About Incident Reports


This Incident Report was prepared by S.E.A.L. Security Solutions, LLC for the Rice Military Civic Club. The
S.E.A.L. Security Dispatch Center receives calls concerning dangerous or potentially threatening situations or
activity, and observations of incidents that occurred in the area. These calls have been recorded to provide the
Rice Military Civic Club information that could impact operations and reputation.
The report is meant to be a month-long summary of notable incidents as reported in the officers daily
reports. During an officers patrol, he or she will do many things that arent recorded, including but not
limited to showing a presence to proactively ward off unwanted activity, speaking with residents about
problems and concerns, and checking out suspicious vehicles, people, and activities.

About S.E.A.L. Security


S.E.A.L. Security was contracted to safeguard residents in your community and be on call during in high-risk
situations. All S.E.A.L. officers are armed and patrol in marked patrol units. S.E.A.L. Security takes a
proactive position on patrolling and securing the community. Our expanded canine (K-9) division includes
foot patrol in your community. In addition to patrol services, our dogs are trained in drug and explosive
detection. Our specially trained experts and their canine partners can be one of the most effective and
productive security tools available to dissuade, discourage, and prevent crime. In the interest of safety, we ask
that residents do not approach the K-9 or attempt to pet them. We appreciate everyones assistance.

Sunday, September 3
12:56 am Officer responded to Gibson on a report of shots fired. Officer suspected that the shots likely
came from a home at the end of the street where earlier there had been subjects out front drinking. The
subjects were no longer there. And there was no answer at the door.

Monday, September 4
12:00 pm Officer responded to a report of a vehicle in a ditch and noted the minor incident in his report.

Thursday, September 7
12:05 am Officer on patrol on Maxie spotted a vehicle parked in a driveway with the passenger door
open; it appeared that someone had rifled through the vehicle, but there was no damage, so most likely
the door had been unlocked. Officer attempted to alert the residents, but there was no answer.

2:10 am Officer on patrol on Gibson by Shepherd spotted a male pedestrian, who, once he saw the
officer, became nervous and started walking faster. By the time the officer stopped to talk to him, he
was at a run, headed towards Shepherd. Officer immediately requested HPD (the subject was most likely

trying to check cars, as he fits the description of a suspect previously reported in the neighborhood as
doing so).

Thursday, September 21
1:37 am Officer on patrol spotted HPD driving on Gibson with spotlights. S.E.A.L. officer spoke with the
HPD officer who said he was looking for a vehicle that he had been following on Shepherd but then lost
track of. S.E.A.L. officer assisted in the search in Rice Military. They did not locate it.

Saturday, September 23
5:23 pm Officer responded to the vicinity of Utah and Cohn, regarding a male with a metal cart digging
through residents trash. The officer searched the area and confirmed he was no longer in the
neighborhood.

Wednesday, September 27
2:04 am Officer responded to a complaint of construction-type noise on the 6300 block of Hammond.
Officer determined that the noise was due to work being done on I-10 and informed the complainant.

Thursday, September 28
10:25 pm Officer on patrol spotted two HPD units at Tyne and Utah. They had just responded to what
they deemed was a false alarm, at a construction site.

Friday, September 29
1:00 am Officer on patrol by Maxie spotted an out-of-state vehicle driving suspiciously with two male
occupants. When the driver noticed the officer, he tried to act normal. The officer followed the vehicle
out of the neighborhood all the way to I-10.
