Role purpose
Justice Health is the business unit of the Department of Justice & Regulation responsible for the delivery
of health services for persons in Victorian prisons. In Victoria, health services to person in prisons are
contracted to health service providers and Justice Health contract manages the health service providers
in public prisons. Justice Health sets the policy and standards for health care in all Victorian prisons and
monitors and reviews the performance of health service providers. Justice Health is also responsible for
facilitating an integrated approach to health service planning and service delivery, leading health
prevention and promotion activities, and facilitating the release of health information to community
health care providers, legal representatives and individuals.

Justice Health works in collaboration with the Department of Health and Human Services and
Corrections Victoria to also ensure the effective transition of prisoners back to the community from
prison (with particular focus on the health, mental health and AOD needs) and that mental health and
alcohol and drug treatment services are provided to offenders on community based orders or parole.

JCare is an electronic health information system that replaced the paper-based system across the States 14
prisons.
The system is used by staff at Justice Health, all health service providers. Staff include full and part-time permanent
GPs, psychiatrists and nurses, locums, management and administrative personnel and contract managers.

Corrections Victoria Intervention Management System (CVIMS) replaced the following:


Sex Offender Programs (SOP) Database
Offending Behaviour Programs Referral Information System (OBPRIS)
Unsupported MS Excel spreadsheets
It provides one central system for all Corrections Victoria clinical program data including the recently developed
Alcohol and Drug module, with the system structure and workflow based on actual business processes. The AOD
module system administration role is managed by Justice Health.

The Justice Health Case Management Systems (CMS) assists in a number of office and record keeping tasks relative
to prisoner health within the Victorian justice system including:
Recording and tracking of request (complaints, incidents, court requests, freedom of information request, health
information request etc.)
Tracking the tasks associated with actioning the various request types and their status from registration through
to closure.
Facilitation of TRIM document management
Cyclic reports associated with requests.

The Health Information Systems Support Team provide specialist functional guidance to stakeholders on the
capabilities, configuration, correct use and problem resolution of Justice Healths Information Management applications.
The Team provides technical support with in-house software configuration and Release Management, management of
software and infrastructure service providers to ensure the maintainability, supportability and operability of these
systems.
The Health Information Applications System Administrator role has a core responsibility to ensure users have a
responsive support service to interact with.

Key accountabilities
Develop an extensive understanding of the Justice Health Information Systems (CVIMS, CHS, JCare) from a
functional and administrative perspective.
Ensure that appropriate activities are taken to anticipate, initiate and monitor actions to investigate and resolve
incidents and problems in systems and services.
Resolve (both reactive and proactive) incidents and problems throughout the information system lifecycle,
including classification, prioritisation and initiation of action, documentation of root causes and implementation
of remedies to prevent future incidents.
Use application management software and tools to investigate issues/trends, collect performance/audit
statistics and create relevant reports/communications to stakeholders and management.
Assist with the implementation of agreed remedies and preventative measures.
Provide specialist application guidance and sound advice to stakeholders of the Justice Health Information
Systems
Maintain application support processes and documentation, ensuring that all requests for support are dealt with
according to agreed procedures.
Provide onsite support to Health Information Application users as/where required.
Lead and champion continuous improvement of service delivery processes to ensure efficiency and business
based outcomes
Develop and maintain high quality application technical/process and user documentation within the Health
Information System Support Knowledge base system
Maintain effective working relationships with other teams within Justice Health, suppliers (CenITex, Intrahealth,
radiology and pathology providers), end users (health service providers and possibly Victoria Police), the
Departments IT group KITS, and Corrections Victoria
Fulfilment of service requests in line with support procedures.
Identify, record, manage, mitigate and escalate issues and risks
Ensure all activities are appropriately documented and recorded in the Departments record management
system (TRIM), to provide a trail of accountability
Other related activities as required to support delivery of the support service

* The Health Information Applications Support Team currently operates standard business hours only, however may be
required to offer an after-hours support option. The model may share responsibility for after-hours tasks across all
support team members. A pay loading will be offered for on call after hours work.

Key selection criteria

Technical expertise Proven track record of providing Level 1 and 2 supporting applications from a
functional and administrative perspective.
Knowledge of business procedures and practices within Health Care environment.
Experience working within ITIL framework.
Experience working in government is highly desirable

Qualifications
A relevant tertiary qualification would be highly regarded (ICT / Health Informatics).
Knowledge of business procedures and practices within Health Care environment considered is desirable.
Relevant ITIL qualifications would be highly regarded.

The salary range for this position is set out in Schedule B of the Victorian Public Service Enterprise Agreement 2016.

Department policy stipulates that salary upon commencement is paid at the base of the salary range for the relevant
grade. Any above base requests require sign off by an executive delegate and will be by exception only or where
required to match the current salary of Victorian Public Service staff transferring at level.
Individuals who have received a Voluntary Departure Package from a Victorian Public Service department/agency are
ineligible for re-employment for a minimum period of three calendar years from the date of separation.
