DESCRIPTION

The purpose of this Request for Quote for Information Technology (IT) Services is to provide SolarWinds solutions
deployment and training services in support of the Information Technology Services Branch (ITSB).
The following are incorporated as part of this Request for Quote for IT Services:

Requirements
You are invited to review and respond to this Request for Quote for IT Services (RFQ-
ITS), entitled SolarWinds Solutions Deployment and Training Services, for the California
Energy Commission, #12-409.00-005. In submitting your quote, you must comply with
the instructions found herein. The services required are delineated in the Statement of
Work. Please read the enclosed document carefully.
Quotes must be received no later than the date and time specified on the face of this
RFQ-ITS and in Section I.D. Key Action Dates.

I. General Information
A. Purpose
The State of California, California Energy Commission requires the services of a
Contractor to provide on-site SolarWinds solutions deployment and training services.
The period of performance for this contract is approximately one (1) month. The current
budget allocation to support the services outlined in this document is $20,000.

B. Availability
The selected contractor must be able to meet the requirements of this RFQ-ITS and be
ready to begin work within thirty (30) business days of the contract award date specified
in Section I.D. Key Action Dates. If personnel offered by the selected contractor leave
the contractors firm or are otherwise unable to participate in this contract, they must be
replaced with comparably qualified personnel who meet the minimum qualifications as
stated within this RFQ-ITS. All replacement personnel are subject to approval by the
State.

C. Period of Performance
The term of this Agreement begins no sooner than April 10, 2013 and ends no later than
July 31, 2013.
The contractor shall not be authorized to deliver or commence performance of services
as described in this Statement of Work (SOW) until written approval has been obtained
from all entities. No delivery or performance of service may commence prior to the
execution of the Standard Agreement for IT Goods/Services (STD 213IT).

D. Key Action Dates


Listed below are the key action dates and times by which the actions must be taken or
completed. If the State finds it necessary to change any of these dates, it will be
accomplished via an addendum to this RFQ-ITS.

All dates after the Submission of Quotes (date and time) are approximate and may be
changed if needed to allow the State additional time for evaluation and contract

E. Written Questions
All questions regarding the content of this RFQ must be submitted electronically on the
Bid posted on BidSync, and must be received by the Key Action Date identified above.
Questions not submitted electronically by the Key Action Date for Submission of Written
Questions or submitted in another format (i.e., via e-mail) shall be answered at the
States option.
When the State has completed its review of the questions, all of the questions and
answers will be distributed in writing electronically via BidSync to all bidders.

F. RFQ-ITS Response Guidelines


This RFQ-ITS and the Contractors quote in response to this document will be made a
part of the contract. Responses to this RFQ-ITS must contain all data/information
requested and must conform to the format described in this RFQ-ITS. It is the
Contractors responsibility to provide all required data and any other information
deemed necessary for the States evaluation team to determine and verify the
Contractors ability to perform the tasks and activities defined in the Contractors
Statement of Work.
Bids may be submitted electronically as long as the e-mail and any attachments have a
combined size of 50 MB or less by the due date state in the key action dates to
Linda.Hoffman@energy.ca.gov. (Multiple e-mails are acceptable if bid package is
large.) Bids may be submitted by mail (including but not limited to US Postal Service or
overnight services) or hand delivered by the due date state in the key action dates.
Faxed bids will not be considered.

G. RFQ-ITS Response Content


The following documents must be submitted in the RFQ-ITS response.
1. Attachment 1 - Cover Sheet
Bidder must complete and attach the cover sheet included in this RFQ as
Attachment 1.
2. Attachment 2 - Cost Sheet
Bidder must complete the cost sheet that identifies total cost per transaction as
described in the Statement of Work using the format in Attachment 2 Cost
Sheet. This cost sheet includes an entry for Optional Contract Extension Cost.
These costs would be in effect should the State exercise its option to extend the
term for up to one year.

3. Attachment 3 - Customer Experience Form


The bidder must submit three (3) references to validate experience providing
SolarWinds solutions deployment and training services for projects with similar
scope, schedule and resources to this project.
The bidder shall complete one (1) Customer Experience Reference Form,
(Attachment 3) for each reference. The descriptions of these projects must be
detailed and comprehensive enough to permit the State to assess the similarity
of those projects to the work anticipated in the award of the contract resulting
from this procurement.
The State may contact customer references during the week following
submission of Quotes to validate the information provided by the bidder and to
determine the customers overall satisfaction with the services provided.
Therefore, it may prove beneficial to the bidder to contact its referenced
customers to ensure their contact information provided on the Customer
Experience Reference Form is up-to-date and that the reference will be available
during the period of time that the State will be validating references.

4. Attachment 4 - Confidentiality Statement


The Confidentiality Statement must be signed and dated by the bidder, its
employees and subcontractor employees working on this project, and submitted
with the bidders proposal.

5. Attachment 5 - Payee Data Record (STD 204)


The successful bidder will be required to submit a Payee Data Record, STD. 204
listing their Taxpayer Identification Number.

6. Attachment 6 - CA DVBE Requirement Packet


The bidder must complete Attachment 6 and submit with its bid, if applicable.
The State has established goals for Disabled Veteran Business Enterprises
(DVBE) participating in State contracts. Please review the attached DVBE

program requirements package. Bidders must complete and return all the
appropriate pages in order for the quote to be considered responsive.

7. Attachment 7 - Bidder Declaration Form


All bidders must complete the Bidder Declaration GSPD-05-105 and include it
with the bid response. When completing the declaration, bidders must identify all
subcontractors proposed for participation in the contract. Bidders awarded a
contract are contractually obligated to use the subcontractors for the
corresponding work identified unless the State agrees to a substitution and it is
incorporated by amendment to the contract.
Bidders who have been certified by California as a DVBE must also submit a
completed form(s) STD. 843 (Disabled Veteran Business Enterprise Declaration).
All disabled veteran owners and disabled veteran managers of the DVBE(s) must
sign the form(s). Should the form not be included with the solicitation, contact
the State contracting official or obtain a copy online from the Department of
General Services Procurement Division, Office of Small Business and DVBE
Services (OSDS) website at www.pd.dgs.ca.gov/smbus. The completed form
should be included with the bid response.
If claiming the non-small business subcontractor preference, the form must list all
of the California certified small businesses with which you commit to subcontract
in an amount of at least twenty-give percent (25%) of the net bid price. All
certified small businesses must perform a commercially useful function in the
performance of the contract as defined in Government Code Section
14837(d)(4).

8. SMALL BUSINESS REGULATIONS - The Small Business regulations, located


in the California Code of Regulations (Title 2, Division 2, Chapter 3, Subchapter
8, Section 1896 et. seq.), concerning the application and calculation of the small
business preference, small business certification, responsibilities of small
business, department certification, and appeals are revised, effective 09/09/04.
The regulations can be viewed in the California Code of Regulations. For those
without Internet access, a copy of the regulations can be obtained by calling the
Office of Small Business and DVBE Services at (916) 375-4940.

9. NON-SMALL BUSINESS SUBCONTACTOR PREFERENCE - A 5% bid


preference is now available to a non-small business claiming 25% California
certified small business subcontractor participation. If applicable, claim the
preference in the box on the right hand side of the first page of this solicitation.

10. SMALL BUSINESS NONPROFIT VETERAN SERVICE AGENCIES (SB/NVSA)


- SB/NVSA prime bidders meeting requirements specified in the Military and
Veterans Code Section 999.50 et seq. and obtaining a California certification as
a small business are eligible for the 5% small business preference. If applicable,

claim the preference in the box on the right hand side of the first page of this
solicitation.

11. SMALL BUSINESS CERTIFICATION - Bidders claiming the small business


preference must be certified by California as a small business or must commit to
subcontract at least 25% of the net bid price with one or more California certified
small businesses. Completed certification applications and required support
documents must be submitted to the Office of Small Business and DVBE
Services (OSDS) no later than 5:00 p.m. on the bid due date, and the OSDS
must be able to approve the application as submitted.
Small business nonprofit veteran service agencies (SB/NVSA) claiming the small
business preference must possess certification by California prior to the day and
time bids are due.

4940.
12. At the States option prior to award, bidders may be required to submit additional
written clarifying information. Failure to submit the required written information
as specified may be grounds for bid rejection.

Each RFQ-ITS response will be checked for the presence of requirement
information in conformance with the submission requirements of this RFQ-ITS.
The department will evaluate each RFQ-ITS response to determine its
responsiveness to the requirements.

III. Statement of Work


This Statement of Work (SOW) reflects the services to be provided by the Contractor for
on-site SolarWinds solutions deployment and training services for the Information
Technology Services Branch (ITSB) staff at the California Energy Commission.

A. Overview
ITSB staff currently use the basic functions of older versions of the SolarWinds
solutions, including IPMonitor and Orion NCM, to monitor server availability, drive
usage, network availability, and network usage. These basic functions are not sufficient
to meet the emerging monitoring needs of the California Energy Commissions IT
infrastructure and network. To meet these needs the California Energy Commission
has procured additional solutions from SolarWinds including:

SolarWinds NetFlow Traffic Analyzer Module for SolarWinds Network
Performance Monitor
SolarWinds Server & Application Monitor
SolarWinds IP Address Manager
To fully realize the SolarWinds solutions functionality, ITSB will need analysis,
installation, configuration, customization, optimization, and training services from a
SolarWinds Certified Partner for the items above. These include:
Installation, setup and configuration of the monitoring tools
Documentation on how to install, setup and configure the monitoring tools
Assistance with report setup and creation
Assistance with customizations and optimizations
SolarWinds solutions training
Recommendations of additional SolarWinds solutions that may be of value in the
California Energy Commissions IT environment in the future

B. Scope of Work
Task 1 Systems Evaluation and SolarWinds Software Installation
The Contractor will provide expertise to assist ITSB staff with the system evaluation and
installation of the identified SolarWinds solutions.
These services may include but not be limited to the following:
Evaluate the current monitoring tools used by ITSB and provide analysis and
recommendations for SolarWinds solutions to meet or exceed current
capabilities.
Provide analysis and identify the requirements for deployment of the SolarWinds
solutions in the California Energy Commission environment.
Perform the network preparation to ensure all devices are configured
appropriately for monitoring and management by the identified SolarWinds
solutions.

Perform the configuration of the SQL database back-end


Perform the installation of all the identified SolarWinds products and modules
Conduct an initial network discovery and database population
Mentor and train ITSB staff during all tasks
Deliverables
Documented analysis and requirements for deployment of SolarWinds solutions
in the California Energy Commissions IT environment
Completion of all device configurations in preparation of deployment
Completion of all SQL database configuration requirements
Completion of the installation, setup, and configuration of the identified
SolarWinds products and modules
Completion of the network discovery and database population.
Provide knowledge transfer to ITSB staff
Acceptance Criteria
This task will be considered complete and acceptable when all involved staff, the
Contractor, and the Project Manager are satisfied with the completion of the system
evaluation, recommendations, and associated documentation and when all identified
SolarWinds software have been prepared, installed, configured, populated, and deemed
fully operational.
Task 2 SolarWinds Customization and Optimization
The Contractor will provide expertise to assist ITSB with the customization and
optimization of the identified SolarWinds solutions.
These services may include but not be limited to the following:
Provide analysis and recommendations for customizations that will add value to
the SolarWinds functionality at the California Energy Commission. These may
include:
o Orion views, user accounts, maps, reports and alerts
o Advanced use of views to display meaningful Business Application
Availability based on network and server performance
o Creation of custom device pollers specific to our network
o Custom Application Performance Monitor templates.
o Grouping and filtering options using custom properties
Perform the implementation of the approved customizations that have been
determined to bring the most value
Provide analysis and recommendations for optimizations that will add value to
the SolarWinds functionality at the California Energy Commission. These may
include:
o Baseline Orion performance assessments
o Identify possible bottlenecks or problems that could lead to gaps in charts
and system instability
o Optimize system performance to ensure accuracy in charts, reports and
alerts

Perform the implementation of the approved optimizations that have been


determined to bring the most value
Mentor and train ITSB staff during all tasks
Deliverables
Documented analysis and recommendations for customizations and
optimizations that add the most value
Completion of all customizations identified

Provide knowledge transfer to ITSB staff

Acceptance Criteria
This task will be considered complete and acceptable when all involved staff, the
Contractor, and the Project Manager are satisfied with the completion of the analysis,
recommendations, and associated documentation and when all identified
customizations and optimizations have been implemented and are deemed functioning
properly.
Task 3 SolarWinds Classroom Training
The Contractor will provide a qualified trainer to provide training on the installation,
configuration, customization, optimization, and use of the SolarWinds solutions. The
trainer will provide training at the Energy Commission (1516 9th Street, Sacramento,
CA) at a mutually agreed upon time. The Energy Commission will provide the training
facility and the computers for the training. The contractor must provide the software
and\or licenses for training purposes.
The training services may include but not be limited to the following:
Conduct an initial meeting with the Project Manager to finalize course outline and
schedule. This meeting may be conducted in person, as a teleconference, or in
a WebEx session
Provide onsite training at the Energy Commissions training room for the duration
of 32 hours/four days worth of consecutive training
Provide all training materials, including software to perform training
Assist Energy Commission ITSB staff with any pre-training installation which will
be required to prepare for the training session
Tailor the course material to be relevant to the Energy Commissions work
Provide an outline of the course syllabus for each of the training days
Deliverables
Qualified Instructor
Course syllabus including course objectives
Course schedule
User manuals and other necessary training materials
Completion of training to ITSB staff on the identified SolarWinds products and
modules
Provide a post training assessment form.

Acceptance Criteria
This task will be considered complete and acceptable when all involved staff, the
Contractor, and the Contract Manager are satisfied with the completion all deliverables
including:
Four days of onsite training have been provided.
All training materials, including course syllabus and objectives have been
provided.
Post training assessment shows a 70% or higher student rating of the instructor

C. Minimum Qualifications
By signing the Cover Sheet, Attachment 1, Bidder will certify all of the qualifications
below.

Bidder must include a course syllabus and/or course description for the course(s)

The Energy Commission will pay for these services as a single contract.
The Energy Commission will not pay travel or per diem cost.
The Energy Commission will be closed and no business shall be conducted on
the following State holidays:

o Monday, May 27, 2013
o Thursday, July 4, 2013

F. Payment and Invoices


Payment for services performed under this RFQ will be made upon satisfactory
completion of deliverables rendered. The Contractor shall prepare and invoice for all
contract expenses performed by the Consultant for the assigned activities detailed in
the Statement of Work. The Contractor will invoice deliverable in its entirety at the end
of the training session. The official invoice is to be submitted to the Energy
Commissions Accounting Office.

Invoices must be submitted on company letterhead stationary with the company name,

Invoices are to include the total amount owed for the work completed.

The submission of this quote does not obligate the California Energy Commission to
fund the proposed contract. If the quote is approved for funding, a contract will be

Attachment 4 Confidentiality Statement

As an authorized representative and/or corporate officer of the company named below, I


warrant my company and its employees will not disclose any documents, diagrams,
information and information storage media made available to us by the State for the
purpose of responding to RFQ-ITS #12-409.00-005 or in conjunction with any contract
arising there from. I warrant that only those employees who are authorized and
required to use such materials will have access to them.
I further warrant that all materials provided by the State will be returned promptly after
use and that all copies or derivations of the materials will be physically and/or
electronically destroyed. I will include with the returned materials, a letter attesting to
the complete return of materials, and documenting the destruction of copies and
derivations. Failure to so comply will subject this company to liability, both criminal and
civil, including all damages to the State and third parties. I authorize the State to
inspect and verify the above.
I warrant that if my company is awarded the contract, it will not enter into any
agreements or discussions with a third party concerning such materials prior to
receiving written confirmation from the State that such third party has an agreement with
the State similar in nature to this one.
