2. Players Eligibility
The national associations are responsible for the strict observation of the player eligibility. Each player
taking part in the competition must be in possession of a valid passport or identity card of the country
for which he/she is playing, containing a photograph and giving full particulars of his/her date of birth
(day, month and year).
For U-16 and WU-16, players who are in the process of getting the nationality might take part in the
tournament, upon request to UEFA.
Please refer to the Development Tournaments Rules Overview annex for the age limits per age category.
3. Responsibilities
a. Responsibilities - UEFA
Funding:
- Full board accommodation for 20 players for each team (twin share)
- Full board accommodation for 8 staff members for each team (including bus driver, if present)
- Full board accommodation for referees, the referee observer, the technical observer and (if
applicable) UEFA staff
- Provision of a training pitch
- Costs relating to the organisation of matches
- DVDs/USB sticks of matches
- Presence of a doctor during matches
- Match kit laundry service
- Water for the teams
- Official dinner/lunch (optional)
- Transportation for teams arriving in the country by plane
Co-ordination: UEFA will act as co-ordinator between the host and the participating associations. UEFA
will assist in ensuring that the dates and the logistics for each development tournament are suitable and
will ensure that all member associations are reimbursed in accordance with the UEFA-approved budget
(applicable to host only).

Technical Observer:
UEFA will appoint a technical observer at the tournament in order to share knowledge with the coaching
teams. A technical report on the tournament will be drawn up.
Referee observer:
Please refer to the Development Tournaments Rules Overview annex.
Referees:
Regarding the appointments, please refer to the Development Tournaments Rules Overview annex.
These development tournaments serve also to develop young and promising referees by offering them
the opportunity to referee international youth matches.
No VDCs are appointed. The referees will complete a referee report.
Organisational Meeting:
An organisation meeting will be held on the arrival day. The person chairing the meeting needs to be
agreed prior the meeting. This can be the tournament director, the technical observer, or a UEFA staff
member and will address the following key points:
- match day organisation;
- approval of kit colours;
- scheduling of training sessions.
Please refer to the organisational meeting agenda template to ensure that all necessary items are
addressed.
Security:
The host association is responsible for order and security before, during and after the match.
Accommodation:
The host association will be responsible for the co-ordination and organisation of accommodation for
the participation associations. It shall also organise storage, massage and meeting rooms (can be
shared) for all teams.
Transport:
The Host Association will be responsible for arranging all internal transportation for the host team and
airport collection for visiting UEFA officials (airport pick-up, etc.). Should there be a visiting team
travelling by air, the Host Association should also organise the transport with a local bus.

Meals & drinks:
The host association is responsible for organising breakfast, lunch and dinner for the participating
associations. On the day of departure, the host association must organise lunch/snack bags for the
visiting teams. A sufficient supply of water (still and sparkling), coffee and tea must be available for the
participants at mealtimes. At all training sessions and matches a sufficient quantity of still mineral water
must be provided to the teams.
Medical service:
The host association must ensure an appropriate medical service at matches, including:
- stretchers (which must be kept by the substitutes benches);
- a sufficient number of stretcher bearers;
- an ambulance;
- medical personnel on stand-by.
Technical Filming:
The host association must film each match of the tournament from the main stand (or another suitable
location with a clear view of the pitch) and provide a DVD/USB stick to each participating teams head
of delegation, the referee observer, the technical instructor and one copy to be sent to UEFA. Those
DVDs/USB sticks must be made available as soon as possible (and by 09.00 the following day at the
latest).
Photographs:
The host association must provide UEFA with high-resolution photographs (including a group picture)
for possible use on UEFA.com and in official UEFA publications.
Pitches:
Matches can be played on either grass or artificial turf.
Training pitches:
All teams must be able to train on a training pitch with the same surface (artificial or natural grass) as the
match pitches. Training grounds can be shared by the participating teams.
Referees:
For U16-WU16 the host association is responsible for appointing young promising refereeing talents
(male for the boys tournament and female for the girls tournament). A referee observer can be
appointed by the host association (at their own cost) in order to supervise the referees and conduct a
post-match analysis meeting. For WU17 and WU18 the host association is responsible for appointing one
local referee assistant and one local 4th official (in addition to the 6 neutral referees to be appointed by
UEFA).
Balls:
At least ten match balls should be made available for each match.
Ball Boys:
To ensure the smooth running of games, the host association must provide ball boys for each match
Insurance:
The Host association is responsible for ensuring that all members of its delegation have the required
insurance.

Flags:
The host association must contact the participating associations prior to the tournament in order to
ensure that they each bring their national flag with them. Those flags are to be handed over to the host
association at the organisational meeting.
No smoking:
Smoking is not allowed in the technical area during matches.
Budget:
The host association is responsible for ensuring that it carries out all of its tasks within the budgetary
conditions set by UEFA: 40000 Euros per tournament.
Travel:
The participating Association is financially responsible for arranging all necessary international
transportation and local transportation if travelling by bus.
Visas/Insurance:
The participating Association is responsible for ensuring that all members of their delegation have the
required insurance. The participating association is also responsible for identifying any representative
who requires a visa to travel to a certain country and for taking all necessary steps in good time to obtain
such a visa.
4. Tournament Schedule

Note: Matches on Days 3 and 4 should be played between 10.00 and 14.00 in order to allow the teams to
leave on the same day.
All teams must arrive the day before their first match and leave the day of their last match. Consequently,
the host must make sure the matches on the last match-day are scheduled in a way to allow all
participating associations to leave the day of their last match.
5. Match format
Each match will comprise two halves of 40 minutes (45 minutes for WU18).
If the scores are level at the end of normal time, no extra time will be played. A penalty shoot-out will
determine the winning team (with five penalty kicks for each team - sudden death system if the score is
still equal).
Points system:
A win awards 3 points
A loss following penalties awards 1 point
A win following penalties awards 2 points
Each team may use nine substitutes in the course of the match. However, no more than three stoppages
per team to make substitutions are allowed during the second half. The use of substitution boards
(preferably electronic) to indicate the substitution of players is compulsory. Substitution boards must be
numbered on both sides.
Disciplinary matters:
A player who is given a red card will be suspended for the next match. Likewise, a player who is given two
yellow cards during the tournament will be suspended for the next match.
If a player is sent off or given a yellow card, the tournament director must be notified by the referee
immediately after the match.
In the event of unsporting conduct during the tournament, the tournament director should submit a
written report to the relevant national association so that an appropriate course of action can be decided
upon.

FOR U-16 and WU-16: SIN BIN System
Following last year Sin Bin experiment, it has been decided to extend this experience for another year, but
with some modification to be more in line with the educational side that UEFA would like to emphasise with
this specific age category.
1.1. The Sin Bin is now applicable only for cautionable offences, as stipulated in the Laws of the
Game Fauls and misconduct law 12, *
1.2. No yellow card is needed, only verbal communication to the player and the coach.
1.3. The Fourth Official acts as time keeper.
1.4. The time penalty, 8 minutes, shall commence when play restarts following the original offence.
1.5. Following the time penalty being served, the player shall re-enter the field of play from the touch
line after receiving permission from the referee.
1.6. Any player serving the time penalty shall be allowed to return to his designated technical area or to
exercise behind the first assistant referee. In the latter case, he must wear a different coloured bib to
differentiate himself from the other substitutes.
1.7. A goalkeeper is treated in the same way as the outfield players.
1.8. A player may serve any number of Sin Bin.
1.9. No player serving a time penalty can be substituted during this period.
* A player is removed from the field for 8 minutes if he commits any of the following seven offences:
1. unsporting behaviour
2. dissent by word or action
3. persistent infringement of the Laws of the Game
4. delaying the restart of play
5. failure to respect the required distance when play is restarted with a corner
6. kick, free kick or throw-in
7. entering or re-entering the field of play without the referees permission
8. deliberately leaving the field of play without the referees permission

6. Players and staff
Player lists:
Prior to the organisational meeting, each participating national association must complete the player
list on FAME (not for U-16 and WU-16) and provide the technical instructor, the referee observer or the
UEFA staff member on-site with a signed list during the organisational meeting.
If all participating national associations of a mini-tournament agree, the total number of participating
players can be increased (more than 20). However, the costs for the additional players must be borne by
the concerned national associations (for all development tournaments).
Staff:
In order to maximise the development of players and staff during these mini-tournaments, the following
persons must be amongst the staff members traveling with each team:
Head coach
Assistant coach
Goalkeeper coach
Doctor (mandatory, a physio in addition is optional)
For the womens tournaments, at least one of the staff members must be a woman
