The Right Shape of Government

Abstract

The description of the model, as well as the writing of the


paper, is made in present tense because it bases on projects
which are already being done in separated and random forms
and that need only an organized structure to be better availed
by the worlds population.

The objective of the present model is to propose a global


based structure that is capable to cope with the current
challenges that humanity is facing today. However, there cant
be any facing of todays challenges without the changing of
mankinds mind to face them.

But one cannot change peoples mind without freeing them


from the chaotic system in which they live nowadays. There
has to be a change more profound and that needs to be done
in their way of life by giving the opportunity for them to
experience a more humane capitalism system with bartering
included. Only that may change peoples view on warfare,
climate change, human activity, ecosystems maintenance,
pandemics, geo-engineering and artificial intelligence among
other topics.

People are already working in separated locations doing the


similar works but with the same goal. The present model is to
identify what is already being done and replicate it throughout
the planets regions that may be willing to receive it.

Summarizing, then, the model is based in the work of the


individual toward a collective goal being rewarded by it. It is
meritocratic structure which uses a hybrid resource and
finance system of Technocratic capitalism with Barter or
Swap, whenever possible, trying to access the value of the
work being done with the objective to develop new materials
and markets for them.

Being a non-political model, it is structured trough an


association of private companies and non-governmental
organizations which may create a Organization which would
have branches in as many countries as possible with the
objective to prospect, in them, products, techniques, services
and markets which can be traded with other countries.

The main idea is to create, organize, coach, implement and


develop COOPERATIVES for production of items and services,
as well as markets for them, aiming a better integration of
mankind with its environment and addressing before-hand
problems that may cause global challenges.

The funding and resources of the structure may come from


Private companies as well as non-organizations willing to
create partnership with the Institution in order to invest in
projects, programs and services that benefit the environment,
as well as the locals that live in it. The profit comes from the
production of items and services by the cooperatives and by
having new markets created for the cooperatives product and
service commercialization.

Basically, the organizational structure of the model is by the


creation of Executive cells in places that can be explored and
developed commercially. Those cells will implement the
services being supervised by a Regional office that answer toa
National office responsible for the identification of materials
and items to be explored and marketed always following the
strategy of a International board of directors.

All of the organizations operatives and directors may be


chosen by its own merits according to very strict recruiting
applications so they are proactive in their work so the lack of
product, material and service may be solved in the planet.
Description

We cannot consider the installation of a right shape o


government if we first do not consider a new way of looking
into todays mans life in itself. Here, it is interesting to quote
Daniel Dennet who says:

Consider termite castles that look like a monumental Gaudi


church. Termites collectively have the competence to build complex
castles without comprehending what theyre doing. Smart-seeming
higher-level competence and complexity are caused by following
dumb lower-level steps.

Resuming, he is comparing termites with todays human kind


which, although having competence, has no comprehension of
what they are doing. By not having no other information or
knowledge he implies that evolution is based on an algorithm
representing a dumb process-logic from which arises all the
intelligence and complexity of all living systems.

He goes further to say that evolution exists in a different way


than gravity since they differ ontologically or, in the nature of
their being or existence. In his words:

Both cause changes in the world, but forces like gravity


operate directly via intrinsic physical properties (having simple
algebraic relationships), but evolution is a complex algorithmic
force(that emerges and operates indirectly, systemically).

In other words, for him, since physical processes are simpler


they do not have the richer information that algorithmic process
have because he thinks that they require sequential steps, and are
built from iterative if-then-else logic.

However, what is missing in Daniels thought is the


understanding that both, the physical and algorithmic forces
or processes are part of the same process which is the main
process of life itself: beginning, middle and end. Life is
originated from two physical properties: heat and light, from
which derive all others properties, when they interact with
gravity.

So, to evolve, something must be created first and that is the


initial step that originates the algorithmic step producing the
final step. This initial process is not dumb but the divine
interacting in every living thing and showing us what can be
understood by a miracle. It is the observation of the physical
environment that lead us to develop thought (algorithmic) and
its expressions. Also, the iterative if-then-else logic does not
apply to human kind since we are not machines that are
programmed. We may develop programming codes but we do
not use them in our lives because we are led by our emotions
which do not include the if-then-else logic or everybody would
know what to do and how to do better.

A better comparison with mankind then, instead of termites,


would be the bees. Termites, even if they important for
ecology because of their work in the recycling of wood and
plant matter, represent the ending step in lifes process while
the bees represent the initial step since pollination is
important both ecologically and commercially. Also, according
to Virgil's Georgics, bees would resemble man in the sense
that they labor, are devoted and give their lives for the sake of the
community but, as they lack the arts and love, in spite of their labor,
the bees perish and the entire colony dies.

This is the core values of the present proposed model for a


righteous type of government. We should take the example of
the bees, with the addition of arts and love, to develop a
worlds system where everybody can work and prosper in
harmony with a common goal: the development of human
condition as well as nature and animal preservation. It may
seem difficult but it can be made.

The central idea of the model is to implement a replication


process just like the one we have in our own DNA. In other
words, this process would replicate good techniques, works
and experiences from different regions of the world and
transfer them to others, which are in need.

The model is, then, based in the work of the individual toward
a collective goal and is rewarded by it. So, it is a
MERITOCRACY scheme using a hybrid resource and finance
structure of TECHNOCRATIC CAPITALISM with BARTER/SWAP
which is based in the value of the work being done with the
objective to develop new materials and markets for them.
The model would be structured through a process of
association of companies and non-governmental organizations
which can found an INSTITUTION, ASSOCIATION,
FOUNDATION or a private NON-GOVERNAMENTAL organization
which would have branches in as many countries, and its
regions or districts, as possible, with the purpose to prospect,
in them, products, techniques, services and markets which can
be traded with other countries regions and districts as well as
organize, coach, implement and develop COOPERATIVES for
production, services and markets with the aim of better
integrating man with the environment by addressing before-
hand problems that may cause global challenges.

The finance and resource of the structure come from


MULTINATIONAL / PRIVATE COMPANIES and NON-POLITICAL
ORGANIZATIONS which could be persuaded to invest in
projects that benefit places, people and production with the
profit coming from the opening of cooperatives and new
markets for product commercialization as well as the
enlargement of its social services, providing community aid.

The idea is to show to the business sector that it has a much


better return investing in the integration of people with the
places they live by identifying local natural resources which
could be exploited for the well being of both the people and
the environment.

This is a much better use of the investment made today in just


the advertising of products and marketing of brands. It would
show people that the company is actually doing something to
contribute for the welfare of people and to the preservation of
their natural environment.

The organizational structure for the creation of the proposed


and planned institution, or model, is through the
establishment, or foundation, of EXECUTIVE CELLS in places
pre-identified by having already specific resources being that
material or workforce that can be explored, developed or
improved or taught in order for the place to evolve
commercially. The cells implement the services according to
an oversight of a REGIONAL OFFICE which receives, reviews
and define where, when, how and which job, work and service
is to be done. The research of the local in which materials are
to be explored and marketed, as well as the management of
resources for the completion of the job/work/service needed,
is the responsibility of a NATIONAL OFFICE working to apply
the strategies, decisions, conclusions and solutions of a
INTERNATIONAL BOARD of directors chosen by its own merits
to perceive, feel, analyze, evaluate, plan, suggest, design and
arrange the ways, resources and funds for the materials be
bartered or commercialized internationally according to the
global need of supply, solving this way, the lack of materials
in the different parts of the world.

More specifically, the Executive Cells are to be responsible for


the organization of the locals in Cooperatives with the aim to
execute a joint and objective action for coordination of the
contribution and services given by the locals in order to
obtain the useful and common result of developing resources,
workforce and markets for new products.

The Executive cells are to coach and teach the locals into new
forms of subsistence and work applying the methods indicated
by the Regional and National offices and already approved by
the International board. Also, they are held responsible by
sending bi-weekly reports to the Regional office about the
work and the necessity for resources or markets for the
production done. The bi-weekly reports prevent the delays in
addressing any problems that may arise.

The Executive cells can be as many as determined by the


National office and the number of its operatives can amount to
a maximum of 4 people, per each cell, who are responsible for
the administration of the Cooperatives developed and have
the liberty to decide administrative problems in its sphere of
work.

The Regional office can be as many as the National office


determines in order to give a good administrative coverage to
the Executive cells. Its main purpose is the management of
the Executive cells deciding how, when and where those are
to be created as well as the elaboration of the reviews sent by
them to the National office, on a monthly report basis.

The Regional office is also responsible for contracting and


paying the operatives in its region of operation and
management of the resources be them financial of new items,
finding new markets or bartering opportunities among the
Cooperatives implemented by the Executive cells.

The Regional office can have as much as 10 operatives being 3


responsible for managing of the office, planning what need to
be done and finance of the projects and programs. Another 2
operatives are accountable for taking care of the news media
information gathering about the Cooperatives and projects
being done. Another 2 operatives are responsible for
development of propaganda about the Cooperatives, programs
and projects. There are also 3 operatives for planning and
elaboration of community aid to be executed by the cells for
the locals and coach, as well as teaching, the Executive cells
operatives, what to do.

The National office is one per country where the International


board agrees to have a branch of the foundation. Its first step
is the identification of the resources available in the countrys
regions which can be bartered or commercialized with others
countries. It also is responsible for the data collection about
the idle workforce which may be used on other parts of the
country or even in another country. The identification of the
finance resources is also a job of the International office. It
prospects the countrys multinational or private companies
which can be contacted and persuaded to provide the funds
for the development of the countrys programs and projects.

The National office is also responsible for contracting and


paying the Regionals operatives and can have as much as 20
operatives. Of all, 4 operatives are responsible for managing
the office; planning the projects and programs; development
of financing contacts with the potential investors and analysis
of the reviews done by the Regional offices as well as the
production of monthly reports for the International board,
respectively. Another 4 operatives are accountable for data
collection about interesting social-economic programs and
projects that are published by the new media. Other 4
operatives are to be responsible for contacts with the
countrys multinationals and private companies with the
objective to enroll them in the projects and programs. Another
4 operatives have the job to prepare the reports and
evaluations of the programs and projects in the country for
the International board. Lastly, there are also more 4
operatives whose job is to travel the country setting up the
regional offices and giving the necessary training for a good
performance.

The International board has its directors chosen by election


among the Institutions associated companies and
organizations, accordingly to their own merits, as people who
can analyze, evaluate, plan, suggest, design and arrange ways
for a better development of human life and nature.

The idea is to have persons that represent and is responsible


for each topic or section such as finance, environment, social
welfare, medicine, technology and communications, or news
media, so they can help with development of social and
private contacts in favor of the proposed programs, projects
and services. There are 3 directors for each topic or section
who come from the following regions in the world: Eastern
Europe, Western Europe, North America, Latin America, South
America, Eastern Africa, Western Africa, Middle East Asia,
Western Asia, Eastern Asia, South Asia and Oceania.

The directors have also 2 advisors per each topic above


described in order to facilitate their work implementing plans
to develop the chosen regions according to the global need of
assistance. The advisors have the job to screen the reports
and reviews done by the national offices as well as to provide
more information on any topic the director asks.

The founders, on an annual meeting, are the ones who will


evaluate, on a final scope, the work and services being done
by the directors and operatives and propose the acceptance of
new members. They also have the power to suggest the
dismissal, if the case, of the person who is no longer doing the
best in his/her field of work. In that case, the directors will
evaluate the proposal and act accepting or not based on their
own analysis of the persons work. Any operative can also
suggest a dismissal of a colleague to be evaluated by the
directors.

Since age denotes experience the minimum ages limit for the
Foundations employees is the following: 50 years old for the
Directors; 40 years old for the National operatives in charge of
office management, project and program planning, finance
and reviews analysis; 30 years old for Regional employees in
charge of office management, planning and finance; and 23
years old for Executive cells operatives responsible for the
administration and coaching of the cooperatives.

The recruiting of the operatives will done after the selection of


the directors board among the affiliated companies and
institutions who will choose their advisors through an open
market judicious recruitment according to the sections in
which they must work. The same will be done to all other
operatives being their wages equivalent to the open market.
The operatives will answer a questionnaire with general and
specific information on why they want the work, whether they
are willing to work in another country, what motivates them
and how they would solve some specific problems in their
areas of action, among others.

Trivial problems of the cells are solved by itself but the


regional office, the national office and the section of the
international board, related to the country, is aware also of
the problem and how it was solved. The same procedure is
done by the regional office and the national office which have
the independence of solving any problems that may arise in
their scope of work.

In this sense, it is important to remember Any Rand who


defended that one should teach solidarity instead of
competitiveness and that is what the work for the
Organization is all about because it is not just a job that is
being offered but a cause which requires responsibility from
all the people involved.

The decision-making capacity and flexibility is obtained,


besides the reviews and reports, by an intranet where all
operatives, as well as its superiors, are connected on line and
knowing what is being done in real time so to faster solve any
problems that may arise during the execution of the planning
of the programs and projects.

The completion of the process is done through identification


and information of the product and its intended market with
the objective to generate demand and production as well as
investment for such from the interested private companies.

Once the process of identification, information and investment


is done, in a global scale, it is easier to perform the Barter /
Swap of products or even workforce providing the necessary
supply chain for the welfare of both human kind and nature.

Although there are already solar powered technological trees

275 trees and are being sold to cities throughout the world by
$ 25,000 each, the model tries to address this problem in a
different manner.

So, the beginning of the model is accomplished by the


implementation, in the cities, of ecological spaces mainly in
poor areas where small plantations, crops, gardens and
orchards can be made with the intention of providing a way of
subsistence, in first place, and a way of barter, in second place
and a way of commerce in third, since the nature of the
vegetable and fruits is according to the nature of every district
and its people. Also, there is the need to create migration
opportunities for the city people to just leave the city in
search of a better life.

And the opportunity comes in the hybrid Barter / Swap


Technocratic Capitalism model, as seen in the experience of
the Mandalla Project by Willy Pessoa in Brazil, which is the
one to be used in the cities as well as in the countryside.

The Mandalla Project uses its own natural resources, making


the most of all local environmental elements (water, earth,
sun, wind, and native vegetation) and the animal creations of
the people concerned, saving means and resources, reusing
water and recycling nutrients from animal excrement and
composting, among others.

In addition, irrigation through a micro-sprinkler promotes an


average saving of 30% in water consumption when compared
to conventional irrigation. Another benefit of micro-spraying is
that it prevents soil erosion, so common in many forms of
conventional irrigation, because the former sprinkles water
widely and diffusely for a large number of plants without
concentrating intensely on local defined, while the second
tends to saturate specific sites of the earth, causing erosive
furrows. The irrigation water of the Mandalla Project provides
the soil with a great fertility, because the creation of the
animals made in the first circle naturally enriches it with
several organic compounds.

The irrigation of the plants occurs from the water of the


central tank, which is pumped and distributed by a simple
pyramidal irrigation system made up of six tubes of plastic
hose that irrigate the nine circles. The irrigation system is
made by micro-spraying, through small, flexible plastic drilled
rods of the swab type, which spray the water in a diffused,
wide and unconcentrated way, thus benefiting several plants
at the same time and avoiding soil erosion.

The physical structure of the Mandalla Project occupies an


average area of 50 x 50 meters. It consists of nine concentric
circles. Different agricultural and animal cultures are grown
around a water reservoir, which is the essential basis of the
system. And, in the case there is shortage of water in the
region, the supply of it can be made by the using of air
conditioners connected to recently created spinning solar
panels for power supply which, by its turn, can supply the
average of 80 liters per day per each air conditioner.

The first three circles are composed of a water tank where


there is a rearing of fish and small animals - chickens, ducks,
rabbits and the like. There are fruit and vegetable crops, as
well as coffee, sweet potatoes, manioc and the like. On the
edges of the third circle are cultivated medicinal and
ornamental plants.

From the first to the third circle, everything is aimed to


improve the quality of life of those who live from their own
Mandalla Project. The three circles provide almost every food
needed for the family nucleus. In fact, a single Mandalla feeds
up to about twenty people. However, these first three circles,
in addition to providing all the food necessary for the families,
promote a minimum initial economic increase, which is
achieved by exchanging or selling the surplus of production
obtained.

From the fourth to the eighth circle, the function of the crops
is the improvement of the economic condition of the families.
Farmers choose and grow a rich variety of food plants
according to local specimens and market demand. Here, the
crop is intended primarily for the exchange with others or sale
of agricultural products to industries, markets and the like.

The ninth is the circle of environmental equilibrium. It


involves the other circles and performs the functions of
protecting the Mandalla Project through fencing and
windbreaks, providing a portion of the animal feed and
inserting the Mandalla, in an ecologically balanced way, into
the surrounding environment.

This more humane capitalism can be seen also in a Detroit


project where people who earn less than $ 10,000 can own
tiny homes, a first rent-then-own model of its kind. The
program is for people who were formerly homeless as well as
low-income seniors and students recently out of foster care.
To qualify, residents must have and steady income.

The land lots can be purchased by the foundation in order to

easier to be transferred to the manufacturing and industrial
fabrics, to be used in the production of the new expected or
proposed products.

An example is the recycling of garbage and disposable


materials which is done in satellite villages or towns which are
build and populated specifically for this purpose.

There, the materials or items to be recycled or transformed


are separated to even more reduced items that are to go on to
another villages and towns also build and populated for the
end to have available workforce.

This manpower can be supplied by the overcrowded cities


population creating, then, a migration process as well as chain
of supplying material and products with a better integration
with nature, which leads to a better way of life for the people
that migrate, to work in the so mentioned towns and villages.

The transport of the materials or items is done through a


network of railroads of electromagnetic energy which

model that respects the fact that the whole determines the
behavior of the parties which in turn go marginally influencing
the whole again.

So, this is why the present model has the intention to provoke
changes in the way of thinking of the people giving them new
opportunities in life for their own subsistence and to induce
the current economic system that there is a better way of
doing business by associating its brand to social, ecological
and sustainable projects by investing in them much in the way
they do in sports teams, athletes, fairs, music shows and
alike. This opens up a whole new field of opportunities in the
development of new products and items as well as markets for
the private companies.

The influence caused by the development of a new model of a


products value exchange is according to the readiness of a
given market in starting the exchange or commercialization of
the new items and services which, in some cases, is merely
the replication of processes already established as good
examples for mankind and nature as a whole.

The hardest part in the implementation of the new model of


government is the use of current economic technocratic
system and technology which cannot be rid right away since
everything needs to have its place in space and time.
However, it is proposed a gradual change of the way of life as
per above described method.

In this sense, the gradual migration from city life to a more


de-stressing and producing country life is achieved. There,
away from the perception of the old system, the new structure
takes its place and begins to be alive.

At the same time, the city life may change with the new life
proposals, order and job offers from the country cities so the
people start to feel free in deciding their own destiny which
includes the option of a life away from the big cities where
they may find a permanent way of life they have been looking
for.

Another form of implementing the Barter / Swap process is


through the take-over of small companies by bigger ones
which, by its turn, are responsible for the opening of local
branches that implement the model of economic exploration of
the region in a more ecological way and in order to absorb the
work forces with the know-how already available to do the
job.

Such strategy provides new markets for different products


that may come from other regions, market fidelity which
contributes for an actual increase of production of current
items as well as new and brand strengthening in the local
markets for the companies.

The profit of the investing companies comes then from the


increase in production in order to supply the new markets but
also from the increase of different markets for different items
that can be commercialized.

With that in mind, the net profit margin, which is the


percentage of gain after payment of countrys taxes and
tributes, can be stipulated in 50% of the products price. This
is enough for the company to survive and to keep doing the
necessary investments on current as well as on new products
which may want to develop.

Also, there can be a stipulation of freight charge in the amount


of not more of 10% of the total gross value of the products

Arguments

The core values, along the example of the bees, is taken from
the argument proposed by Jean-Baptist Say who, in his A
Treatise on Political Economy, of 1803, explains that if you
build it, they will come. He points out that people would not go
to all the trouble of doing some good or service, unless they
intended to obtain something of equal value in return.

So, each addition to supply is accompanied by an intended


addition to demand. Moreover, the act of production creates
an additional item of value for which other things can be
exchanged. In this way, production creates a fresh outlet for
existing products (and 17 times as much production creates
17 times as many outlets). In the course of making new
goods, an entrepreneur will pay wages to his workers, rent to
his landlord, interest to his creditors, invoices to his suppliers
and any residual profits to himself. These payments will at
least equal the amount the entrepreneur can get for selling his
product. The payments will therefore add as much spendable
income as the recipients joint enterprise has added to supply.

So, in this sense, the hybrid model of resource and finance


made of Barter/Swap and Technocratic Capitalism tries to
solve the retreat of Technocracy the dream of scientific
government by a caste of wise men due to the failure of
expertise because the mathematisation of economics did not
always enhance understanding that complex decisions should
be taken free of political influence and that the complex
systems technocrats are expected to manage inevitable yield
surprises.

Here, again, we refer to the Willy Pessoas Mandalla Project by


which the lack of aliments is solved as well as the lack of life
conditions and lack of environmental care. The philosophical
basis of the project is that any family can produce its own
food with quality, productivity, social responsibility and the
exercise of citizenship.

According to Willy, much of this process starts directly with the

commercialized without prejudice of the model.

A more humane resource and finance system is nothing


without a more humane living system. The idea here is to
provide good housing projects which are environmental
integrated and ecologically approved instead of the traditional
housing system and the palliative eco-villages which are
without any comfort and way too simple. There are good
environment friendly house projects that give a person the
wish to live there and that is what needs to be offered to all
who which to leave the cities to live in them.

The trust of the model is to be given by the population as a


whole because it is for them that the model is being put into
place. As long as the population of a place sees that the work
proposed is being done accordingly, it will manifest its
approval through propaganda over the news media and
internet helping, in this way, the job of the Institution as an
