oversight. Provided advice and counsel on best practices as well as fair and transparent recruitment and
selection practices to the 34 operating departments which resulted in approximately 45,000 applications
reviewed and processed and 1,200 vacancies filled, annually. Budget: approx. $3M annually

Project lead for sworn entry-level Police Officer and Firefighter recruitment and selection for the City of
Chicago which included working with contracted vendors to provide and administer written exams. Police
Officer occurred in three times in that time frame and Firefighter occurred once. Successful applicants
ranged from 18,000 to 35,0000 per recruitment. Budget: approx. $2.2M each recruitment

On-going, on-call HR services that include advice on a variety of HR issues such as employee workers
compensation, FMLA, use of CalPERS retired annuitants, employee relations issues; writing job
descriptions; making salary recommendations. Budget expended: $14,000 over last four years.

Through a standard agreement with the State of California Department of Human Resources (Cal HR), CPS
HR operates the Merit System Services program which directly administers, or oversees compliance with,
personnel programs for county social services and child support services programs. Cal HR and CPS HR
work collaboratively and in close partnership to deliver services to our joint clients. MSS currently serves
approximately 62,000 employees in county social services and 7,800 in county child support services
departments throughout Californias 58 counties. Twenty-five counties are Interagency Merit System (IMS)
counties for whom MSS provides direct personnel services such as recruitment and selection, examination
services, position classification, seniority calculation and consulting in compliance with LAPS, federal merit
principles, and county specific rules. Over the last five years, the annual recruitment statistics for the program
have varied widely based upon economic conditions and the supply/demand for labor; the low end of the
annual recruitment range is approximately 400 recruitments and the high end of the range is approximately
1,000. CPS HRs ability to manage the financial and staffing resources of this program reflect the
scalability of our approach to providing these services.
Within MSS, for the IMS county recruitments, CPS HR consultants work with departmental subject matter
experts (SMEs) in those counties to develop recruitment and examination plans, and prepare and post job
bulletins, including customized bulletins for specialized positions. Applications are filed online, and our
consultants screen the applications, develop examinations, and assist the departments with exam
administration. CPS HR then compiles candidate scores and presents the department with a list of eligible
candidates. Our automated systems, and our internal procedures and processes are all compliant with the
merit principles which serve as the foundation for sound and equitable human resource practices. We

capabilities in meeting the recruitment and selection needs of a variety of clients and jobs within local
government. Budget: $1.8M per two-year contract.

CPS HR Consulting has a master agreement for ongoing classification and compensation services. The
most recent projects included (i) Development of a new classification: Public Works Operations
Manager; (ii) Development of a new classification: Information Security Manager; and (iii)
Development of a new classification: Digital Communications Coordinator. Each of the studies required
data collection to determine the scope of the position duties in order to recommend the appropriate level
and title for the new classification. In addition, labor market and internal equity was assessed to
recommend an appropriate base salary range within the Citys hierarchy. Budget: Ongoing (Master
