Countering terrorism has been on the agenda of the United Nations Systems almost
from its appearance,the 11 September 2001 attacks against the United States forced
the Security Council to adop resolution 1373,which consisted in the establishing of
the Countering-Terrorism Committee(CTC).The resolution 1373 which was
adopted under the Chapter VII of the United Nations Charter,presented itself as a
shift in the international law,after it was validated by all member states
voluntarily.It aimed to hinder the terrorist groups in various ways,and it led to a
cooperation between all UN members,by sharing their intelligence on terrorist
groups in order to assist in combating international terrorism.Also,the resolution
called on all states to adjust their national laws so the term international terrorism
could be considered as a serious criminal offence which is duly reflected in
