RESOLUTION

ASSOCIATION OF JUSTICES OF THE SUPREME COURT OF

THE STATE OF NEW YORK

WHEREAS, the Association of Justices of the Supreme Court has studied

the Pros and Cons concerning the 2017 Call for a Constitutional Convention; and

WHEREAS, it appears that the cost of convening a 2019 Constitutional

Convention may well exceed a minimum of $160 million; and
WHEREAS, any specific, focused and necessary constitutional changes can
be achieved without the expense, risks and uncertainties of a wholesale
Constitutional Convention; and

WHEREAS, more than 200 necessary constitutional amendments have been

approved through constitutional questions posed to voters without the expense,
risks and uncertainties associated with a Constitutional Convention; and

WHEREAS, after giving the issue a thorough review, the Association of

Justices of the Supreme Court of the State of New York believes a Constitutional
Convention is unnecessary, cost prohibitive, and unlikely to be approved, and may
result in the reversion, elimination or diminution of many current constitutional
rights and safeguards;

NOW, THEREFORE, based on all the reasons stated above, the Association
of Justices of the Supreme Court of the State of New York hereby urges the voters
of the State of New York to
