LEGAL BASIS

RATIONALE

RA 7160 or the Local Government Code also put emphasis on the role of women
in community development. It has a provision for womens representation in local policy
making in the provincial, city, municipal and barangay councils. Section 16 and 17, the
Code requires LGUs to promote general welfare and provide basic services and
facilities for their constituents, including the discharge of devolved responsibilities
pursuant to the Code. To make this operational, the Department of the Interior and Local
Government (DILG) has joined the National Commission on the Role of Filipino Women
(NCRFW) and the Department of Budget and Management (DBM) in issuing a Joint
Memorandum Circular No.2016-01 giving guidelines on how the GAD approach can be
incorporated in the local planning and budgeting system through formulating GAD
Plans.

The performance of LGUs is measured in terms of how they practice good


governance as the process by which communities address their own needs, problems
and priorities through more responsive and accountable local governments. Given this
definition, LGUs cannot achieve good local governance without being transparent,
participatory, equitable and gender responsive. The following are the reasons why
gender responsiveness can attribute to the practice of good local governance.

LGU should give priority to client-focused GAD activities. However, LGUs that
are in early stages of gender mainstreaming shall give premium to capacity
development of the GAD Focal Point System and/or similar mechanism and LGU
employees on GAD concepts and principles.

In Municipality of Talalora, GAD activities like Gender Sensitivity Orientation and


Capacity Training for the members of the GAD Focal Point System (GFPS) is timely,
essential and necessary.

OBJECTIVE

To orient the participants of Basic GAD concepts and principles, and GAD related
laws.
To prepare, accomplish and submit 2018 Gender Plan and Budget as
prescribed by JMC No.2016-01
