We are pleased to submit our proposal to the City of Carmel-By-The-Sea in response to the Request for Statement of
Qualifications. For the past 28 years, locally owned SSA Landscape Architects, Inc. has been a leader in the design of
award-winning park facilities in communities throughout California. We are a small firm that values the quality of projects
we design over the quantity of projects.

From our headquarters in Santa Cruz, we have collaborated with many local municipalities in Monterey County, San
Benito County, Santa Cruz County and San Luis Obispo County. Past projects include Pajaro Neighborhood Park and
Soccer Complex, the historic Monterey County Government Center, the San Lorenzo Park Master Plan, Salinas High
School Sports Fields, Salinas Valley Memorial Hospital Master Plan, San Benito Parks Master Plan, Paso Robles
Downtown City Park, and CSUMB Roundabouts. We are familiar with the culture of small towns and larger communities
as well as the opportunities and constraints of the valley and coastal environments.

We are committed to providing a high level of responsiveness to all our clients. This is demonstrated through our open

SSA was selected by the Monterey County Redevelopment Agency to facilitate community
workshops and prepare a park master plan, design, and construction documents for the
development of this 5 acre, $6.3 million park (mostly funded by the Proposition 84 grant) along the
Pajaro River in North Monterey County. Most park users are living below poverty levels and this is
the towns first community park.

After several workshops with the community to facilitate visioning for the first park in the community
of Pajaro, the program was developed. The program was established to include a synthetic turf
soccer field/baseball field, jogging path around the perimeter, community art walls and interpretive
signs, shade and picnic pavilions and barbecues for group rentals, a stage pavilion for community
events, play structures, a full size basketball court, restroom buildings, bioswales to collect and
clean water run-off, a storage building for maintenance equipment, a meeting and storage building
for the local Boy Scout troops, and a small parking lot.

The park was successfully completed in 2014 and was immediately embraced by the community.

Stevens Creek Corridor Park & Restoration Project includes a multi-use trail along the restored
Stevens Creek. The trail passes through a historic site. The project improves native habitat,
environmental sustainability, and pedestrian safety. It represents a successful partnership between
visionary planning, creative design solutions, regulatory collaboration, and conscientious
construction practices to overcome environmental challenges and site constraints to create a
serene and natural recreation area.

This project completes the multi-use trail between McClellan Ranch and the transportation hub of
Stevens Creek Boulevard, linking several important spaces: the historic Stocklmeir Ranch,
Blackberry Farm Golf Course & Picnic Grounds, and the McClellan Ranch Preserve. It provides an
accessible trail head on Stevens Creek Boulevard with bus drop-off capacity for school groups and
a new cross-walk with solar powered warning beacons for enhanced pedestrian safety.

The community outreach process overcame the organizational challenge of garnering consensus
among diverse groups with contrasting desires. There were several groups with differing priorities.
The final trail design took into consideration the wishes of all these groups while providing design
latitude to improve the historic Stocklmeir Ranch site, consistent with the goal to create a legacy
farm. The project included 9 acres of land improved at a cost of $3.8 million.

This Brownfield site, once home to five industrial buildings built on an old contaminated agricultural
site, was transformed into a 5.3 acre neighborhood park for the community of Tasman Crossing at
a cost of $4.9 million. SSA led their consultant team in the preparation of an EIR document,
coordinated with the Citys environmental consultant, and assisted during the multiple phased
projects to remediate the land and provide a clean site for the construction of Seven Seas Park.

SSA hosted multiple community workshops, collaborated with the locally organized neighborhood
advisory committee and prepared three conceptual plans for the design of the park. The final plan
includes an ADA and inclusive playground designed as a shipping port with large custom faux-rock
outcroppings and docks, a splash pad with a subsurface reservoir designed to irrigate site trees,
maple tree grove and picnic areas, tennis and basketball courts, seven shade structures, musical
play elements, large grassy meadow/field, a restroom facility and parking lot. Project
responsibilities included community outreach workshops, scheduling, cost estimating, 3D modeling,
site and landscape design, PS&E and construction administration.

The park opened in 2014 and is an extremely popular destination.

California State University at Monterey Bay is located on an old military fort site. Since opening its
doors, the university has been challenged with updating the military site and reconfiguring elements
to fit the needs of a university campus. Most recently, several roadway intersections were identified
for potential upgrades and installation of traffic roundabouts to improve safety and adequately
serve the growing campus. The project goals were to upgrade the vehicular circulation patterns
while being mindful of adjacent property owners, mature oak trees, and stormwater runoff.
Vegetative Bioswales were incorporated to filter pavement run-off. Post-construction hillside
erosion control was achieved through the incorporation of California native species and wildflower
hydroseed that complement the native California Oak Woodland community.

As a subconsultant to Mesiti-Miller Engineering, SSA provided design services, construction


documentation, cost estimating and construction observation for the planting and irrigation
elements of the project. Coordination with civil, traffic and electrical engineers was key throughout
the project. The two roundabouts had a total construction cost of $3.46 million.

All-Inclusive Playground Experience - Current trends in playground design include providing all-inclusive play
opportunities for all children. SSA is developing strong leadership in this area. Working with the non-profit organization,
Shanes Inspiration, we designed Leos Haven at Chanticleer Park in Live Oak. In Redwood City, we are currently working
with the Magical Bridge Founders and Architect to design this intensive, universally accessible park and playground.
Through our collaboration, we have gained a thorough understanding of the zones, equipment, and signature pieces that
go into a Magical Bridge playground. Furthermore, we understand how a Magical Bridge playground will increase park
usage, and impact supporting infrastructure including parking, restroom facilities, and picnic areas. We are pleased to
announce that we have signed an agreement with the Magical Bridge Foundation to provide construction documentation
support on future Magical Bridge playground projects.
Community Engagement / Public Workshops - When community outreach is determined to be key to the success of a
project, we provide services based on our extensive experience in helping City staff to facilitate this outreach effort. We
believe it is important to provide opportunity for the community to have their input heard, and understand the importance of
this input to a projects ultimate success. We must listen with respect and gather information to understand the needs,
desires, and differences of the citizens, stakeholders, agencies and the client. Garnering consensus while respecting all
stakeholders needs and interests is something that SSA has been successful at and we enjoy this. With advances in
technology, we have found effective ways to improve our community engagement both online and in our workshops. Going
beyond static email and web-based surveys, we are utilizing tools such as MySidewalk to provide demographic feedback,
discussion boards, photo contests, and cross-platform compatibility with social media. In our workshops, we are using Poll
Everywhere to instantly poll the audience using smart phone technology. Poll Everywhere gives us instant voting results
and word cloud graphics allowing attendees, who may otherwise be too shy to voice their opinion, to participate.
Arborist Services - The culture at SSA, and our interest in creating a sustainable future, recognizes the importance of
preserving mature existing trees where possible. When properly managed, trees can enhance a project and increase
property values as well as human health and recreation. With a team involved in the study of Arboriculture, we keep
abreast of the latest news, methods and discoveries. We also recognize the importance of experience in assessing the
health and vigor of trees prior to the design of adjacent spaces. For this reason, we collaborate with Nigel Belton, ASCA for
high level investigations and evaluations.
Budget and Cost Estimating - Our philosophy to managing the budget begins on the first day, at the project kickoff,
before we begin design work. First, we look at potential costs at a broad level, aiding in budget confirmation, establishing a
baseline understanding for the project. As the project evolves, we begin to use real numbers for every component of the
project. As we complete construction documents, we have an itemized cost estimate in the same manner as a Contractors
bid proposal. This also allows us to compare our estimate to the contractors bid to identify any discrepancies. By doing
this, we learn trends in contractor bidding. This experience allows us to prepare accurate estimates even at early planning
stages of park designs.
Design with Maintenance in Mind - We understand the common struggle facing most public agencies, which is to
maintain their facilities with a shrinking budget. We are sensitive to how thoughtful design can significantly ease this
burden, through careful design, selection of materials and knowledge of facility maintenance. A thoughtfully designed
facility should be easy to maintain, and thus improve with age. Our designs allow the maintenance staff to be successful.
Environmentally Sensitive Design - As stewards of the land, SSA has a long-standing policy of incorporating sustainable
design elements into our design approach on all our projects. We share the design principles advocated by many of the
green building programs. These techniques for sustainability, from bio-swales to native plant material have been integral
to our design approach since long before these programs existed.
