AREA I
Vision, Mission, Goals, and Objectives

I. Strengths
1. The institution has a well crafted VMGO in consonance with R.A. 9045 that
specifies the legal mandate of the University.
2. The participation of the students, alumni, industry and other stakeholders in the
review and implementation of VMGO is evident.
3. The utilization of university website, the university Station, DWPB 107.3 in the
dissemination of VMGO is commendable.
4. Evidences that VMGO are posted in conspicuous areas such as public market,
plaza, schools and other government agencies is a good initiative to further reach
out the majority of the target clienteles, which are the Batangueos.
5. A research on the Acceptability of the Vision, Mission, Goals and Objectives
statement reinforces the awareness of the clientele.
6. The initiative of translating the VMGO in Filipino is commendable. This will
enable the whole community to understand the purpose of the university.

II. Areas Needing Improvement


1. Few activities relative to the dissemination of VMGO is participated in by the
students.
2. No evidences that VMGO is seen in letters and memoranda.
3. Participation of students in national and international skill competitions is not
evident.
4. Some of the documents are not in placed.
5. VMGO were not displayed inside the classrooms and in some offices.

III. Recommendations
1. The program under survey may consider adopting activities involving utmost
participation of students for further and wider dissemination of the VMGO.
2. The inclusion of VMGO in communications and letters is encouraged.
3. Participation of students in national and international skills competitions is
encouraged.
4. It is recommended that the documents to be packaged be placed in the appropriate
benchmark statement.
5. The posting of the VMGO in all classrooms and offices or units is highly
suggested.

Faculty

I. Strengths
7. Competent administrator and faculty in terms of academic qualifications,
experience and professional expertise man the program under survey.
8. The posting of faculty vacant positions in the university website as well as in
bulletin boards and other conspicuous places is highly commendable.
9. The equitable distribution of faculty development fund in terms of trainings,
seminars, scholarships, fellowships and the like is evident.
10. The granting of benefits and privileges as mandated by CSC and the on time
release of faculty salaries and incentives is commendable.

II. Areas Needing Improvement


6. Faculty assigned in the OJT/practicum is not vertically aligned.
7. Few faculty membership in professional organizations.
8. Faculty involvement in research and extension is limited.
9. Limited instructional materials and laboratory manuals are developed.
10. Only few faculty had their consultancy and expert service, publication, creative
and scholarly work.
11. Quasi-assignment of faculty such as research, extension, consultancy and other
assignment is not reflected in the faculty load/schedule
12. Some of the documents are not in placed.
13. The presentation of exhibits is not well organized.
14. There are some benchmark statements that do not have documents.
15. Other documents, informations and exhibits were packaged as a whole in the
benchmark statements.
III. Recommendations
1. It is highly recommended that faculty to be assigned in the OJT /practicum of the
program under survey is an expert of the field. Moreover, the provision of one
OJT coordinator per program is highly suggested.
2. Faculty membership in professional organizations is highly encouraged.
3. The involvement of all the faculty in research and extension is highly
recommended.
4. Development of instructional materials and laboratory manuals by the faculty is
encouraged. Moreover, such may be evaluated by IMs development committee
and recommend by the same of its utilization.
5. Consultancy and expert service, publication, creative and scholarly work are
strongly recommended.
6. It is highly suggested that quasi assignment such as research, extension and
consultation be reflected in the faculty load/schedule. Likewise, consultation
hours may be posted inside the classroom so that students may know when to
approach the faculty for coaching or other related functions/activities.
7. It is suggested that the only needed documents be packaged in its proper order and
exhibits be highlighted as needed in the benchmark statements.
8. Well-organized packaging of documents is strongly recommended.
9. Provision of exhibits in all benchmark statements is recommended.
10. Documents such as Faculty Manual, Teaching Load/Schedule, Performance
Evaluation and others be separately packaged to minimize voluminous
presentation of exhibits in the benchmark statements.

Curriculum

I. Strengths
1. The curriculum provides for the development and acquisition of knowledge of
theories based on the field of specialization.
2. The curricular content responds to the needs of the country and recent
developments in the profession.
3. The curricular content reflects the depth and breadth of the professional and
technical preparation required of its graduates.

II. Areas Needing Improvement


1. The program has no CHED Certificate of Program Compliance (COPC).
2. Graduate tracer study is not being conducted.
3. The table of specifications does not measure the different learning outcomes.

4. Faculty members are not enjoined in making/developing its own Instructional


Materials base on their field of specialization despite standing committee for
Instructional Material Development is existing in the institution.

III. Recommendations
1. The program administration is encourage to unceasingly work and follow-up
acquirement of CHED Certificate of Program Compliance (COPC).
2. The conduct of graduate tracer study is recommended to verify the success of the
course. It will also serve as an input in curriculum revision.
3. The college may further conduct seminars on Test Construction to encourage
faculty members to prepare Table of Specifications (TOS) based on the different
domains of learning.
4. The institution is encourage to join and participate in an organizations actively
moving for CHED recognition for Industrial Technology as one of the discipline
in education, and for the realization of PSG for BS Ind. Tech. program.

Students

I. Strengths
1. The Office of the Student Affairs Services has institutionalized student welfare
programs and services in accordance with CMO No. 9 series of 2013.
2. The administration strongly supports students activities as evident in the
collaboration and participation of the officials in the various endeavors conducted
by the Student Affairs Services.
3. The establishment of The Trenchant of the BSU Balayan Campus Student
publication is commendable. This will further support the development of the
campus journalism activities.
4. Various scholarships and financial assistance to students both from internal and
external sources is being implemented to help deserving students finance their
education.
5. The Student Affairs Services is staffed by a competent and dedicated personnel.
6. A regular orientation program for new students is evident and includes some
social concerns such as
6.1 Anti Violence Against Women and Children Act
6.2 Anti-Bullying Act
6.3 Guidelines on drug abuse prevention and control
6.4 Anti-Sexual Harassment Act of 1995
6.5 HIV AIDS awareness
6.6 Self-care and Healthy lifestyles.

II. Areas Needing Improvement


1. Student Service offices have limited space.
2. There is no Registered Guidance Counselor for BSU Balayan Campus.
3. No evidence of student organization formed of the program under survey.
4. No researches conducted on student services.
III. Recommendations
6. If budget warrants, a construction of a Student Center to house the various
Student Affairs Services office that is concentrated in one area is highly
recommended.
7. Considering the number of enrollees in the campus, hiring a Registered Guidance
Counselor is suggested purposively to take care on the Guidance and Counseling
programs.
8. It is suggested that students in BIT program of the Balayan Campus form its own
organization to further develop their camaraderie.
9. It is encouraged that researches on student services be conducted. This will
somehow contribute in improving the quality of the programs of the student
services.

Research

I. Strengths
1. Most student researches are geared towards testing theory in practice.
2. Faculty and students enjoy the use of a software to safeguard research ethics.

II. Areas Needing Improvement


1. Very few of the Bachelor of Industrial Technology faculty conduct researches.
Of the listed researches, only two were presented in an International fora; one
in 2013, the other just recently.
2. Very few of the researches is published in peer reviewed journals. Of the
internationally presented researches; one was published, the recent one is
undergoing review.
3. A downward trend on the budget allocation for research was noted. From 25M
in 2014, a 10M cut was noticed for the 2016 budget.
4. Irrelevant document were observed such as a MOA between a number of
Industries, HEI`s and SUCs where Batangas State University was not a party.
5. A developed research manual is available needing copyright process.

III. Recommendations
1. The research unit is encouraged to formulate a research agenda cascaded
from the institutions thrust and which is aligned to the specialization of the
program.
2. To ensure that researches gain merit for the program, faculty is encouraged to
conduct researches that are aligned to the programs research agenda.
3. A thorough study on the budget allocation for research is prompted to foster a
stronger culture of research.
4. The participation of different group of stakeholder specially the faculty,
students, alumni, and others is highly enjoined to ensure identification of
researchable areas.
5. The research manual can be subjected to copyright process.

EXTENSION & COMMUNITY INVOLVEMENT

I. Strengths
1. There is a commendable pool of experts among the faculty members who can
handle extension projects/activities.
2. Extension activities are well participated by both dedicated faculty members and
their respective students.
3. A strong collaboration was noted between the concerned academic unit and the
selected community in the implementation of extension projects in terms of
sharing of resources.
4. A benchmark survey to determine the needs of potential extension beneficiaries
and guide the academic unit in planning its extension PAPs was sponsored by an
NGO (PUSOD, INC.).

II. Areas Needing Improvement


1. Some extension activities/projects engaged by the college are not relevant to the
program under survey.
2. The number of linkages with local, national and foreign agencies is limited.
3. Sustainability of extension projects and activities is not evident.
4. Proper dissemination and communication of monitoring and evaluation results
with concerned stakeholders is not evident.

5. Outsourcing of funds and technical assistance to enhance extension projects is


limited.

III. Recommendations
1. All extension activities/projects engaged by the college need to be relevant or
related to the program under survey and the different majors under it.
2. More linkages with local, national and foreign agencies may be considered and
institutionalized.
3. Implementation of extension projects and activities which are sustainable may be
prioritized to facilitate the conduct of impact studies on extension services in the
future.
4. Proper dissemination and communication of monitoring and evaluation results
with concerned stakeholders is suggested to facilitate re-planning of activities
relative to the extension program.
5. Outsourcing of funds and technical assistance from other agencies may be
considered to enhance delivery of extension services.

Library

I. Strengths
5. The library is managed by a committed, competent, full time license librarian with
supportive staff.
6. The open shelf of operations where there are no barriers between the information
resources and users has been adopted.
7. The library information resources are organized according to an accepted scheme
of classification which in the Dewey Decimal classification.

II. Areas Needing Improvement


6. Library Manual is not available.
7. The Organizational Structure of the library has no pieces of evidence showing that
it undergone review.
8. The Five-year Library Development Plan has no pieces of evidence showing that
it has been discussed and presented to the Officials of the Institution and
Stakeholders.
9. The Librarian who is in-charge of the library and the support is not permanent
employee.
10. The Collection Development Policy does not specify the programs to be
supported with information materials.
11. There is no available updated list of core book collection.
12. Professional print and non-print materials and other information resources of
recent editions/copy right dates for major are inadequate.
13. Statistics of library services are incomplete.
14. A weeding-out programs for unserviceable materials is not evident.
15. The library lacks space to accommodate the growing population and collection.
16. Linkages with other agencies, HEIs and foundations are minimal.
17. Visual facilities/equipment/fixtures are inadequate.
18. Filipiniana books are inadequate including the subscription of journals per
program.

III. Recommendations
6. Library Manual may be prepared to serve as guide for the librarians and staff on
the internal administration and operational activities of the library. The Code of
Ethics for Filipinos Librarians, library standards and forms used may be included
in the appendices. The Manuals may be reviewed by the Library
Board/Committee before submission to concerned Office(s) for approval and
properly disseminated to intended users.
7. The Organizational Structure of the library may be reviewed to define the line of
authority of the University Librarian, and the Dean of the Colleges with the OIC,
Head of Library Services, Balayan Campus. Furthermore, it may reviewed and
evaluated by the Library Board/Committee before submission to the concerned
Office of BOR for approval.
8. The Librarian in-charge of Balayan may be given a permanent position together
with the support who are both civil service eligible and license in order to carry
out the goals and objectives of the library and provide effective.
9. The 5-year Library Development Plan may be presented to and discussed with the
Officials of the Institution as well as the stakeholders for review. A yearly
evaluation may be done to check which plans were implemented.
10. A general Collection Development Policy is available. However, a Collection
Development Policy for the campus specifying the different programs offered by
each College, like Industrial Technology major in Automotive Technology,
Electrical Technology, Computer Technology, Instrumentation and Control
Technology and others program. Furthermore, a Three-Year Collection
Development Plan per programs and per professional course/subject may be
prepared using curriculum as a guide in the selection and acquisition of library
information materials both print and non-print and also for budgeting purposes.
The Policy and Plan may be reviewed and evaluated by the Library
Board/Committee before submission to concerned Office(s) for approval.
11. An updated list of core book collection by discipline may be prepared.
12. Acquisition of recent books may be sustained in compliance with Library
Standards hence, continuous acquisition of Filipiniana, non- Filipiniana and
professional books of recent editions/copyright date for the major courses,
subscription to professional print/e-journals in line with the programs being
evaluated be done to enhance the research an instructional needs of the students
and faculty in order to have an updated and balance.
13. Statistics of library services, especially in the utilization of its resources may be
complied to be used in improving the library collection and operations.
14. A weeding-out program may be formulated to up-date the collection and to
provide space for the newly acquired materials.
15. Linkage/Network with other agencies, HEIs and foundations-local, national, and
international may be strengthened to enhance library resources and services
related to the programs being evaluated.
16. The Administration may consider acquiring/procuring:
a. Additional computer units to meet the urgent need of the internet users and
provision for library automation.
b. Circulation counter for the librarian
c. Librarian tables
17. It is suggested that a continuous acquisition of Filipiniana collection and
subscription of 3 titles of journal per program to comply with the minimum
standard.

Physical Plant and Facilities

I. Strengths

1. Students participate in the maintenance of the cleanliness of the classroom, offices


and the surroundings.
2. The College Accreditation Center (AC) is accessible and conveniently located.
3. The Accreditation Center is equipped with all the necessary devices, equipments,
supplies needed for any accreditation purposes.

II. Areas Needing Improvement


1. Students center is not adequately serve its purpose.
2. School canteen is privately owned, not adequate, it does not met the needed
standard services for the students.
3. Building provisions for the PWD is not provided.
4. Site plans is not displayed inside the campus indicating the locations of the
different buildings, driveways, parkings etc.
5. There is no infrastructure development plan in the campus, orientations of
buildings is not properly planned and the campus infrastructure future
development is not considered.
6. There is no clear plan on waste management program in the institution.
7. Space is very limited for outdoor educational activities, e.g. physical athletics,
cultural, military drill, outdoors ball games etc.

III. Recommendations
1. The institution may provide students center that could cater the needs of the
studentry in one settings, spaciously, convenient and accessible to all offices.
2. The institution may provide strategic place or room for students canteen or food
court, decent and convenient to its clientele.
3. The Institution may provide the provision for building accessibility for PWD as
provide by law.
4. The Institution may display in a strategic location their campus locators map.
5. Provisions of acquiring adjacent space (lot) in their vicinity is proposed to address
the space needed for assembly and athletic facility.

Laboratories

I. Strengths
1. The Institution provides budgetary allotment for the purchase of instructional
equipment, facilities, supplies and materials.
2. The equipments, instruments, and materials needed in the classroom are
available.

II. Areas Needing Improvement


1. The institution has no issued fire certificate from the Bureau of Fire Protection
(BFP).
2. The laboratory is needing more concerned on the provision of Five S
specifically on sorting, segregations of unneeded materials in the laboratory as
well as sustainability of order and cleanliness.
3. There is no assigned laboratory technician in the institution. Maintenance are
done by the faculty and students.
4. Laboratories is not adjacent to each major field of specialization and related
courses.
5. Demolition of existing building for laboratories is programmed duethe
construction of new building, Evacuation plan for the transfer of Instructional
Laboratories is not manifested.

III. Recommendations
1. The institution may secure Fire Protection Certificate from the Bureau of Fire
Protection (BFP).
2. Hiring of Multi-skilled laboratory technician is recommended to ensure the
operational condition and preservation of laboratory equipment/devices of the
institution.
3. Sustainability of orderliness, cleanliness is encourage in all laboratory rooms in
the institution.
4. Additional state of the art instructional Equipments/devices is recommended to
purchase (Automation Studio for Mechatronics) to enhance the teaching-learning
embedded in the course description of Instrumentation and Control Technology,
Electro Pneumatic and Electro hydraulic devices that are already existing in the
college.
5. Purchase of Toyota Vios engine is recommended to level-up and upgrade the
skills and competencies of the students and faculty on the recent development in
automobile technology.

Administration

I. Strengths
1. The administration provides specific budget for educational programs, operations
and activities in the university.
2. There is a harmonious and good working relationship among the stakeholder of
the Institution.
3. The College/Academic Unit is effectively managed.

II. Areas Needing Improvement


1. Allocations of funds for academic services are not particularly specified in the
budget preparation.
2. There is no file of Minutes of Meeting conducted in the college.
3. Evidences on establishing linkages, partnership and networking activities are not
sufficient.
4. No separate inventory of facilities and equipment for the college.
5. Guidelines on the proper maintenance of facilities, equipment, supplies are not
evidently enforced.
6. There is no dental facilities in the institution.

III. Recommendations
1. Allocation of funds for academic services may reflect on item provided in the
itemization of funding for academic services by the budget officer for
accountability and transparency purposes.
2. All minutes of college academic council meeting can be filed separately from the
university academic council meeting and other ordinary meeting conducted by
the college dean.
3. Strengthening of industrial linkages, partnership and networking is encourage to
established mutual cooperation among industry partners for our students trainees
welfare.
4. The program administration is encourage to imposed guidelines on the proper
maintenance of equipments, devices, facilities to sustain its operational
conditioned and services to the students.
