINGS.

ARTICLE 1. Student chapter of SPE in KNTU should hold one monthly meeting of the Board of Managers
at the end of each month.

ARTICLE 2. During the meeting of the Board of Managers, they discuss issues related to activities for the
past month, plans for the next month, analysis of the process of long-term projects, analysis of the work
of committee heads and work with members of the society.

ARTICLE 3. For coordination of actions and for the sake of successful tasks, the heads of committees
should meet at least twice a month with the leaders of their groups and check the status of their cases,
notify them of the result of the meeting of the Board of Managers.

ARTICLE 4. Group leaders must meet at least 3 times a month, discuss actions, organize work and all
other activities related to their group's activities, and notify them about the result of the meeting of the
management council.

ARTICLE 5. If people were not able to attend all meetings for one reason, then the person organizing the
meeting should be gilded so that the information from the meeting reached them.

SECTION 11.ANNUAL PLAN.


ARTICLE 1. The annual plan is formed from the tasks assigned to each committee, and it can be
expanded as new information becomes available.

SECTION 12.AWARDS AND PREMIUMS OF THE SOCIETY OF PETROLEUM ENGINEERS.

ARTICLE 1. The decision of the council established awards of the society, which can be awarded to
people who have made a significant view of the development of the society of its members laureates of
awards can become both members of the society of Petroleum Engineers, and people who are not in
society.

ARTICLE 2. The following awards established:

1. Honorable member of society awarded to a person, a member of society who has made a significant
contribution to the development of society and its members. Also can be awarded to a person who isn't
a member of society, but who has provided significant support and assistance to initiatives of members
of society. Also awarded for a penetrating achievement in the technical and academic fields. It's the
highest award of society. The number of laureates is limited to 5 percent of the total number of
members of the society.

SECTION 13.AMENDMENTS.

ARTICLE 1.Based on the fact that over time, many external and internal factors will change; there will be
a need to update or supplement the existing charter. To implement these actions, its necessary for the
Board of managers to hold a meeting and discuss all the innovations.

ARTICLE 2. Amendments of the constitution may be accepted only with the agreement of 2/3 members
of the Board of managers.

ARTICLE 3.After the innovation, all members of the Student Chapter of the SPE at KazNTU should be
notified of them.
