This is to certify that Mr. Akhmad Baiquni Muhaemin is a government official of

the Republic of Indonesia and has been selected as a fellowship recipient under the
Professional Human Resources Development IV (PHRD-IV) to pursue a Masters
degree under the sponsorship of the National Development Planning Agency
(BAPPENAS), Republic of Indonesia, funded by a loan from the Government of Japan
through Loan IP-568.

In this connection, the Government of Indonesia will provide the round-trip airfare
beetween Indonesia and Japan, monthly allowance, tuition fees, various allowances and
insurance to support the above mentioned recipients study in Japan for the duration of
the program in Japan from September 2016 until the completion of the program in 2018.
