Electronic Administration: Use of ICT by the Public Administration to provide administrative services and products to citizens, private organisations, and other public administrations. In English, it is more common to use the term electronic Government. However, this also encompasses the use of ICT technologies for their legislative (electronic Democracy), executive, and judiciary activities. In addition, e-Administration is used to provide administrative services and products between private parties.
1.1.1 Cybersecurity Foundations of Electronic Administration
The e-Administration shall have the same legal certainty than the traditional Administration based on paper documentation and in-person presence. To do so, the following general cybersecurity principles shall be met: Access Control Identification: Correct identification of sender and deliver. Authentication: Confirmation that an identity claim is truth. Authorisation: Permission to access an information resource. Traceability: Capability to verify the history of an identifiable entity. Information Security Confidentiality: Information is not made available or disclosed to unauthorized entities. Integrity: Information is not modified unintentionally or by unauthorised entities. Availability: Information is available when it is needed.
1.1.2 Electronic Administration Infrastructure
e-Administration and e-Commerce rely on the following technologies: Digital Certificate: Electronic document that certifies the ownership of a public key by the subject of the certificate, and thus, used for identification and authentication. Public Key Infrastructure (PKI): Set of roles, policies, and procedures needed to create, manage, distribute, use, store, and revoke digital certificates and manage public-key encryption. Certificate, Registration, and Validation authorities manages PKIs.
1.1.3 Main Uses of the Electronic Administration
Main PKI uses are the following: o Identification and authentication of entities. o Non-repudiation of digital transactions. o Encryption of data. o Signing data with digital signatures. o Providing trusted timestamping of data. 1.2 Spanish Electronic Administration 1.2.1 Spanish Electronic Administration Components DNI Electrnico: The Spanish National Identification Document contains an electronic chip that includes the citizens digital certificate, digital signature, biometric information (fingerprint, face photo), and other personal information. It requires compatible hardware and software for its use. DNI 3.0 (current version) is compatible with the wireless technology NFC. dnielectronico.es Digital document: Information of any type in digital format or stored in digital support, following any specific format that allows its identification and differentiation of other pieces of information. Public Administrations might issue digital administrative documents.
