1st Technical Working Group (TWG) meeting on House Bill No. 4892 re: Virtual One-Stop Shop chaired by Rep. Rodel M.
Batocabe

HIGHLIGHTS:
House Bill No. 4892 titled AN ACT ESTABLISHING THE VIRTUAL ONE STOP SHOP FOR THE PURPOSE OF STREAMLINING
THE PERMITTING PROCESS OF POWER GENERATION PROJECTS.

The bill proposed to address the lengthy permitting process by (1) eliminating duplication, redundancy, and
overlapping mandates of various government agencies in documentary, submission and process, (2) supplying an
online platform for government agencies to approve applications as well as coordinate and share information, and (3)
providing a paperless processing system which serves as single gateway for new power generation developers to
access all information necessary to comply with requirement.

In this regard, The Committee on Energy conducted its 1 st Technical Working Group (TWG) meeting on House Bill No.
4892 last September 20, 2017. The TWG meeting started at 3:00 PM and chaired by the TWG Chairman Rep. Rodel M.
Batocabe which then asked each public and private sector representatives to share their views and comments
thereon. As such, below is the short summary of what has been discussed in the meeting:
1. All the representatives supports and has no objections regarding the bill
2. It was proposed that not only Generation Projects but Transmission and Distribution Projects to given the same
priority to ensure quality service to consumers
3. DOE and ERC will eliminate their overlapping requirements
4. TransCo would like NGCP to be included as one of the agencies involved in the permitting process under Section 3
5. Other agencies suggested to send their position paper regarding on the mater on a later date

MERALCO also presented and discussed the current lengthy permitting process of energy project on which the
government agencies needed to be addressed.

With no other comments from the participants, the TWG meeting was adjourned at 4:00 PM.

The TWG Chairman Rep. Rodel M. Batocabe instructed TransCo to submit position paper regarding on the matter.
