SCEM – Singapore Certified Energy Manager

RECOGNITION BY THE ASSOCIATION OF


ENERGY ENGINEERS (AEE), USA
The Singapore Certified Energy Manager (SCEM) Program is recognized
and endorsed by the US-AEE. The AEE has accorded the SCEM full
exemption for its CEM Certification requirements.

The AEE-CEM® started in 1981 and has become widely accepted


and used as a measure of professional accomplishment in the energy
management field. It has gained industry-wide use as the standard for
qualifying energy professionals both in the United States and abroad.

Candidates who have successfully obtained SCEM certification at the


professional level are deemed to have fully met the requirements of
the AEE-CEM® and are eligible to apply for the AEE-CEM® through the
SCEM Registry.

Energy Manager (SCEM) programme,
under the sponsorship of the Economic
Development Board’s (EDB) Locally-based
Enterprise Advancement Programme
(LEAP) grant to address these problems.
The SCEM programme is jointly
administered by the National Environment
Agency (NEA) and the Institution of
Engineers, Singapore (IES) under an SCEM
Monitoring Committee. The programme
is also supported by a Curriculum and
Examinations Board made up of members
from the tertiary institutions. Registration
of both Associate and Professional SCEMs
will be undertaken by the SCEM Registry
under IES.
PROGRAMME STRUCTURE
There are three (3) targeted training levels for SCEM, namely Associate Level,
Professional Level and Executive Level. All three levels are defined for the
industry and building sectors.

Associate Level
Associate level SCEM training focuses on skills training and practical
development in energy auditing work, measurement and instrumentation.

An Associate SCEM’s work scope may include the following:

A Professional SCEM’s work scope may include the following:

• Manage and supervise detailed energy audit work
• Perform detailed efficiency evaluation of energy & utility systems
• Identify and prioritise energy saving measures
• Undertake technical and financial feasibility studies
• Appraise and recommend energy efficient technologies
• Undertake project financing arrangement and negotiation
• Implement energy retrofitting projects
• Develop and implement energy policies and management systems
• Understand workplace safety & environmental management

Triennial renewal of SCEM Certification
The SCEM and ASCEM Certificates are valid for a period of three (3) years.

An application to the SCEM Registry for renewal of an SCEM certificate should


be made at least 2 months before expiry.

The applicant should have been in continuous practice in the energy


engineering and management profession on a full-time basis.

The SCEM Monitoring Committee will review the need for continual learning
periodically.
