Recent legislation will ensure that
strict principles are adhered to by
the South African waste management
industry. Despite this, Interwaste remains
at the forefront of waste development
management in South Africa.
The country has a framework of environmental legislation and
operational guidelines that is considered to be world class.
These have been used as the basis for the development of
similar structures by other countries.
Guidelines to Minimum Requirements lay down principles that
govern not only wide ranging technical specification, but also
best practice parameters of Integrated Waste Management
policy.
The components of this policy i.e. waste minimisation,
recycling, treatment and disposal, come together to guide the
industry toward a holistic, sustainable position. However, the
existence of these laws do nothing to protect our environment
without the acceptance and compliance needed to give them
substance. To Interwaste, they constitute a meaningful point of
reference from which the company will continue to innovate.
The Waste Act will, for the first time, include hazardous wastes
generated by the mining and power generation industries into
the total recorded volumes of these materials. This will have
the effect of increasing, at a stroke, the volumes of hazardous
wastes to be managed by a factor of x5.
The permitting of new landfill facilities will be more strictly
controlled and the cost of these permits massively increased.
This will result in a situation where current landfill practices
become increasingly cost prohibitive. The fact that Interwaste
has been actively promoting these very strategies as the
basis of its operational vision for many years reinforces
the companys claim to being at the fore front of waste
management development in South Africa.

Waste Classification
DEFINITION - waste I classification:
Noun: To identify and organise discarded material by class
to ensure the proper disposal thereof.
The national Department of Environmental Affairs (DEA)
has developed new Waste Classification and Management
Regulations.
The new legislation represents a notable paradigm shift from
the principles contained in the Minimum Requirements, which
is based on the SANS 10228 standard for the Identification and
Classification of Dangerous Goods for Transport.
The standard assigns dangerous goods into nine hazard
classes, with the Minimum Requirements further expanding on
the criteria for Toxic and Infectious Substances.

The so-called Hazard Rating of a waste is established,
which determines the specific disposal requirements. Further
provision is then made for so-called delisting of hazardous
waste, which allows for the disposal of certain hazardous
wastes at general waste landfills, based on the acceptable risk
limit and estimated environmental concentration of particular
elements in the waste. None of these concepts form part of the
new classification system.
The imminent Regulations and Standards will include new
systems to classify waste, new methodologies to assess waste
for disposal to landfill, as well as a revised landfill classification
system.
The new Regulations require that waste be classified in terms
of The Globally Harmonized System of Classification and
Labelling of Chemicals (GHS).
The GHS allows for the classification of hazardous substances
and mixtures according to health, environmental and physical
hazards. Unlike the Minimum Requirements, the Regulations
do not prescribe specific obligations based on whether a waste
is classified as hazardous or not, but the purpose is to rather
ensure adequate and safe storage and handling of hazardous
waste, and to inform the consideration of suitable waste
management options.

Regarding the Regulations related to landfill disposal of waste,
waste generators will be required to assess their waste
in accordance with the Standard for Assessment of Waste
for Landfill Disposal prior to landfill disposal. As far as the
new assessment requirements for waste disposal go, both
the leachable and total concentration of specific elements
and chemical substances in waste must be compared with
specified threshold values to determine the particular type of
waste.
These types of waste must be disposed of at one of four
new classes of landfill, each with a particular containment
barrier design. The Standards also include specific waste
disposal prohibitions and restrictions, aimed at eliminating
the disposal of certain wastes to landfill within set periods
of time. The responsibility for waste classification vests with
the waste generator. Waste generators must ensure that their
wastes are classified within 180 days of generation, except
for certain wastes listed in the Regulations that do not require
classification and are considered pre-classified.
Waste transporters and waste managers may not accept or
be in possession of waste that has not been classified. The
Interwaste team is fully trained in the new waste legislation
and are able to assist you and your business with registering as
a waste generator. Interwaste is also fully capable of classifying
your waste with the assistance of our highly qualified technical
team.
Interwaste undertakes internal inspections or audits of its
own facilities, and is also called upon to utilise its expertise
in outside situations. Audit checks verify all aspects of site
operation from road access and security to waste deposition,
compaction and covering.

Research and Development
The research and development of innovative processes and
techniques sets Interwaste apart in every area of integrated
waste management.
Our Reutilisation, Research and Development Department has
been actively involved with government in the development of
environmental legislation. Our intimate knowledge of legislative
requirements enables Interwaste to tailor-make solutions
which are not only environmentally but legislatively sound.
Since the Department of Water Affairs published the Minimum
Requirements documents, second edition 1998, which made
delisting of hazardous wastes possible within the legal
framework, Interwaste has been at the forefront of waste
classification and the treatment of hazardous wastes to reduce
their intrinsic hazard.
Interwaste has successfully delisted more waste streams than
all of the other waste management service providers combined.
This has resulted in our clients saving hundreds of millions of
Rands as a result of our highly developed treatment techniques
coupled with our intimate knowledge of the legislative process
and requirements for delisting.
The current waste classification regulations put an end to
formal delistings and focus on waste classification in terms
of hazard and waste management options as two separate
determinations.

With the latest in equipment, plant, depots and facilities, as well
as expert management, manpower and operational systems,
Interwaste ensures high levels of efficiency and unsurpassed
service in all areas of waste management. The provision of
qualified site personnel ensures that all waste is separated
correctly, prior to being recovered and/or finally disposed of.
This reduces overall disposal costs through the efficient
separation of all recyclable material and the reduction of costly
cross contamination between hazardous, non-hazardous and
recyclable waste types.
EEZEE BIN SYSTEM
The easy, neat, affordable recycling solution. eeZeeBins are
currently deployed at commercial and industrial clients,
shopping centres, sports facilities, offices and housing estates.
All recyclable materials including paper and cardboard, plastic,
glass and cans can be deposited into a single bin. Interwaste
supplies special boxes for the collection of recyclables in
offices. The newly introduced Interwaste eeZeeBin system
allows for the collection, at source, of recyclable materials
previously destined for landfill. The easy to use system is

designed so that all recyclable materials including paper and

cardboard, plastic, glass and cans can be deposited into a
single bin without further sorting and separation.
Dedicated collection vehicles are employed to regularly collect
and compact the waste before transporting it to company
Materials Recovery Facilities for final sorting and reprocessing.
6m3 bins are available for use at high volume generation
points with 240 litre wheelie bins utilised when requirements
are smaller. Interwaste also supplies special boxes for the
collection of recyclables in offices.

Material Recovery Facilities

(MRFs)
These custom designed MRFs are in operation at a number
of larger waste disposal facilities managed by Interwaste.
Paper and cardboard, plastic, glass and metals collected in
this manner greatly reduce the waste volume that is eventually
returned to the site for disposal.

Custom designed and built MRF units are available for use at
clients sites should the volumes of recyclable wastes justify
the installation.

Metals Recycling
As part of the companys holistic waste management policy,
Interwaste has recently invested in the expertise, plant and
equipment in order to offer an efficient metals recycling service
to its existing and potential clients. To maximise value from
metals recycling it is necessary to categorise, separate and
process the materials to the specification of the end user. This
can be offered either as an on-site service or, alternatively,
the activities relating to the recycling process may be done
off-site. This is dependant on the volumes concerned and
on specific client requirements. In many cases it is possible,
as a result of increased efficiencies, to offset the costs of
recovery management and increase revenues generated from
the recycling process. This can often lead to zero-cost waste
management scenario or even an income positive holistic
service.
Interwaste is active in the efficient collection and processing
of all ferrous and non-ferrous metal waste from depots across
the country.
Resource Recovery
We abuse land because we regard it as a commodity belonging
to us. When we see land as a community to which we belong, we

clients premises. Interwaste offers clients an efficient mobile
baling service saving valuable storage space on-site and
maximising the value of the recyclables to the client.

Effluent Treatment
Poorly managed industrial liquid and effluent waste pose an
enormous risk to society through its potential to contaminate
vital surface and ground water resources.
Sparse water supply and the lack of an accessible outlet
for salts and other water pollutants in the inland regions of
South Africa exacerbates the damage that can be caused by
liquid waste and promotes the need for the development and
implementation of effective effluent treatment methodologies.
As a part of its core philosophy, Interwaste has long sought
alternatives to the disposal of liquid waste at landfill. By
ongoing improvements to its specialist effluent treatment
infrastructure and its relationships with industrial and municipal
stake holders, the group has taken a proactive approach to
pending South African legislation which aims to protect water
resources by severely restricting or prohibiting the disposal of
liquid wastes at landfill.

the management of a variety of inorganic, acid, caustic and

Treatment OF Solid waste
Reducing the risk posed by both municipal and industrial solid
waste to human and environmental health through the effective
application of economically viable chemical, physical and
biological treatment forms an essential part of any integrated
and holistic solid waste management solution.
Solid waste treatment has focused principally on reducing the
risks associated with the disposal of waste at landfill sites.
However, implementation of the hierarchy of integrated waste
management promoted by NEMA and the recently published
National Waste Management Strategy will require more
sophisticated treatment technology in order to reduce waste

production, recycle materials and generate more energy from

waste than ever before.

Drawing on the treatment capabilities of well-developed

international recycling agencies and the provisions of the Basel
convention for the trans-boundary movement of hazardous
waste, Interwaste has established active solid waste export
agreements with European chemical and material recovery
industries.

These provisions not only facilitate the safe recovery of waste,

but unlock its financial value by moving it up the value chain -
transforming waste into high value products with international
demand. The activities have proven successful not only in
safely treating hazardous wastes, but are lucrative enough to
provide value back to Interwastes waste management clients.

More stringent legislative requirements (in the form of the

pending new standard for the assessment of waste for landfill
disposal) governing the chemical characteristics of waste
permitted for disposal at South African landfill sites, puts
pressure on waste generators to ensure that their solid waste
streams meet the required specifications for disposal.

Often industrial waste streams require appropriate treatment

including stabilisation / solidification, micro-encapsulation
or chemical neutralisation prior to safe disposal at landfill.

sectors. The successful commoditisation of waste often
requires intimate knowledge of external catalysts usually
unrelated to the activities of the generator, which can only be
realised once identified.
The resources boom, which came to a head in 2008, pre-
empted peak demand for most commodities with their hyper
inflated prices being a warning of things to come.
Interwaste currently exports commoditised wastes into
12 countries and territories outside of South Africa and is
expanding exponentially. Instead of traditional landfill disposal
our services include long term storage of potentially valuable
wastes in specially designed containment cells for future
reutilisation.

Waste Collection
Interwaste will advise on the optimum waste storage and
collection methods, the correct container sizes, service
frequency and collection vehicles to be used to best suit
individual as well as legal requirements. The company utilises
skip collection vehicles with bins up to 18m3, roll-on roll-off
(Ro-Ro) vehicles with bin capacities up to 35m3 and efficient
Front End and Rear-End Loader vehicles capable of compacting
the waste on-board.
Many types of trailed containers are also available to maximise
transport efficiencies through optimal carrying capacity.
All Interwaste vehicles are linked to the company C-Track
vehicle monitoring system, enhancing efficiency and security.
The satellite-based system allows for the continual real-time
monitoring of a wide range of information from every vehicle

The packaging for a microwavable microwave dinner
is programmed for a shelf life of maybe six months, a cook time of
two minutes and a landfill dead-time of centuries David Wann

and its load is automatically recorded for the benefit of the
company and of the customer.
Any deviation from a range of pre-set parameters triggers
an alarm situation allowing for an immediate response. All
gathered data is stored and can be recalled in many different
historical formats.
HAZARDOUS WASTE MANAGEMENT
Interwaste has consistently performed in the collection and
management of various types of hazardous wastes. The
necessary management expertise and specialised equipment
is available to handle any eventuality countrywide.
The company has excelled in its efforts to find innovative ways
to treat and reclassify hazardous wastes.
This has often enabled them to be handled and disposed of in
more cost effective and environmentally acceptable ways than
the traditional utilisation of H:H (High Hazard) landfill sites.
The new Waste Act legislation makes stringent demands
of all stakeholders involved with hazardous waste, from the
generator to those in local government tasked with overseeing

delivery and compliance and to the organisation tasked with
managing the waste.
The company has excelled in its efforts to find innovative ways
to treat and reclassify hazardous wastes enabling them to be
handled and disposed of in cost effective and environmentally
acceptable ways in line with the principles of the Hierarchy of

Goods Destruction AND Safe
Disposal
Interwaste offers a destruction and disposal service for items
such as expired pharmaceuticals, redundant consumables and
counterfeit goods which require total destruction to ensure
company confidentiality, integrity and environmental safety. Such
goods are collected in various sized Safe Disposal containers

which are fully welded and have closed tops and lockable lids.
After collection, goods can be crushed, incinerated or shredded
with the efficient Power Shredder depending on specific
requirements. Security is guaranteed, as goods to be destroyed
are housed in a securely fenced compound for processing -
after which the debris is reloaded for appropriate disposal at
a landfill site.
Any liquid filled products are destroyed with the liquid content
directed into a holding tank for separate disposal. Clients are
welcome to observe the entire destruction process after which
a Certificate of Safe Disposal is issued.
Interwaste ensures that the correct equipment, such as bins
and compactors, is supplied to enable the most efficient, cost
effective service depending on waste types and volumes. Full
and accurate reporting is a standard feature of all Interwaste
On-Site Service operations.
Generators of smaller waste volumes can also take advantage
of the new Interwaste eeZeeBin concept, which allows them to
simply separate all recyclable materials into a single container
for collection and reutilisation.

Rear End loading mobile compaction units are used for the collection of compactable industrial,
commercial and domestic wastes. This unit facilitates the collection of bagged and domestic binned
waste, whereas a front end loading system cannot render this service. Industrial collections utilise
6m3 open-top waste containers which are strategically placed at designated waste generation
points within the factory area. This collection method is suitable for the removal of low density
waste products.
The mobile compaction system proves to be efficient and economic, as the waste containers are
emptied into the Rear-End Loader on-site, thereby reducing transportation costs.

Act 93/1996. One aspect of this legislation dictates that any
