DEPARTMENT OF PLANNING AND DEVELOPMENT CITY OF CHICAGO October 31, 2017 Mr. Cory Roberts CBRE 100 North Riverside Plaza Chicago, Ilinois 60606 RE: Access to Riverwalk Lower Level Plaza Mr. Roberts: The Riverwalk Lower Level Plaza was deeded to the City from the Metropolitan Water Reclamation District with a restriction that the space be maintained in perpetuity as a landscaped public park, The City subsequently entered into an agreement with Rublof? Inc., the underlying property owner of 100 N Riverside Plaza in 1990, to provide for the maintenance of said lower level plaza. As a public park, the Riverwalk Lower Level Plaza should be open and accessible to the public, free of charge, during normal park hours. The Department of Planning and Development considers normal park hours to be 6:00am to 11:00pm, every day of the year. City municipal code requires dog owners to keep and maintain dogs under restraint; but, public access cannot restrict dog walkers from accessing this space. Dogs off leash are not permitted as the Riverwalk Lower Level Plaza is not a dog park. Informational signage on the Riverwalk is permitted but not required; however, if you choose to post signs they must accurately reflect City of Chicago Riverwalk policies for public property. The existing signs posted at the two Riverwalk Lower Level entries incorrectly list time of use and prohibit dogs. Please correct the signs by changing the hours of access to 6:00am to 11:00pm, daily, including weekends and holidays, and limit the prohibition of dogs to only those not on a leash. Please coordinate with building ownership and security to have these changes made immediately.
