Public Health Establishment of 20 new Primary Health Centres - Under National Rural
Health Mission funds Sanctioned Orders issued.

ORDER:

As per norms of Government of India, for every 30,000 population in plain areas
and 20,000 population in hill areas, one Primary Health Centre shall be established.
The Honourable Chief Minister has made an announcement in the Legislative Assembly
that 20 new Primary Health Centres will be established this year at a cost of
Rs.12.80 crores.

2. The Mission Director, State Health Society has stated that the Director of
Public Health and Preventive Medicine has sent proposals for establishment of 20 new
Primary Health Centres based on the population criteria and the felt need of the Public
and social backwardness of the areas concerned.

3. As per National Rural Health Mission guidelines, all appointments should be


made on contract basis on consolidated pay. However, during the sub group and
National Project Co-ordination Committee meeting, the State has informed the
Government of India that the post of Medical Officers and other Para Medical Staff /
Ministerial Staff will be filed up on regular time scale of pay as per the State
Government Policy and their pay will be drawn through the Treasury. Consolidated
amount based on the lowest slab of time scale has been budgeted under National Rural
Health Mission, which will be remitted into the treasury. The post of Driver shall be filed
up after the additional vehicle is sanctioned by the State Government since National
Rural Health Mission does not provide funds for purchase of vehicles.

4. The Mission Director has stated further that there is no fund allocation in the
Project Implementation Plan 2011-12 of National Rural Health Mission for establishment
of new Primary Health Centres. Pending sanction of funds by the Government of India
for the establishment of new Primary Health Centres, it has been decided to incur the

expenditure from the State fund for the establishment of 20 new Primary Health Centres
initially. As soon as funds are sanctioned by Government of India, the amount will be
remitted to State Government receipt Head.

5. After careful examination of the proposal, the Government issue the following
orders:

i) The Director of Public Health and Preventive Medicine, Chennai is


permitted to set up 20 new Primary Health Centres in the places indicated
in the Annexure to this order;

ii) The Government sanction a sum of Rs.771.40 lakhs (Rupees Seven


crores seventy one lakhs and forty thousand only) towards the
establishment of 20 new Primary Health Centres and to incur recurring and
non-recurring expenditure as follows;

iii) The Mission Director, State Health Society is permitted to execute the Civil
Works through Public Works Department;

iv) The following posts are sanctioned temporarily for a period of one year
from the date of appointment to each of the new Primary Health Centres
and the Director of Public Health and Preventive Medicine is permitted to
fill up the posts through employment exchange and draw the salary from
Treasury;

vi) The Mission Director, State Health Society is directed to remit the amount
sanctioned for the establishment of 20 new Primary Health Centres to the
following Government account on clearance by Government of India;

6. The expenditure sanctioned in para 5 (ii) above shall constitute an item of


"New Service" and the approval of the legislature will be obtained in above course.
Pending approval of legislature, the expenditure will be initially met by an advance from
the contingency fund. Orders for sanction of contingency fund advance will be issued by
the Finance (BG-I) Department. The Government direct the Director of Public Health
and Preventive Medicine / Chief Engineer (Buildings) to send application in the
prescribed form along with the copy of this order to Finance (BG-I) Department, for
sanctioning advances for required quantum and to send necessary draft explanatory
note to include this expenditure in the Supplementary Estimates 2011-2012 to Finance
Department without fail.

7. This order issues with the concurrence of Finance Department vide its
U.O.No.61799/CMPC/2011, dated 24.11.2011 with ASL No.927 (Nine Hundred and
Twenty Seven).
