About the Presenter
Michelle first entered workplace training in 1993. Since then, she has
worked for a variety of organisations of various sizes, in both the public
and private sector. Michelle has a passion for learning and development
and looks to cultivate and share this at every opportunity.
Her work experience and vocational qualifications include those in
workshop facilitation and presentation, leadership and management,
project management, and business operations.
In recent years, Michelle has worked within the VET sector as a trainer
and assessor, and RTO branch manager, before focusing on Instructional
Design.

Definition from Australian Legislative Instrument, Standards for
Registered Training Organisations 2015:
Validation
is the quality review of the assessment process. Validation involves checking that
the assessment tool/s produce/s valid, reliable, sufficient, current and authentic
evidence to enable reasonable judgements to be made as to whether the
requirements of the training package or VET accredited courses are met. It
includes reviewing a statistically valid sample of the assessments and making
recommendations for future improvements to the assessment tool, process
and/or outcomes and acting upon such recommendations.

So what does that mean?
Validation is:
The quality review of the assessment process
Checking assessment tools are well designed must be able to produce required
evidence: valid, reliable, sufficient, current, authentic
Checking reasonable judgements of competency can be made
Competency = requirements of Training Package/VET accredited course are met
Reviewing assessments checking reasonable judgements of competency have
been made
Reviewing assessments to make suggestions for continuous improvement to the
tool and/or outcomes
Using a statistically valid sample upon which to base the review
(making a plan to) Act upon recommendations that come from the review

Clause 1.9 The Plan
The RTO implements a plan for ongoing systematic validation of
assessment practices and judgements that includes for each training
product on the RTOs scope of registration:
when assessment validation will occur;
which training products will be the focus of the validation;
who will lead and participate in validation activities; and
how the outcomes of these activities will be documented and acted
upon.

Clause 1.10 The Deadline
For the purposes of Clause 1.9, each training product is validated at
least once every five years, with at least 50% of products validated
within the first three years of each five year cycle, taking into account
the relative risks of all of the training products on the RTOs scope of
registration, including those risks identified by the VET regulator.

Clause 1.11 The People
For the purposes of Clause 1.9, systematic validation of an RTOs assessment
practices and judgements is undertaken by one or more persons who are not
directly involved in the particular instance of delivery and assessment of the
training product being validated, and who collectively have:
a) vocational competencies and current industry skills relevant to the
assessment being validated;
b) current knowledge and skills in vocational teaching and learning; and
c) the training and assessment credential specified in Item 1, or
Item 2, or Item 4, or Item 5 of Schedule 1. BUT! On or after 1 April
2019
Industry experts may be involved in validation to ensure there is the the training and
combination of expertise set out in (a) to (c) above. assessment credential
specified in
Item 2 or Item 5 of
Schedule 1.

Clause 1.9 - The PLAN
The RTO implements a plan for ongoing systematic validation of
assessment practices and judgements that includes for each training
product on the RTOs scope of registration:
when assessment validation will occur;
which training products will be the focus of the validation;
who will lead and participate in validation activities; and
how the outcomes of these activities will be documented and acted
upon.

At a minimum, assessment tools should be validated:

Past definitions, interchangeable and confusing!
Main difference is the timing
Moderation is balancing judgments made so
after assessment is completed by the student
and after a competency judgement awarded by
the assessor. But! Before the assessment
decision is communicated to the student
