DILG conducts MASA MASID

The Department of the Interior and Local Governments (DILGs) new anti-illegal drugs
program -- the Mamamayang Ayaw sa Droga, Mamamayang Ayaw sa Anomaliya
(MASA MASID) --will now be pushed to the hilt with the commitment and active
participation of the DILG field officers and the community. Late last week, some 180
regional and provincial MASA MASID focal persons across the country attended the
national roll-out of the MASA MASID program held at the Lancaster Hotel in
Mandaluyong City. The four-day event was led by the Departments National Barangay
Operations Office (NBOO) which spearheads the implementation of the MASA MASID
program. DILG Assistant Secretary for Barangay Affairs and Community Development
Roosque B. Calacat said that community involvement is very essential for the success of
the said program. Together, we can win the war against illegal drugs, criminality and
corruption. Let us organize and engage our people to be community volunteers for MASA
MASID, Calacat said during the opening ceremonies. Resource persons from the DILG,
Philippine National Police (PNP), Department of Social Welfare and Development
(DSWD), Department of Health (DOH), Philippine Drug Enforcement Agency (PDEA),
and Dangerous Drugs Board (DDB) talked on various topics pertaining to the MASA
MASID program. Among the topics presented are laws and issuances relevant to the anti-
illegal drugs drive like the Philippine Constitution, Full Disclosure Policy, Republic Act
9165, DDB Resolution Nos. 3 and 4, Republic Act 3019, Republic Act 6713, and
addendum to Memorandum Circular 2016-116. There was also sharing of good practices
on community-based rehab network based on the Columbian experience, Quezon City
Anti-Drug Action Center, and Municipality of Angonos Gabay na Pag-alalay tungo sa
Bagong Buhay (GABAY) program. Communication efforts for the MASA MASID
program were also discussed such as How to be a Volunteer, Advocacy and Education
Campaign, Communication Strategies and Activities, and Information Gathering and
Reporting. Presentation on the community-based rehabilitation were also tackled which
starts from the profiling work by the PNP, assessment, treatment and care services, steps
in the conduct of community-based rehabilitation, and interventions for child
surrenderers. Towards the end of the national rollout, the participants underwent
simulation exercises on advocacy and education campaign; information gathering,
reporting and monitoring; and community-based rehabilitation. The regional and
provincial MASA MASID focal persons also prepared their action plans for their
respective regional, provincial, highly urbanized city, or independent component cities.
They will be the ones to lead the regional and provincial roll-out of the program in their
areas.
