1. INTRODUCTION TO THE PROJECT.

The government of Sri Lanka has identified Homagama, Sri Lanka as the most
suitable location to be developed as the future educational hub of the country. Being
off-centered from Colombo, yet not being far from Colombo, provides many benefits
to this proposal as the suitable spaces are still available. Having the University of
Moratuwa, one of the prime institution in technical and Engineering education in Sri
lanka, already at the vicinity will accelerate the pace of this conversion. The
government of Sri Lanka (hereafter "Client") has already established the facilities for
National Diploma in Technology at Diyagama and Faculty of Engineering of
University of Sri Jayawardhanapura in this area as the first step of the master plan. As
the second step, the government has decided to implement a facility for Artificial
Intelligence at Homagama area.

A 12 acre land has been identified for the proposed faculty of Artificial Intelligence at
Homagama. The land is already occupied with several buildings which had been used
as an international school. The necessary new buildings will be constructed whilst
making use of existing buildings and other facilities for appropriate functions.

Department of Civil Engineering of University of Moratuwa has been entrusted to

represent the Client for the project. The Department of Civil Engineering has
appointed a team of six engineers who are currently involved in the Masters degree
course to handle the project (hereafter "Project team"). This clients brief is produced
by the Project team elaborating client's requirements and other necessary information
regarding the project for those who involve in the design of the structures of the
project.

2. BRIEF INTRODUCTION TO THE LAND AND STRUCTURES

The land is about 12 acres in size and located beside of the Homagama - Diyagama
road. The land is sloping to the rear side and a canal marks its rear boundary. An
auditorium, an administrative building, a group of building for hostels, a play ground,
an open air theater are the main structures among the existing buildings and facilities.
Existing roads are still in usable condition connecting existing facilities and buildings.
Hence new structures are proposed to utilize the existing road network while

Design Project, MSc 2016/2017 (UOM) | Client Brief-Group #3. 1

introducing new roads where necessary to minimize the cost for the road construction.
Six main structures have been identified to accommodate the requirements of the
institution as listed below and the master plan attached as Figure-1.1

1. An access bridge for vehicle movement

2. A seven-storied building to For Exhibition Gallery and Research Labs
3. A wide span building for gymnasium
4. A swimming pools
5. A grandstand for the existing playground
6. A footbridge

3. GROUND CONDITION AND GEOTECHNICAL PARAMETERS FOR
SUBSURFACE LAYERS

Six bore holes have been done at the proposed locations for the six structures. All
boreholes were advanced to the bed rock. Standard Penetration Test (SPT) were
carried out at 1.0m intervals up to 5m and 1.5m intervals thereafter to assess the
relative densities of the underneath soil layers. This was done by driving a standard
split spoon sampler into undisturbed soil under the impact of 63.5 kg hammer falling
through a height of 760 mm. The SPTs were performed in accordance with BS 1377:
1990: part 9 and the results are interpreted in the boring logs at the relevant test depths
as given in Annexure 1. Residual soils, lateritic soils and completely weathered rock
layers are found subsequently till the bedrock. Geotechnical design parameters for
sub-surface layers are given in Table 3.1 for the purpose of identifying the foundation
configuration and appropriate levels.

Table 3.1 : Summary of geotechnical design parameters

3.1. Borehole details

Six boreholes were advanced at six structure locations. The borehole number with
respect to the relevant structure is as follows. Borehole logs are given at Annexure 1.

Borehole No 1 - Gymnasium

Borehole No 2 - Grandstand

Borehole No 3 - Swimming pool

Borehole No 4 - Vehicle bridge

Borehole No 5 - Footbridge

Borehole No 6 - Seven storied building

Design Project, MSc 2016/2017 (UOM) | Client Brief-Group #3. 4

3.2. Recommendations for foundation

Uniaxial compressive strength shall be taken as 78 MN/m2. Further recommendation

for different structures are given in the Annexure 1.

Appropriate or most suitable foundation type shall be determined by the designer.

Following allowable bearing capacities shall be taken for relevant soil layers for pad
footings and spread footings. But the designer has freedom to use different bearing
capacities with reasonable arguments. Designer has to determine the bearing
capacities for different foundation arrangements.

Allowable bearing capacity - in general

Foundation at Residual soils and lateritic soil - 150 kN/m2
Foundation at completely weathered rock - 200 kN/m2

Design Project, MSc 2016/2017 (UOM) | Client Brief-Group #3. 5

4. DETAILS OF PROPOSED STRUCTURES

4.1. Access bridge for vehicle movement - Engineer in charge : W.P.R Indrajith

4.1.1. Introduction

Length of the existing slab bridge at the entrance is 30m, which is having four
spans. Since the bridge has deteriorated badly, a new bridge has to be
constructed.

4.1.2. Client's requirements

1. A bridge carrying two 3.5m wide traffic lanes and footpath of 2m wide. 2m
wide footpath can be divided into equal two footpaths and can be placed at
discrete locations as well.
2. Maximum gradient of the vertical profile shall be limited to 1:50 for all the
vehicular ramps, whereas pedestrian ramps can be increased up to 1:8.
3. After removal of the existing bridge with its approaches, a stretch of 40 m
is available for the proposed bridge. Hence the designer shall only be
allowed to make changes to the horizontal and vertical alignments within
the 40m stretch. Thus the existing road of either side of the bridge (having
finished road level of +100.00m) has to be utilized without any alteration.
4. Minimum of 15m clear canal width should be maintained while placing any
intermediate pier.
5. The existing road finished level is +100.00 m and it has been found that the
high flood level of the channel as +99.50 m. No element of the bridge deck
or the superstructure shall be kept lower than the high flood level.
6. Headroom required for road vehicles can be limited even up to 3.5m from
the road finished level.
7. The existing telecommunication tower has to be in operation during the
period of bridge construction as well. Hence no interference with its
foundation shall be allowed, while ensuring the safety of the tower and its
foundation due to the construction of the new bridge.
8. Cost for the bridge will not be a constrain, if the designer can come up with
an iconic bridge.

Design Project, MSc 2016/2017 (UOM) | Client Brief-Group #3. 6

4.1.3. Loading
Vehicle traffic loading - Follow - BS5400: Part2: 2006
Footpath loading - 4 kN/m2
Wind loading - Follow - BS5400: Part2: 2006
Loading due to earthquake is not necessary to be considered.

4.1.4. Soil Conditions

First soil layer is a dark brown sandy soil layer extends up to about 2m. Then a
reddish lateritic soil layer is present up to the depth of 9m. Then a weathered
rock layer is there till the depth of 13 m which is followed by bed rock. The
Borehole log is presented under annexure 1 of the report. As a summary,
geotechnical design parameters are given in table 3.1. Designer can use
following allowable bearing capacity values if a shallow foundation is
considered.

Allowable bearing capacity - in general

Foundation at Residual soils and lateritic soil - 150 kN/m2
Foundation at completely weathered rock - 200 kN/m2
