The objective of this paper is to review the impact of physical environment of low-cost housing,
upon childrens physical activities. Rapid urbanization in the recent years has increased the
demand for low-cost housing. A study states that the 60% of the people living in low-cost
housing are from low-income families with many children. There are some aspect that
influence children, such as parents and technology. For some parents, to keep their child
contented and to be at home, such gadget provide the solution. But, it is not good for children
because theyre not trained to be physically and sosially active. Then, living in low-cost housing
can also give effect to children. Physical environment in low-cost housing will restrain childrens
freedom to play outdoor, thus contributes to several health issues and childhood diseases
amongst children/

The methodology used in this paper is findings revealed that the environment characteristic do
influence childrens physical activity and their overall outcome. By search using databases
available online (Sciencedirect, Scopus and Web of Knowledge).

The housing safety aspect where the design of the low-cost housing and building maintenance
contributes toward the safety of children. Three important aspects are : environmental design
suitable for children, consider children action and capability as different from adults and the
unpredictable behavior of children needs to considered. The poor structural design can
potentially harm children. Low-cost housing usually lacks organized maintenance due to cost.
Characteristic of of neighbourhood could also cause harm to the children living in low-cost
housing area. Strangers and road safety issues are two main threats that concen parents to not
allowed children to play outside. As a matter of fact, accidents involving children are reported
even in closed gated communities thus further limiting parents to allow children to roam freely
without adults supervision. Now days parents are reluctant to allow their children to play
outside without supervision and their activities are usually organized and supervised by adults.
Even though, children who readily exposed to natural outdoor environments can afford to be
independently mobile. Presently, rapid development in urban areas have given a huge impact
on children independence, especially when low-cost housing developments surrounded by
streets that act a barriers for children to play.

Family crowding and neighborhood crowding are two aspects that impacts on children physical
activities. Crowding issues could contribute to several types of illness such as stomach infection
and respiratory problems as well as other illnesses. The inappropriate size of space or rooms in
a house couldcause some stress and negative effects on its occupants or users. All effects due
to crowding will impact children behavior. Overcrowding is forcing children to make full use of
surrounding accessibility.
Facilities provided are insufficient with the number of residents in low-cost housing or their
access to facilities is not well coordinated or not in favor of the automobile culture. Children
living in low-density areas tend to have sufficient outdoor recreational activities as compared
children in high-density areas. Facilities provided to encourage physical activities among
children should be of high visibility to people. By providing enough basic and neighborhood
facilities, their daily lives and quality of live will improved.

Friendly neighborhoods provide a friendly environment where all adults know each other and
are not afraid to allow their children to play outside. Family and neighborhood environments
influence the behavior of he children which can relate to physical activity and sedentary
behavior among children. Low-cost housing with ppor neighborhood characterictis are
detrimental for children as it will restrict their development. Ppor neighborhood relationships
relates to poor social and phycial activity for children to grow.

It has clearly stated that safety, crowding, facilities and neighbourhood relationship play and
important role in determining the level of activities for the children. The physical environment
of low-cost housing affects children behavior in terms of childrens biological, cognitive, social
and emotional development. Although the cost is an issuelow-cost housing constructions, a
supportive physical environment for childrens physical activities does not necessarily require
fancy extras. The designer need to be more crucial in designing a space in the low-cost housing
that promotes childrens physical activities. Despite its poor image, low-cost housig is
important for large numbers of low-income population.

` This paper wants to show how the approaches have been different in Europe and Italy, above
all about the creation of new and regenerate area with a new proposal of sociality and with a
particular attention to the housing problems.

In the last twenty year, many European cities have indicated a way of quallitive transformation,
betting on a new city planning and architecture in favor of a strategic vision of their territory
with the principal aim to invent a new city able to face the socialand economic crisis. The
sustainability in the construction industry is not a luxury but a new housing policy, a social
responsibility, and also a social housing. Social housing is the offer adequate accommodations
and people services with a clear social aim in favor of people that cannot satisfy their housing
needs on the free market. Implement redevelopment projects requires knowledge of the
phenomena social, economic and cultural processes that modify space-society relations.

Many projects, in which the house, the renewable energies and the involvement of the
residents are the principal aims have been actualized in Europe. The restoration of
disadvantage urban spaces in the name of a more shared cohabitions has been realized in the
English village of Eldonian. The principal social class in Eldonian is the labor community of
Liverpool that actively contribute to the transformation of the work place in a quarter
characterized by a strong social cohesion. All this respecting characteristic of the social housing
and stressing on three principal factors: social cohesion, economic sustainability and reduces
environmental impact. The planning problems were hard and complex because the urban
system imposed by the planning of the area, presented a trend North-East/South-West and
presumed an not optimal exposition of the constructions for the utilization of the potential
thermal of the sun exposure, an important and necessary element to guarantee to all the
accommodations an adequate access to the sun. this problem has been solved thanks to the
pertinent and efficient response with has combined the rigidity of the settlement matrix and of
its lineup with a right changing geometry of the building typology. The aspect of greater
innovations and experimentation of the point view of the Social Housing of Villaggio Barona
are : an intervention promoted, realized, and managed by a social private owner, a strong
interaction between the intervation promoter and some deeply-rooted and active in the
disadvantage field realities, definitions of new procedures of urban realizations, the social
marginaty is in the center of a new community, a strong focus in the opening to quarter
service and to culture promotions, creation of an assignment mix, and promotion of the
etchical exchange in nature. The Villaggio Barona launches a way technical treatment in
which the idea of the community service extends itself till include the houses and commercial
services oriented to caryy out a social functions.

Conclusion from this paper is nowadays the city planning has to deal with the social aspects,not
only with functional aspects. It has be able to arrange useful instruments to improve the total
quality of citizens life and to use the available resources with a greater rationality and
economy.
