1.1) SCOPE
This Section covers assembling, installing, cleaning and painting, connecting servicing,
testing and placing in operation items of 132 kV, 66 kV, 33 kV and 15 kV substations
equipment and material including but not limited to the following list:
Circuit Breakers
Disconnectors
Power Transformers
Shunt reactor
Lightning Arrestors
Earthing Transformers
Auxiliary Transformers
Earthing Transformers
Current and Voltage Transformers
33 kV GIS switchgear
15 kV switchgear
Panel Boards and Station service equipment
RTU and communication equipment
Steel structures
Miscellaneous electrical devices and general materials.
1.2) GENERAL
All the above equipment and materials shall be assembled and installed in accordance with
Manufacturer's instructions to the satisfaction of the Engineer.
The Contractor shall be responsible for the assembly of equipment and necessary
interconnection wiring.
The Contractor shall perform the following work required to complete the installation of the
above equipment.
All cutting, bending, drilling and fabrication of steel brackets, clips, and supporting
members for installation of equipment;
All required field welding;
All setting, levelling and securing in place of mounting channels, bed plates and other
equipment mounting plates;
All rigging services required for the handling and placing of equipment, including
furnishing of all required slings and other rigging;
Any cutting, bending and fitting of prefabricated items;
Supervision all cutting of concrete for clamps and anchorage, drilling for anchors and
similar work.
Excavation of cable trenches + reinstatement
1.3) INSTALLATION
1.3.1. General
Equipment with moving parts shall be installed carefully and accurately, lubricated as
recommended by the Manufacturer or directed by the Engineer, tested for operation, and
adjusted so that all parts will move freely and will function properly, to the satisfaction of the
Engineer.
Workmen skilled in their various trades shall be employed for equipment installation.
Special care shall be taken to insure that all equipment, frames, guides and structures are
installed in proper position and alignment. The Contractor shall supervise the embedding of
all metalwork in the concrete. Metal work to be embedded in concrete shall be placed
accurately and shall be supported in correct alignment and grade while concrete is being
placed and until it is set. Incidental materials including anchor bolts, etc., required for the
installation of equipment shall be furnished by the Contractor.
Anchor bolts shall be installed before concrete is placed where so specified on the Drawings.
Suitable expansion anchors and bolts may be used elsewhere subject to the approval of the
Engineer.
Surfaces of all metalwork in contact with or embedded in concrete or cement grout shall be
cleaned of all rust, dirt, grease, loose scale, and other foreign substances before concrete or
grout is placed.
1.3.3. Grouting
The Contractor shall supervise the grouting of all equipment and other metalwork to be
performed by the Corporation.
Before placing grout, the surfaces of existing concrete on which grout will be placed shall be
roughened and shall be cleaned of all laitance, loose or defective concrete, coatings, and
other foreign material by effective means followed by thorough washing. Such surfaces shall
be soaked with water prior to the placing of the grout.
Where oil for electrical equipment requiring insulating oil is shipped separately, the Contractor
shall place the oil in the equipment at no additional cost to the Corporation above the unit
price bid for installing the equipment. Insulating oil shall be tested for dielectric strength
before it is placed in equipment. Oil that does not meet the values recommended by the
Manufacturer shall be filtered or otherwise conditioned until it will pass the required test. Oil
shall be placed in equipment in strict accordance with Manufacturer's recommendations.
1.3.5. Painting
All equipment shall be shop painted, and damaged areas of paint shall be repaired as
directed by the Engineer.
1.4.1. Tests
The Contractor will conduct from time to time such tests as may be required to determine if
equipment is installed in accordance with the Specification. The Contractor furnishes skilled
or unskilled help as required. All tests shall be witnessed by the Engineer or his
representative, unless this prerogative is waived. Three copies of the verified test results shall
be given to the Engineer promptly on completion of a test.
The Contractor shall provide assistance to the various electrical manufacturer's erection and
testing engineers as required for the testing and adjusting of the electrical power and control
equipment.
All temporary bracing ties, stays and supports considered necessary by the erection
engineers shall be furnished and placed by the Contractor in accordance with their directions.
After installation, all circuits and equipment shall be tested for earth, short circuits and proper
operation. Under the supervision of the Manufacturer's engineer all relays, meters and
instruments shall be calibrated and tested and set to the satisfaction of the Engineer.
Any damage to equipment which is the result of careless, incompetent or improper handing or
installation Contractor shall be corrected or repaired promptly by the Contractor at his own
expense to the satisfaction of the Engineer.
Any defect in, or damage to equipment which is due to improper or incorrect manufacturing,
fabrication or shipping shall be reported by the Contractor to the Engineer in writing before
any changes or repairs are made, whereupon the Engineer will issue instructions for handling
necessary corrections or replacements.
1.4.2. Acceptance
This part of the Contractor's work will not be considered complete until all equipment has
been installed and tested and the results of tests have been Accepted by the Engineer.
2.1.1. Installation
The Contractor shall assemble, install and connect the circuit breakers. Prior to assembling,
the Contractor shall inspect each circuit breaker for possible damage during shipment or
transport.
Control cabinets shall be installed as instructed and the Contractor shall furnish any anchor
bolts required. After cabinets have been installed, conduits, control wiring and air-piping
connections shall be made. Breaker tanks and/or mounting frames and control cabinets shall
be connected to earthing systems.
Before putting breakers into service, all piping and tanks shall be carefully checked for the
presence of foreign materials. After installation is completed, operating mechanisms and
control and instrument circuits shall be tested for proper operation. Circuit breakers and
control cabinets shall be shop painted and, after installation, the Contractor shall repair all
damaged painted surfaces as directed by the Engineer.
The Contractor shall perform any other field test required to assure proper operation of the
equipment.
After erection and before putting circuit breakers into service, the following checks and
measurements shall be made on each circuit breaker:-
h) Mechanical operating tests. The tests shall be carried out in accordance with
IEC Publication 56-M Section 2 Clause 23.
2.2) DISCONNECTORS
2.2.1. Installation
The Contractor shall furnish all bolts, nuts, wedge washers, lock washers and other materials
required to mount switches and fuses. Switches shall be so installed that contacts will be
properly aligned and connecting rods and shafts will not bind, to permit operation by one
man. Switch structures shall be connected to earthing systems.
Operating mechanism for motor operated switches shall be installed and tested in
accordance with Manufacturer's instructions or as directed by the Engineer.
Disconnecting and earthing switches shall be shop painted and, after installation, the
Contractor shall repair all damaged painted surfaces as directed by the Engineer.
After erection and before putting switches into service the following checks and measure-
ments shall be made on each switch:
C3. TRANSFORMER
3.1) SCOPE
This section covers assembling, installing, cleaning and painting, connecting, servicing,
testing and placing in operation of Power Transformer at each substations.
3.2) INSTALLATION
The Contractor shall assemble, install and connect the Transformer and reactors. Prior to
assembling, the Contractor shall inspect the transformer for possible damage during
shipment or transport.
The Transformers and reactors control cabinets shall be shop painted and, after installation,
the Contractor shall repair all damaged painted surfaces as directed by the Engineer.
The Contractor shall perform any other field tests required by the Engineer, to assure proper
operation of the equipment.
After erection of the transformer and reactors before putting it into service, the following
checks and measurement shall be made on each transformer and reactors as applicable and
recommended by the manufacturers.
c) Measurement of resistance;
f) Checks of correct operation of on-load tap changer (for transformer), all protections,
alarms, and indication and control devices, including remote control;
j) Checks of correct wiring between cubicles, cabinets, boxes and terminal boards;
k) Checks of paint;
m) Venting of all pockets in which air may be trapped inside of tank, bushings and
radiators.
A working trial run period will be performed before formal acceptance of the transformers and
reactors.
This period will consist of the first two weeks of operation for the transformers. During this
period no damage or drawback affecting the performance required should occur. In the event
that any inconvenience occurs during transportation and erection, the affected Transformer
shall be repaired at the responsibility and expense of the Contractor after which a new trial
run period will then begin.
At the end of the working trial run period, the transformer will be officially accepted and the
period of guarantee shall date from that moment.
The treatment shall be performed with one of the two following processes:
The process shall be approved by the Engineer. Process (a) shall be applicable whenever
the nitrogen pressure in tank is found positive on arrival and fitting of accessories is carried
out in dry climate.
The contractor shall made available it oil treatment plant. The Corporation will not prvide any
oil treatmenent plant for the contractor use. So the contractor shall imort the oil treatmet pant
on temporary basis.
4.1) SCOPE
This section covers assembling, installing, cleaning and painting, connecting, servicing,
testing and placing in operation 33 kV earthing transformers and 33/0.4kV auxiliary
transformers.
4.2) INSTALLATION
The Contractor shall assemble, install and connect the earthing and auxiliary transformer.
Prior to assembling, the Contractor shall inspect the transformer for possible damage during
shipment or transport.
The earthing and auxiliary transformer and control cabinets shall be shop painted and,
after installation, the Contractor shall repair all damaged painted surfaces as directed
by the Engineer.
The Contractor shall perform any other field tests required by the Manufacturer's, to assure
proper operation of the equipment.
After erection of the Earthing and Auxiliary transformers before putting it into service, the
following checks and measurement shall be made on each transformer as applicable and
recommended by the manufacturers.
g) Checks of paint;
i) Venting of all pockets in which air may be trapped inside of tank and bushings.
A working trial run period will be performed before formal acceptance of the earthing and
auxiliary transformer.

5.1) SCOPE
This section covers erection of the following steel structures as shown on the Contract
Drawings.
5.2) ERECTION
All embedded material shall be installed under the supervision of the Contractor in
accordance with the Drawings furnished by the Engineer. All other materials shall be
installed or erected in accordance with erection drawings approved by the Engineer.
The steel structure shall not be erected on the foundations until at least 7 days after placing of
the concrete in the foundations. All base plates shall be set level, in exact position, and shall
be given full and even bearing grouted into place. All anchor bolts and base plates shall be
set accurately to the grade and alignment designated on Drawings or as directed.
All galvanized steel shall be handled with care to avoid bending or damage to the galvanizing.
Pieces bent in handling may be used only if they are straightened to the satisfaction of the
Engineer. Material on which galvanizing has been damaged shall be repaired as specified.
All connections of the steel structures shall be bolted. Welded or riveted joints will not be
permitted.
The structures may be erected by assembling in sections on the ground and hoisting
successive sections into place, or they may be built up in place by individual members at the
option of the Contractor. If erected by assembling in sections, not less than 50 percent of all
bolting in place shall be done on each section before starting another section.
All bolts shall be drawn up tight but not to such a degree as to endanger the strength of the
bolt. Only wrenches approved by the Engineer shall be used on the work, and the use of any
wrench, which may deform the nut or cut or flake galvanizing will not be permitted.
A reasonable amount of drift will be allowed in assembling but reaming for correction of
mismatched holes will not be permitted.
Final inspection of the structures will be made by the Engineer, who will mark and report all
loose bolts or other errors in erection, and will make sure that all bolts are in place, properly
tightened and locked.
All errors in erection of structures shall be corrected by the Contractor at no additional cost to
the Corporation.
All materials furnished and all work performed shall be subject to rigid inspection. No material
shall be shipped until inspection at the Contractor's plant has been made unless such shop
inspection has been waived by the Engineer, certified copies of reports of tests and analyses
have been accepted, and final shop and erection drawings have been furnished and
approved by the Engineer.
As soon as practicable after receipt by the Contractor of notice of award of Contract, the
Contractor shall submit to the Engineer one certified copy of reports of the chemical analysis
and physical tests of all structural steel and bolts and one certified copy of reports of the
chemical analysis of the zinc coatings. The cost of making all chemical analysis and physical
tests and of furnishing the certified copies of reports of tests and analyses shall be borne by
the Contractor.
Acceptance of materials or the waiving of inspection thereof shall in no way relieve the
Contractor of the responsibility for furnishing materials meeting the requirements of these
Specifications.
6.1) SCOPE
This section covers assembling, installing, cleaning and painting, connecting, servicing,
testing and placing in operation the minor equipment of the substations according to the
following lists:
- Lightning Arrestors
- 33 kV and 15 kV Switchgear
The lightning arrestors shall be installed as shown on the Drawings and properly connected
to the grounding system. The installation shall be performed in accordance with
Manufacturer's instructions.
Prior to the installation, the Contractor shall inspect the equipment for possible damage
during shipment or transport.
The equipment shall be shop painted and, after installation, the Contractor shall repair all
damaged painted surfaces as directed by the Engineer.
The measuring transformers shall be installed as shown on the Drawings and properly
connected to the control and relay panel/boards for measurement and protection purpose.
The installation shall be performed in accordance with Manufacturer's instructions.
After erection and before putting the measuring transformers into service, the following
checks and measurements shall be made:
d) Functional testing
f) Primary injection to check ratio and polarity of all current transformers and to check
continuity of the CT circuits in all protective relays, instruments and relay circuits.
The Contractor shall assemble, install and connect the switchgear. Prior to assembling, the
Contractor shall inspect each equipment for possible damage during shipment or transport.
Circuit breakers disconnect switches and fuses shall be assembled, installed on structures
and connected as shown on drawings, following Manufacturer's instructions.
The Contractor shall furnish all bolts, nuts, wedge washers, lock washers and other materials
required to mount switches and fuses. Switches shall be so installed that contacts will be
properly aligned and connecting rods and shafts will not bind, to permit operation by one
man.
After installation is completed, operating mechanisms and control and instrument circuits
shall be tested for proper operation.
The Contractor shall perform any other field test required by the Manufacturer's to assure
proper operation of the equipment.
The switchgear shall be shop painted and, after installation, the Contractor shall repair all
damage painted surfaces as directed by the Engineer.
6.5.1. General
The Contractor shall assemble and install the following panel boards and station service
equipment:
- AC distribution panels
- DC distribution panels
6.5.2. Installation
Any adjustment necessary to ready equipment for operation shall be made as directed by the
Engineer.
The Contractor shall install on panel/boards all instruments, relays, control switches, and
other apparatus furnished un-mounted. The Contractor shall mount the devices and make
necessary connections. The Contractor will not be entitled to additional compensation by
reason of minor changes and differences in the types and sizes of the equipment to be
installed. All devices shall be adjusted and tested prior to placing in operation.
The Contractor shall maintain batteries properly from the time of arrival until the time
installations are accepted by the Engineer. Battery racks and cells shall be installed promptly
in their permanent location; intercell connections and connections to outgoing cables shall be
made. Batteries will be shipped fully charged and dry, with electrolyte in separate containers.
Electrolyte shall be put into batteries in accordance with Manufacturer's instructions; just prior
to placing substations in operation Chargers shall be installed, connected and tested in
accordance with Manufacturer's instructions.
The Contractor shall repair all damaged painted surfaces as directed by the Engineer.
7.1) SCOPE
This section covers the furnishing and installation of miscellaneous electrical devices and
general materials as specified herein accordance with the Drawings.
4. Grounding system.
5. Strain and rigid buses, including all high-voltage connections within the
switching and substations.
The Contractor shall furnish all miscellaneous supplies and material such as copper pads,
tinned connectors, oxide inhibiting paste, insulating tape and compounds, solder and flux,
cable sealing compounds, fiber filler, conduit wrapping materials and connectors for making
all insulated and electrical conductor and cable connections.
7.2) GENERAL
The dead-end insulators and fittings, and the attachment of transmission line conductors and
overhead shield wires on the line side of take-off structures are not included in this scope of
work.
The Contractor, who constructs the transmission line will coil up enough wire below the
dead-end to connect to the first item of switching and substation equipment or the first
element of station wiring as indicated on substation drawings.
7.2.2. Standards
Unless otherwise specified, all electrical materials, equipment assemblies and tests shall be
in conformance with the current standard rules, regulations and specifications of the following
authorities where applicable:
In the event the Contractor wishes to furnish equipment conforming to standards of design,
assembly and testing other than those called for in these Specifications, then such standards
shall be submitted and interpreted by the Contractor to the Engineer for technical evaluation
and approval before the use of this equipment will be considered.
Prior to manufacture of any electrical equipment, the following data and/or Drawings shall be
submitted by the Contractor to the Engineer for review and approval:
Unless otherwise specifically provided for in the Specifications, all equipment, materials and
articles incorporated in the Works shall be new and of the most suitable grade of their
respective kinds for the purpose, and all workmanship shall be first class. The equipment
shall be suitably designed and manufactured for operation in a tropical climate.
Where equipment, materials, or articles are referred to in the Specifications as "equal to" any
particular standard, the Engineer shall decide the question or equality. Where required by the
Specifications or when called for by the Engineer, the Contractor shall furnish to the Engineer
for his approval the names of the manufacturers of all materials and of equipment, which he
contemplates incorporating in the Works, together with applicable performance capacities
and other pertinent information.
Machinery, equipment, materials and articles installed or used without approval shall be at
the risk of subsequent rejection.
All material and equipment shall be packed, sealed and shipped in accordance with
recognized standard practice for overseas shipment and shall be plainly marked so as to
accurately identify the contents. Labels and tags shall be waterproofed.
The Contractor shall supply all tools required for normal maintenance and repair for each item
of the Plant.
Each tool shall be new and marked with its size and/or purpose. All tools shall be suitably
arranged in metal toolboxes, except where otherwise specified, each fitted with a lock with
two keys. The toolboxes shall be marked with the name of the Plant to which the tools therein
apply.
7.3) CONDUITS
7.3.1. General
The Contractor shall furnish and install all buried, concealed and exposed electrical conduits,
conduit fittings, boxes and accessories as shown on the Drawing or as directed by the
Engineer.
The Contractor shall furnish all materials required for installing conduit, including rigid metal
conduit, electrical metallic tubing, flexible metal conduit, nonmetallic conduit, conduit fittings,
conduit boxes, outlet bodies, lock nuts, bushings, fiber filler and sealing compounds for
sealing conduit joints.
All materials for conduit installation shall be new and shall comply with these Specifications.
Conduits shall be in rigid polyvinyl chloride (PVC) when running concealed in wall or ceiling
and galvanized steel type when exposed, underground, or concealed in concrete fill. Use
flexible conduits for connections to motors or vibrating equipment. No conduit shall be
smaller than 1/2-in. diameter.
7.3.2. Installation
Conduits shall be continuous from outlet to outlet, from outlets to panel/boards, junction or
pull boxes. Slope conduit continuously toward outlet to drain properly and avoid trapping
condensate.
All metal conduits bends made in the fields shall have standard or long-radius bends, as
directed, and shall be free from kinks, indentations or flattened surfaces. Metal conduit bends
made in the field shall be bent cold to prevent damage to the protective coating.
Burrs and sharp corners at the end of each piece of conduit shall be removed with a taper
reamer. The threads of all embedded conduit joints shall be covered with red lead or an
approved non-insulating sealing compound and shall be tightened securely to prevent the
entrance of moisture and any foreign material. The completed joints shall then be entirely
covered with an insulating varnish to protect wrench marks from corrosion.
Joints between conduits and terminal or junction boxes in outdoor installations shall be
watertight.
Rigid metal conduit, conduit boxes, and fittings which are embedded in concrete shall be held
securely in position while concrete is being placed, and all concrete shall be cleaned from the
inside of conduits and conduit boxes after the forms are removed. The ends of the conduit
shall be protected to prevent entrance of concrete or other foreign material.
Conduit concealed in concrete fill shall be approved as to locations, proper bends and rigidity
of supports before fill is poured.
If conduit has to be installed underground and not encased in concrete, it shall be painted
with asphalt and allowed to dry thoroughly before being covered with backfill.
Exposed conduit must be properly fastened to wall, ceiling etc. with galvanized clamps at
intervals not greater than 2m. Wooden plugs inserted in masonry or concrete shall not be
used as a base to secure conduit supports.
Galvanized steel fish wire shall be provided in all empty conduits at completion of work.
Provide cast iron or concrete pipe sleeves for conduits or cable passing through exterior
walls. Make sleeves watertight with oakum packing and caulked lead joints on both sides of
the walls.
Lock nuts, bond nuts, and bushings shall be installed on boxes and cabinets to provide a
ground circuit and to protect wires from abrasion.
All metallic conduits shall be grounded. A group of conduits may be bonded together and a
single tap provided to the ground bus.
The routing of all conduits in substation steel structures shall be determined by the
Contractor, subject to the approval of the Engineer.
Conduit, boxes, panels and all other electrical equipment shall be supported on approved
types of galvanized wall brackets, ceiling trapezes, strap hangers, or pipe straps, secured by
means of toggle bolts on hollow masonry units, expansion bolts in concrete or brick, machine
screws on metal surfaces and wood screws on wood construction. Nails shall not be used as
the means of fastening boxes or conduits.
Joint of nonmetallic conduit and fittings shall be tightened securely and shall be thoroughly
covered with an approved sealing material before coupling to prevent leakage. After coupling
each conduit should be painted with an approved sealer.
Conduits and fittings, which are embedded in concrete, shall be held securely in position
while concrete is being placed, and all concrete shall be cleaned from the inside of conduits
after the forms are removed. Neoprene sealing rings are to be used in nonmetallic expansion
end bells embedded in cable trench walls for nonmetallic conduit entrance to cable trench.
All underground nonmetallic conduit runs shall be laid in trenches at least 0.60 m deep except
where the Engineer permits 0.45 m deep, and with 0.15 m of rock free backfill. Where a
concrete envelope is specified under driveways the depth will be as specified.
7.4.1Installation
The Contractor shall install all wires and cables as required by the Drawings
Sufficient length shall be left at the ends of wires and cables to make connections
conveniently to equipment, fixtures and devices. Unused conductors at the ends of a multi-
conductor cable shall be retained in a length equal to that of the used conductors, if
practicable.
Wires and cables shall not be pulled into conduits until the conduit runs have been cleaned
and are free from obstructions and sharp corners. A clean, dry tight-fitting rag shall be drawn
through the conduit immediately before installing the wire or cable. No splices shall be made
in wires and cables except in boxes. Where a lubricant is needed as an aid to the pulling of
wire or cables, only soapstone or other approved materials not injurious to the wire or cable
sheath shall be used.
Any wires or cables damaged during installation shall be removed and replaced with
equivalent wires or cables at the Contractors expense. If fish tapes are used in metal
conduits they shall be fitted with terminal bails to avoid damage to interior finishes.
All cables shall be marked at each end. Methods, which will give permanently legible tags,
may be submitted for approval by the Engineer.
Panel/board and switchboard wiring shall be permanently supported and clamped to prevent
loosening or shifting.
All runs, connections, soldering, and taping of wires and cables shall be made carefully and
neatly. Soldieries type terminal lugs and connectors shall be used for joining or connecting all
wires or cables. All vertical cables shall be suitably suspended from approved cable grips or
hardwood clamping blocks.
7.5.1 Installation
The equipment and methods used shall be subject to approval by the Engineer. Joints,
splices, or repair sleeves in buses installed in tension will not be accepted.
Particular care shall be taken to ensure that cables do not become abraded. All sections of
cable damaged by the application of gripping attachments will be considered as damaged
materials. Specific instructions and Drawings not included herein, which are necessary to
complete the strain bus installations, will be furnished by the Engineer.
Buses shall be of standard radius and installed so that stresses on bushing and bus
support will be reduced to a reasonable value, as shown on the Drawings. Bends shall be
free of kinks, indentations, or flattened surfaces. The number of splices shall be held to a
minimum.
All contact surfaces shall be cleaned before making connections. Care shall be used to
avoid damage to any plate surface. Contact surfaces of aluminum cable, tubing,
connectors, terminals, etc., shall be cleaned by wire brushing vigorously through a film of
No-oxide A, penetrox A, or similar contact paste. After wire brushing additional paste shall
be applied to contact surfaces before connections are completed. When making
connections between copper and aluminum, particular care shall be taken to insure that
both surfaces are free of oxides. Exposed edges of copper and aluminum pads in contact
shall be liberally coated with paste. Excess grease on exposed surface shall not be
removed. Bolts and nuts connecting aluminum terminal to copper terminal pads shall be of
high strength aluminum alloy or galvanized steel and shall be difference in coefficient of
expansion of the two metals. Galvanized steel bolt heads and nuts shall be coated with
contact paste after assembly. Torque wrenches shall be used in accordance with
Manufacturers instructions for tightening aluminum bolts.
Welded connections shall be made using welding type filling similar to those made by
Burndy Company approved equivalent.
The contractor shall employ only skilled workmen who have had not less than 6 months
experience as welding operators on work similar to that covered by these specifications.
Before being permitted to perform any production welding, each welding operator shall
furnish satisfactory evidence to the Engineer that he is capable of meeting the requirements
of the filled-weld soundness test of the standard Qualification for welding procedure and
welding operators, section IX of the ASME Boiler Construction Code.
If in the opinion of the Engineer the work of any welding operator at any time appears
questionable, such operator shall be required to pass another qualification test.
7.6.1. General
A Earth mat of bare, stranded copper cable, sized as indicated in standards for Earth
Conductors, connected at each intersection by use of the Cad weld (or similar), process,
and laid out as shown on the Contractors Drawings, shall be installed not less than 0.40m
below established elevations of the sub grade switching and substation yard. Where buried
Earth cables are to be placed under structures, the cable shall be buried in the earth at least
80mm below the bottom of the structures and shall be placed prior to construction of the
structures.
Electrical equipment and steel structures installed in switching and substation yards and
buildings shall be connected to Earth mats with cable. At least two paths to Earth shall be
provided for all major equipment.
The Contractor shall furnish bare, stranded copper cable, cable connectors and clamps,
materials required for the cad weld or similar process, Earth rods and necessary
completed Earthing system.
7.6.2. Requirements
The overall resistance to Earth of the Earthing system at each station shall not exceed 0.5
ohms by measurement or as directed by the Engineer. The resistance of fence Earth
system, where not connected to station Earth mats, shall not exceed 5 ohms by
measurement or as directed by the Engineer. Measurements of Earth resistance shall be
made by an approved method.
7.6.3. Installation
The main Earth mat shall be placed inside the fence lines. Earth rods shall be installed and
bare stranded cable shall be installed in cable trenches and shall be connected to every third
rack support using connectors furnished by the Contractor. All electrical equipment, steel
structures, cabinets, etc. shall be connected to the Earth mat using bare, stranded copper
cable as shown on the Drawings or as directed by the Engineer.
Fence shall be grounded as shown on the Drawings. All paint, scale and enamel shall be
removed from points of contact on metal surfaces before Earth connections are made.
Soldered connections will not be accepted.
Test stations for sectionalizing Earth systems for testing shall be installed where indicated on
the Drawings.
7.7.1 General
7.7.2 Materials
Lighting fixtures shall be outdoor types, high-pressure sodium. The quantity and size of
lamps shall provide a minimum illumination level of 50 lm/sq.m.
7.8.1. General
The contractor shall install single and 3-phase plug receptacles in station areas as directed
by the Engineer.
7.8.2. Materials
Outdoor outlets shall be single-gauge, single phase 15A or three phase 25A, surface
mounted, 600 V ac, grounded through the extra pole and shell. They shall be of a type
approved for current interruption, having a separate arc-quenching chamber for each pole
so designed that the arc is broken before the plugh is completely withdrawn from the
receptacles.
7.9) TESTS
7.9.1. General
All electrical equipment, materials and supplies furnished by the Contractor under these
Specifications shall have passed adequate routine factory tests. Field tests shall be made
by qualified personnel approved by the Engineer, and shall be made on electrical
equipment or on each electrical installation or system as specified below, or as
conformance with the Specifications.
The Contractor shall furnish all apparatus, materials, labour and facilities for performing the
required tests. Corrections for any defects shall be made by and at the expense of the
Contractor to the satisfaction of the Engineer.
The Contractor shall give the Engineer notice at a reasonable time in advance of all tests
(except continuity tests) so that the Engineer or his representative may witness them.
Apparatus, materials, test facilities and methods used for conducting these tests shall be
subject to approval by the Engineer. Records of all tests (except continuity tests) shall be
kept by the Contractor and furnished to the Engineer in triplicate.
7.9.2. Cables
Continuity tests
All control, metering, relay and annunciator circuits shall be rung-out or talked-out with proper
signaling devices and with all equipment disconnected at each end to indicate that the circuit
is continuous.
Resistance measurements shall be taken after installation on all wire and cable rated 600 V,
including shielded cables, but excluding communication circuits, to determine the adequacy
of the installation. Each circuit and each conductor cable shall be tested and insulation
between conductors, and between conductors and ground. Insulation resistance shall be
less than the following:
On lighting circuits the resistance may be one-half of the values given above, if lamp holders,
receptacles, switches and fixtures and connected when the test is made.
