Old Behaviour:
When the Child Expense Type is changed the focus shifts to
the top of the page leading to usability issues.
New Behaviour
When the Child Expense Type is changed the focus should
remain in the same field (i.e) Child Expense Type.
 2. Pre-requisite or Co-requisite which is not included with this patch:
The framework patch# 10191021 needs to be applied as well, to resolve
this issue.
