United Nations Global Counter-Terrorism Strategy

Countering terrorism has been on the agenda of the United Nations Systems almost
from its appearance,the 11 September 2001 attacks against the United States forced
the Security Council to adop resolution 1373,which consisted in the establishing of
the Countering-Terrorism Committee(CTC).The resolution 1373 which was
adopted under the Chapter VII of the United Nations Charter,presented itself as a
shift in the international law,after it was validated by all member states
voluntarily.It aimed to hinder the terrorist groups in various ways,and it led to a
cooperation between all UN members,by sharing their intelligence on terrorist
groups in order to assist in combating international terrorism.Also,the resolution
called on all states to adjust their national laws so the term international terrorism
could be considered as a serious criminal offence which is duly reflected in
sentences.As a result of the resolution,the States Members of the United Nations:

Condemn in all its form s and manifestations,commited by


whomever,wherever for whatever purpose as it represents one of the most
serious threats to the international peace and security
To prevent and combat terrorism in all its form,especially:
1. To implement all international resolutions,conventions or other
international documents against terrorism and to find an agreement
between all the parts regarding terrorism
2. Implementing the resolutions on human rights and combating the
international terrorism submitted by the General Assembly.
3. Combating the international terrorism must be a common view of the
member states,where they must fully cooperate with the counter-
terrorism bodies of the Security Council
The Charter of the United Nations and other international protocols and
conventions,submit the cooperation between Member States to prevent and
combat terrorism.

The General Assembly reviews their Strategy every 2 years,restoring the


previous document,which is implemented in every member state counter-
terrorism priorities.The Global Counter-Terrorism Strategy in the form of a
resolution is composed of 4 pillars:
Addresing the conditions conductive to the spread of terrorism
United Nations is aimed to prevent the spread of international terrorism and
other problems like : unresolved conflicts,violation of human
rights,ethnic,discrimination,social marginalization,accord help to the
terrorism victims.In time that none of these problems could excuse acts of
terrorism,United Nations Strategy on combating the spreading of
terrorism,can be related to 8 major principles,which are:
1. Promoting a peacefull way of life,respect for all the
confesions,religious views,beliefs or or cultures,by establishing a
correct way to educate the population or creating different kinds of
programmes which would involve all the sectors of the society,and
among these goals,the United Nations Educational,Scientific and
Cultural Organization is playing a major role
2. Under the international law,United Nations is triyng to make possible
preventing the committing of a terrorist act or other crimes,by working
and adopting special measures in accordance with its obligations.
3. To use the best ways and capacities of the United Nations in domains
such as : conflict prevention,peacebuilding,mediation,negotiation and
other areas,with the purpose of contributing to a strength growing
against the international terrorism.
4. Promoting programmes of dialogue on respecting peoples religious
beliefs,tolerance,cultures and to promote mutual respect.On this
purpose,was created the Alliance of Civilizations.which consists of
different projects involving all areas of the society.
5. Make sure that United Nations Strategy to combate the international
terrorism is realizing the agreed commitments at the international
conferences,summits etc.Also UN is ensuring that they are trying to
sustain the economic growth,sustainable development and prosperity
for all the countries.
6. Proving that the United Nations system shows as a system where
cooperation between states means everything,and is providing
assistance in different fields like economic sustain,good
governance,human rights and social development.
7. The main goal of the system is to develop every social level,especially
involving youth,which can be considered a way to prevent the
recruitment of terrorists,by helping them to develop themselves.
8. United Nations considers the voluntary help of the member states which
can assist in the promoting and helping of victims of terrorism and
their families.Also they are encouraging the states that need help,to
request it,promoting international solidarity and supporting victims of
terrorism.
Measures to prevent and combating terrorism

United Nations is preventing and combating terrorism by cooperating between


all member states with their intelligence centers,resulting in denying the acces of
terrorists to carry out their attacks,thereby some principles which are leading
United Nations members to achieve their goals:

1. According to international conventions,conferences and summits,the fight


against international terrorism represents the main objective of the
cooperation between states,thus under the international law,in order to
prevent terrorist attacks,member states are obligated to bring to justice ,or
to extradite any person who is supporting,participating,financing or
planning of terrorist acts or is providing safe places to those involved.
2. To ban whatever is connected with a terrorist group,like :
encouraging,tolerating ,participating,financing terrorist activities, on the
United Nations territories.Ensuring that these territories are not used by a
terrorist group to instalate training camps,or to organize of terrorist acts
against states or their citizens.
3. Intensification of the cooperation,exchanging with properly information
about every person/group that is known by national intelligence centers.
4. The cooperation is not limited only to combat the international
terrorism,but also United Nations states are cooperating in combating
crimes that might be connected somehow with the terrorist
activity,including drug trafficking,arms trading,air defence
systems,money laundering or trading with nuclear,chemical,biological
deadly materials.
5. All member states must become parties to the United Nations Convention
against Transnational Organized Crime and to other protocols that are
supplementing it,and to implement them.
6. Before granting asylum to refugees,the appropriate measures must be
taken,to make sure that the person wasnt involved in any terrorist
activities,and after providing the asylum,for the security purpouses,the
status of refugee is not used contrary to the provisions of the national law.
7. United Nations is encouraging the regional and sub-regional organizations
in partnership with the local governance to create centres or just to assist
in the strengthen the counter-terrorism mechanisms.Also they can require
assistance of the United Nations Counter-Terrorism Center.
8. To make sure that the regional and sub-regional created centres are
considered a part of the international system of combating the terrorism.
9. United Nations is encouraging member states to implement international
standards found in the Financial Action Task Forces Forty
Recommandations on Money Laundering and Terrorist Financing,and
ensuring them that they can require assistance and help to implement
them.
10.United Nations is developing a unique database on biological
incidents,which according to the International Criminal Police
Organization can update the roster of experts and laboratories to a better
investigation.
11.United Nations is providing a policy on human rights and respecting them
under the international law.
12.Member States must coordinate efforts on both international and regional
level to counter terrorism in all its forms.
13.Internet should be used as a proper tool to counter the spread of terrorism,in
his case,some states may require assistance.
14.United Nations is requiring to member states to make efforts on the
regional and sub-regional cooperation,to improve border controls,to
prevent activity or passing through of the terrorist movement,and detect
the weapons and all kind of explosive materials.
15.In partnership with the International Civil Aviation Organization and the
International Criminal Police Organization,the United Nations Counter-
Terrorism Committee is facilitating the states to adopt the best measures
to implement the anti-terrorist travel strategy.
Measures to build states capacity to prevent and combat terrorism and to
strengthen the role of the United Nations system in that regard.
This topic represents the main objectives of the United Nations,to
improve the national security of every state and to take the necessary
measures to develop states capacity to combat terrorism.
1. Making voluntary contributions to the counter-terrorism
cooperation and assisting with technical help is considered a
encouraged mission by the United Nations.Thereby,United
Nations is considering that some sectors like civil aviation,areas
of port,maritime must be priorities on the security level.
2. Respecting the different mandates of the General Assembly.
3. To rationalize the mechanism of reporting terrorist
activity,avoiding duplication of these reports.
4. Member states must participate in the informal meetings,of
information exchange and cooperation against international
terrorism .
5. United Nations bodies dealing with counter terrorism are willing
to cooperate with the national intelligence centers to empower
the fight against international terrorism.
6. The United Nations Counter-Terrorism Committee must
continue to improve all the resolutions and protocols regarding
the fight against international terrorism,in the member states by
cooperating with the local governance and the General
Assembly.
7. The Executive Directorate undertakes the measures to ensure the
cooperation between regional and sub-regional
organizations,which includes the share of information technical
assistance and other kinds of help.
8. In cooperation with the United Nations Office on Drugs and
Crime,the United Nations Counter-Terrorism Committee is
providing help on the implementing the international
conventions regarding crimes which can lead to whetever
activity of terrorists.
9. In order to combat money laundering,the United Nations Office
on Drugs and Crime,International Monetary Fund,World Bank
and the International Criminal Police Organization are
cooperating to achieve their goals,which are preventing money
laundering and financing the terrorists.
10.United Nations is supporting the International Atomic Energy
Agency in order to prevent the acces of terrorirists groups from
the nuclear,chemical or biological weapons.
11.Public health systems of the states are being supported by the
World Health International Organization and prepare for the
worst attacks,like biological ones.
12.United Nations system tries to support all the reform of
modernization in all sectors of the social life.
13.The areas of Transportation is getting strenghter by cooperation
betweern member states.
Measures to ensure respect for human rights for all and the rule of law as the
fundamental.
One of the most important topic where United Nations is investing,is the
protection of the human rights,being a step against the international terrorism
of the United Nations Strategy,because once people are respected and they
live in a society which its not in danger,in society that its unstressfull,they
see a hope that not everything is lost.Thus,there are some points which are
leading United Nations to secure the human rights and protection against
terrorism:
1. United Nations main goal on the international level is to
provide the fundamental plan for the Protection of human
rights and fundamental freedoms while countering
terrorism,established by the General Assembly resolution
60/158 of 16 December 2005.
2. Under the international law,states must ensure that whatever
measure to combat international terrorism is provided on the
background of theyr obligations,especially human rights and
international humanitarian law.
3. Thereby,after the cooperation in the domain of combating
terrorism,states must cooperate in the field of human
rights,and help those who are in need of it,to implement the
latest resolutions,protocols etc.
4. The United Nations Office on Drugs and Crimes is responsible
to find every case of whatever help to the terrorists.The basis
of their activity is to extradite or persecute the guilty ones with
due to respect for human rights and fundamental
freedoms,thus the main objective is to prevent any kind of
terrorist activity.
5. United Nations is supporting the Human Rights Council,by
that helping the victims of any kind of violations,including
international-terrorism.
6. Supporting the United Nations High Commissioner for Human
Rights,and increasing their major role to take part in the
activity of the field operations ,while countering international-
terrorism.Another objective of the activity of the United
Nations High Commissioner for Human Rights is to raise
awareness of international human rights and especially with
the national law-enforcement agencies activating in the human
rights field.

All 4 pillars represents an point of activity of the United Nations system,including


cooperation in all fields,with the purpouse to liquidate the international terrorism
and to finish with all kinds of violations,crimes and others aimed against the
humanity.
