la historia es uno de los

poltico hispanoamericano. La crtica que dirigi contra la
conquista de Amrica y su apologa de los pueblos indge
nas han sido ampliamente recuperadas y discutidas, desde el
momento de su enunciacin hasta nuestros das. Sin embar
go, los fundamentos de su pensamiento poltico han sido
poco explorados por la historiografa. En el presente artcu
lo busco dar cuenta de algunos de los principios y presu
puestos sobre los cuales Las Casas sustent, en su madurez
intelectual, sus escritos polticos. En particular analizo la
manera en que concibi tres cuestiones medulares: el origen

4 Cabe sealar que el uso del concepto repblica como forma de gobier
no se utilizaba en la poca dentro de algunas tradiciones, como el huma
nismo cvico. Sin embargo, no era su principal acepcin en el mundo ib
rico, ni en el mbito universitario e intelectual ni dentro de los lenguajes
administrativos de la corona, lugares en donde, es importante subrayar,
el concepto se utilizaba ampliamente.

rando el concepto de republicanismo clsico de quienes lo han estudiado
en la modernidad temprana, como Pocock o Skinner. Vase, por ejemplo,
Rojas, "La frustracin del primer republicanismo mexicano" o Agxjilar
"Dos conceptos de repblica". Este ltimo, refirindose a la Monarqua
espaola de la modernidad temprana, seala que "a pesar de que el impac
to humanista del aristotelismo se sinti en Espaa ms o menos al mis
mo tiempo que en Italia, para fines del siglo xvi Espaa se hallaba al bor
de 'de ese desesperante oscurantismo tan caracterstico de los siglos xvi

rentino prosperaba en Italia, la Escuela de Salamanca se encontraba, por
el contrario, volcada en la neoescolstica y el pensamiento especulativo",
pp. 62-63. Considero, al igual que Erika Pai, que reconocer una cultu
ra republicana en Hispanoamrica de ms largo alcance puede resultar
muy til para analizar el republicanismo antimonrquico y antiliberal del
siglo xix; vase Pai, "Maquiavelo en el septentrin", p. 297.

79 Bajo este principio Las Casas construy buena parte de sus argumen
tos contra la conquista y dominacin de las Indias. Para l, los reinos y
seoros indgenas eran pueblos libres y, por lo tanto, independientes.
Ni los espaoles, ni su rey, ni el emperador, ni el papa, podan ejercer
dominio sobre ellos sin su consentimiento, pues de lo contrario viviran
en una situacin de servidumbre y se atentara contra su libertad. En este
punto, el pensamiento de Las Casas se distingue de la mayor parte de los
humanistas cvicos y otros autores republicanos que sostenan ideolo
gas imperialistas. Sobre el carcter imperial del republicanismo, vanse
Armitage, "Empire and Liberty", y Weststeijn, "Republican Empire".
80 Estos autores remitan a principios del derecho de gentes como el
ius comunicandi o el ius peregrinandi, los cuales otorgaban a los hom
bres el derecho a viajar, comerciar, predicar o explotar bienes no utiliza

ruins. She stated however that if necessary Maudslay would
have obtained one for her. [...] I only cautioned her to be care
ful in treating with the Inspector and keep on his // [lnea ilegi
ble] as easy as possible for her. Yesterday I got a letter in which
she, after bewailing her lot, states that, because of some action
of hers or because of something she did or tried to do I dont
exactly understand what, from her letter, the Inspector has for
bidden her permission [sic] to even scketch. This he has a right
to do and the Federal authorities have always sustained him in
so doing, but unless she did something very much out of the
way or offending him greatly in some way, I do not think that
he would have acted in such a radical way. /1 am sorry to a cer
tain extent and have written a letter to the Inspector asking him
if possible to rescind his act, at least insomuch as relates to her
scketching and similar work that Maudslay desired her to do.
I have done this much for her as she is a woman, a person intro
duced to me by you and to a certain degree placed under my
care, but I do not feel called upon to jeopardize my prospects
of work by quarrelling with the Inspector on her part when
by her own admission she has bought her trouble upon herself
either attempting something she ought not to have done or by
some foolish tactless act of her own.96

Mr. Thompson is a man near fifty, tall and well-built with a cer
tain blundering awkwardness which gives him his charm. He is
very out spoken and full of fun, teasing his eighteenth year old
daughter whenever he has the chance. He has been so very long
in the country and in Merida especially, that he knows everyo
ne of importance in the city. It is a continual bowing and tou
ching the hat with him when he walks. He has that exaggera

I told Mr. Thompson I wanted Benito to try and pay off some
of his debts and he said, 'we don't want him to, for then we
would have no hold on him'. Imagine then the condition, the
natives under heavy debt which are really encouraged by
the owner, are bound to an everlasting life of slavedom. They
are not even permitted to leave the hacienda without permis
sion for any length of time. The law allows the owner of a
hacienda to arrest and take back a run-a-way. [...] Thus, you
can see the outlook for a man on a hacienda. Although nomi
nally free, he is in some way worse that a slave. /[...]/ So in
plain terms, our American consul is a slave owner, although he
would probably be the first to deny the acquisition. The para
llel between a hacienda and a southern cotton plantation of the
early days is never seen, but the truth remains nevertheless,
even if it is only seen by foreigners coming into the country.135

de extorsin, la reaccin del cnsul fue la de un educado latifundista:
"[...] Mr. Thompson, of course, said that I should have Benito as long
as I wished but he had to uphold the system under which a hacienda is

Adems de todo lo dicho, el culto hermano menor del gobernador Olegario
Molina era propietario de la hacienda Xcumpich y fue acusado por uno
de sus peones por el uso de mtodos brutales, incluidos los azotes, para
controlar y castigar a sus trabajadores. De acuerdo con autores ya muy
citados, la denuncia habra sido publicada por el peridico Regeneracin
en enero de 1905, Wells y Joseph, Summer of Discontent, p. 66, pero
quien esto escribe no encontr el artculo en ninguno de los nmeros
publicados por el semanario mencionado durante enero de 1905, a pesar
de la referencia citada, que no indica la fecha exacta de la publicacin. El
pen denunciante, Antonio Canch, se refugi en Mrida, en la casa del
abogado y periodista Toms Prez Ponce, director de El Libre Examen,
un reformista avanzado, defensor de las clases trabajadoras del estado.
El asunto se convirti en un escndalo poltico una vez que la campaa
electoral estaba en pleno desarrollo y las intenciones continuistas del
gobernador Olegario Molina eran claras. Al final, tanto Prez Ponce como
otros periodistas y polticos involucrados en los ataques a la oligarqua
Molina fueron a dar con sus huesos a la crcel. En su nmero del 11 de
febrero de 1905, Regeneracin denunci el desenlace, centrando sus ataques
en el "enriquecido esclavista Audomaro Molina Sols" y refirindose a la
denuncia de Canch como una carta "de la que hablamos oportunamente".
La carta en cuestin, contrario a lo que dicen Wells y Joseph, no parece
haber sido publicada por el semanario de los Flores Magn, que se limit
a sealar "los tratamientos que reciben los peones de este opulento
hacendado" y "extractar lo ms culminante de esta relacin [de denuncias]
para conocimiento y horror de nuestros lectores", en un artculo publicado
el 17 de diciembre de 1904 y no en "January 1905" intitulado
"La esclavitud en Yucatn" y no "La cuestin social en Yucatn
Existe la esclavitud en la Pennsula", como sealan los autores citados.

del lunes 19 de enero de 1903 [?]. A reserva de futuros comentarios,
hay que advertir que el Diario presenta algunas dificultades, pues sus
entradas, si bien escritas en una libreta con la fecha de "1903" en la
portada ("The National Diary, 1903"), no indican las fechas precisas,
sino que se inscriben bajo el dato (mes y da) que la libreta trae impresas.
El problema surge cuando el Diario se contrasta con las cartas escritas a
la familia ("Letters from the Field"), pues informaciones registradas en
estas ltimas como siendo, por ejemplo, de 1904, se encuentran, con una
redaccin levemente diferente en el Diario presuntamente escrito en 1903.
Hay incluso entradas con fecha de "May 13" (p. 133), cuando, segn sus
Reports, el nico 13 de mayo que Tozzer pas en Mrida fue el de 1905.
Siempre queda la posibilidad de que Tozzer no se haya preocupado con
la correspondencia entre sus anotaciones y las fechas impresas del Diario,
y que haya incorporado notas de aos diversos, lo que, si bien aceptable,
es extrao en un antroplogo profesional bien entrenado y tan cuidadoso
en el registro de sus observaciones cualitativas. Por otro lado, las "Letters
from the Field", que parecen ms confiables, pues ellas s consignan
con claridad las fechas (si bien bajo una misma fecha se encuentran
cartas de das consecutivos), estn mecanografiadas, lo que indica una
transcripcin de los manuscritos originales y, con eso, posibles omisiones
o errores de lectura y otros. Por ejemplo, en el vol. o hay cartas de enero
de 1904 fechadas en Mrida, pero el Report de Tozzer correspondiente a
esa temporada indica que de enero a abril de ese ao estuvo en Chiapas,
viviendo con familias lacandonas. Vase Tozzer, "Report of the Fellow",
p. 54. Pero como lo que interesa en general es la calidad de la informacin
y no tanto la exactitud del momento en que fue registrada a no ser en

When one sees the great wealth displayed here in this city, hou
ses filled with ornaments brought from Paris, people riding in
the most expensive carriages, and wearing creations of the New
York and Paris dressmakers, diamonds spread on at random,
and all obtained where? From the poor Maya Indian who is
ground down to slavery and kept there by the haciendados [szc]
who are allowed to force serfdom on their servants owing to the
laxity of enforcing the laws which prohibit slavery. Each owner
is taxed ten dollars on every bale of henequen which leaves his
plantation and this all goes to paving the streets which a year
ago were flowing rivers rather than anything else. In return, the
government has entered into an agreement with the hacienda
dos [szc] whereby the law against slavery is not enforced and
all run-away servants are caught and taken back to their virtual
owners. In the end, therefore, the plantation makes more than
enough to pay the added tax as all the servants are kept more
steadily at work in terror of the new force of the law.174

esclarecer, entre otras cosas, quines fueron los principales
protagonistas que participaron, tanto en el bando rebelde
como en el que defendi al gobierno establecido, as como
las causas y motivaciones que los llevaron a definir su postu
ra. El anterior planteamiento problemtico me llev a tener
que elaborar una semblanza biogrfica y una revisin de la
actuacin poltica y militar de cada uno de estos personajes
en la etapa previa a su participacin en el proceso estudiado,
el cual como se sabe convulsion al estado de Michoa
cn y a todo Mxico.

cadas en el patronato y el clientelismo eran demasiado fuertes, por
lo que el gobierno y la administracin eran indisociables de un sis
tema de intercambio de favores y servicios. Para el valido del rey
los Consejos adolecan de falta de obediencia y capacidad resoluti
va, sus ministros estaban "consentidos, enseados a no ejecutar o a
ejecutar flojamente y sin tiempo". Por lo tanto, si no poda evitar
los, no le quedaba ms alternativa que manipularlos. El autor dice
echar de menos estudios sobre las dinmicas cotidianas de traba
jo del Consejo, es decir, investigaciones que ahonden en los meca
nismos informales y su manipulacin. Es verdad que estamos en
espera de esos trabajos. Sin embargo, no son inexistentes. Algu
nos, de reciente publicacin de este otro lado del Atlntico, han
escapado a la atencin de Arrigo Amadori.1 En un estudio pre
cisamente sobre mecanismos informales mostr que, aun en las
causas de justicia que en principio eran materia exclusiva suya, el
Consejo de Indias se hall siempre sujeto a formas de poder no
convencionales, como las cadenas de mando personal, las juntas
especiales y hasta la presencia en la Corte de personajes con expe
riencia americana, los arzobispos, por ejemplo. Tambin adver
t que en Madrid los litigios pasaban por etapas en que una de las

Segn Crespo, "en lugar del liberalismo espaol [...] las ideas
de la independencia americana y de la revolucin francesa fueron
cruciales durante este periodo [1810-1815] de radicalizacin repu
blicana y revolucionaria" (p. 77). La cuestin en este caso no es que
algunas ideas de la revolucin de independencia de las Trece Colo
nias o de la revolucin francesa no hayan estado presentes y hayan
tenido relevancia en la Nueva Espaa, el Ro de la Plata o Vene
zuela (incluyendo el mbito neogranadino hasta la desintegracin
de la "Gran Colombia" en 1830), aunque cabe discutir respecto a
la naturaleza e intensidad de su difusin y de su "influencia", las
cuales en mi opinin han sido magnificadas en ciertos mbitos por
la historiografa "tradicional" (algo que sigue haciendo, si bien de
manera ms sofisticada, la historiografa actual). En relacin con
esto, me parece problemtico, por ejemplo, referirse a lo popula
res que eran las ideas y las instituciones de la revolucin france
sa entre los insurgentes novohispanos o afirmar que Rousseau fue
el autor que "defini el horizonte intelectual de esta generacin"
(p. 82).5 El punto ms importante, sin embargo, es el hecho de
que no hay un juego de suma cero entre el influjo gaditano y los

rutas para unir a Mxico con esa parte del mundo: Acapulco, Man
zanillo, San Blas, Guaymas, Salina Cruz y Hong Kong, Yokoha
ma y Manila y puntos intermedios como Honolulu. Mandujano
registra en 1897 el establecimiento de una colonia japonesa en
Escuintla, Chiapas, la primera que patrocin el gobierno japons
en Amrica Latina, dentro de la estrategia de hacer visible la pre
sencia nipona en el continente, y nos informa de la gran cantidad
de chinos que viajaban en dichos barcos, enganchados para traba
jar en los ferrocarriles o en las haciendas en Mxico. Las descrip
ciones de esas travesas son tan dramticas que nos recuerdan las
que siglos antes hacan los hombres que procedan de distintos
lugares de frica rumbo al continente americano. Se calcula que
en los 12 viajes anuales de estos vapores, entraron entre 4 y 9000
chinos al ao. Tal como lo seala Mandujano, los barcos de vapor
de esas cuatro compaas contribuyeron a la transformacin de
los destinos individuales y colectivos de los viajeros, como suce
de ahora con los miles de migrantes que tratan de llegar a Estados
Unidos, expulsados de sus pases de origen por las hambrunas, el
desempleo y el crimen organizado.
"Este viaje ha fracasado por el aceite espaol", titula a su diver
tido e interesante ensayo el austraco avecindado en nuestro pas,
Bernd Hausberger, actual investigador del Centro de Estudios
Histricos de El Colegio de Mxico. Bernd revis los diarios de
un profesor universitario de literatura, escritos durante el perio
do nacionalsocialista, y que al ser publicados en 1995 tuvieron un
gran xito editorial en Alemania. El profesor Vctor Klemperer
viaj por varios pases de Sudamrica y por Espaa y sus apuntes
sorprenden por su sinceridad, su antisemitismo, racismo, elitis
mo, su profundo alemanismo y excesivo moralismo. Bernd Haus
berger hace referencia solamente a los diarios de los viajes que el
profesor escribi en 1925 y 1926, acompaado de la que fue su
primera esposa. De Lisboa sali rumbo a Ro de Janeiro, y de ah
a Santos, luego a Montevideo, Buenos Aires, La Plata y Baha.

En el tomo 1 de este volumen II, dedicado al concepto de civi
lizacin, aparece una introduccin general en la que el direc
tor, Javier Fernndez Sebastin, refiere las diferencias, precisio
nes, adiciones y modificaciones respecto al primer volumen del
Diccionario, as como las potenciales lneas de investigacin de
este macroproyecto. El libro se presenta como una obra de refe
rencia y consulta sin la intencin de convertirse en una autoridad
lexicogrfica sancionadora y unvoca que pretenda establecer las
definiciones precisas de un concepto, sino que por el contrario,
tiene como objetivo revelar el sesgo polmico y polismico con
que los actores los han empleado en una poca dada. Ms all del
inters en las definiciones, recupera los mltiples significados y
sentidos de una serie de conceptos sociopolticos y sus mutacio
nes en el contexto temporal en el que fueron evocados.
Son varias las aportaciones que este segundo volumen hace
al estudio de las transformaciones del lenguaje sociopoltico de
Iberoamrica. En primer lugar, una explicacin respecto al perio
do abordado en el volumen I del Diccionario, que abarcaba de
1750 a 1850, ya que en este segundo volumen el periodo cubier
to se recorre 20 aos, y va de 1770 a 1870. Los argumentos del

518 ABSTRACTS
This article is centered on two issues. The first is the study of the
Spanish Crown's constitutionalization initiatives in New Spain
in the context of a corporate legal tradition stepped in anthropo
morphic analogies. This phenomenon includes the institution
al reconfiguration of the Spanish Crown between 1781 and 1793,
one of the key aspects of the Bourbon Reforms in New Spain. In
its second section, the article analyzes the challenges posed by
the Spanish Constitution of 1812 on the nascent treasury of New
Spain, then under the strain of a bloody civil war that prevent
ed its institutional development. This will show the diversity of
political and fiscal culture in New Spain in terms of the meanings
