1) AVA : Audio Video Aids

2) Batik Stamp Batik (Chop/Blok/Terap) (copper block stamp) is a method to apply


wax on fabrics by putting hot wax onto pre-carved wooden or
copper block and stamping the fabric.

3) Batik Silk Screen Batik silk screen is a printing technique that uses a woven mesh to
support an ink-blocking stencil. The attached stencil forms open
areas of mesh that transfer ink or other printable materials which
can be pressed through the mesh as a sharp-edged image onto a
substrate.

4) Batik Contemporary Contemporary batik, while owing much to the past, is markedly
different from the more traditional and formal styles. For example,
the artist may use etching, discharge dyeing, stencils, different tools
for waxing and dyeing, wax recipes with different resist values and
work with silk, cotton, wool, leather, paper or even wood and
ceramics. Proper usage of tools and equipment is needed during
performing the task to ensure high quality of work performance.

1. INTRODUCTION

The Batik word refers to the process of producing cloth using wax applied techniques to
produce a design pattern which then dyed with different colours. Design patterns and the
use of new materials have fuelled the production of batik. Batik that produced in this country
has successful inroads into the international fashion world. Usually, design patterns and
batik motifs inspired from nature such as flora and fauna which are then combined with
geometric patterns or abstract.
Design patterns are applied to the batik using canting, batik and batik silk sieve block. In
Malaysia, batik has been adopted as one of the heritage of the people who make the
country proud. Batik industry believed to have started in the early 12th century, in the Island
of Java and later expanded to the Malay Peninsula, especially in Kelantan and Terengganu.
Since that the art of batik skills continue to expand to other states in Malaysia. Batik in this
country is produced with techniques and design patterns exclusive to Malaysia. Malaysia
now becomes one of the major producing countries in the world to recognize batik subtlety
and craft of local batik producers.

Pembatik personnel are responsible of performing product sample preparation, colour


fixation, product verification and various method of applying skills and technique. Proper
usage of tools and equipment is needed during performing the task to ensure high quality of
work performance. It is also important the Pembatik personnel strictly follows the related
requirements and standard operating procedures as well as demonstrating high level of
alertness. It is also most important for the Batik personnel to apply good communication
skill and cooperates with client.

This NOSS document shows the structured career path of Batik Production Operation
personnel. It provides structured set of activities that enables a person who aspires to
achieve competency in this particular occupation, ultimately enhancing him or her to
embark on a career in textile and apparel, souvenir and small enterprise industry. This is a
reviewed NOSS was developed in respond to the request made by the industry and award
by Jabatan Pembangunan Kemahiran (JPK) to Adimega Sdn. Bhd. NOSS Batik Production
Operation is under sector of Textile and Apparel, Souvenir and Small Enterprise Industry
and sub-sector of Textile Handicraft.

Standard Practice and Standard Content are part of NOSS documents. This job titles being
developed are based on the occupational analysis. This document only covered the
competency standard of Batik Production Operation Level 3 requirements that are currently
is the priority to the Textile and Apparel, Souvenir and Small Enterprise Industry. The panel
experts concluded that this job area required broad range of varied work activities,
performed in a variety of contexts, most of which are complex and non-routine. There is
considerable responsibility and autonomy and control or guidance of others is often
required. To produce skilled workers in this industry, the needs for structured training are
essential.

The existing registered NOSS of Hand Drawn Batik which was developed in 2009 are (SS-
100-123) for level 1-3. Based on the DESCUM workshop findings, it was decided that this
job area start form tier 3 for Batik Production Operation.

The NOSS document can be used by training centres to conduct and simulate training that
requires by a person that chooses this profession. This is to ensure a candidate that has
undergone training, as required by this NOSS, will be able to perform every task and job
scope efficiently and competently. Hence, the development of this NOSS is essential for the
industry to have certain guidelines and standards based on the level of competencies that
have been set by the industrial experts in this field.

Pre-requisites

Based on the industry experts findings, it was decided that the minimum requirement for
those interested to enrol in this course are as follows:

i. Complete secondary school/equivalent


ii. Able to read, write and basic mathematical skills
iii. Basic knowledge in arts and design

2. OCCUPATIONAL STRUCTURE

Existing Occupational Structure for Batik Industry

Batik comes under the sector souvenir industry and sub-sector of handicraft. Figure 1.1
shows the Existing Occupational Structures (OS) of Batik production personnel.

The panel experts had concluded that this job area starts form tier 3 for batik production
due to competency in performing a broad range of varied work activities, performed in a
variety of contexts, most of which are complex and non-routine. There is considerable
responsibility and autonomy and control or guidance of others is often required. To produce
skilled workers in this industry, the needs for structured training are essential.

Based on existing Occupational Analysis Structure (Refer Figure 1.1 Existing Occupational
Framework matrix for Batik Production Operation can be divided into three (3) job areas which
are; hand drawn batik, batik stamp and batik screen. It was decided that these three job area
can be combined and renamed as Batik Production Operation. Justification of combining these
three (3) job areas are to cater the demand of industry where batik production competency
evaluated base on product output not by process level. This is in relation to the industry demand
for multi skilling in:

i. hand drawn batik,
ii. batik stamp,
iii. batik silk screen and
iv. batik contemporary personnel.

The first stage of NOSS development is to identify the Competency Unit (CU) for Batik
Production Operation Level 3 CU can be defined as a meaningful unit of works, which
contains several activities to complete a work cycle objectively and the CU must be
independent (stand-alone).

Core CU are the competencies that are common/ generic to the job according to the
industry. Elective CU is the competencies that are required for a specific industry/ sub
sector/ manufacture.

The second stage of NOSS development is to develop Competency Profile (CP). The CP is
the summary and analysis of all the competency units that have been identified in the first
stage of the development. Each CU will be analysed in order to determine the work activity
involve. The performance criteria for each activity will also be determined.

The final stage of NOSS development is to develop the Curriculum of Competency Unit
(CoCU). This will be done based on the information of the developed CP. After the final
stages of NOSS development, a complete set of final draft will be presented to
Jawatankuasa Teknikal Penilaian Standard (JPTS) which consist of experience industrial
experts for validation purposes. Later, this validated document will be submitted to Majlis
Pembangunan Kemahiran Kebangsaan (MPKK) for approval and endorsement.

3. DEFINITION OF COMPETENCY LEVELS

The NOSS is developed for various occupational areas. Candidates for certification must be
assessed and trained at certain levels to substantiate competencies. Below is a guideline of
each NOSS Level as defined by the Department of Skills Development, Ministry of Human
Resources, Malaysia.

Malaysia Skills Certificate Level 1: Competent in performing a range of varied work


(Operation Level) activities, most of which are routine and predictable.
Malaysia Skills Certificate Level 2: Competent in performing a significant range of varied
(Operation Level) work activities, performed in a variety of contexts.
Some of the activities are non-routine and required
individual responsibility and autonomy.
Malaysia Skills Certificate Level 3: Competent in performing a broad range of varied work
(Supervisory Level) activities, performed in a variety of contexts, most of
which are complex and non-routine. There is
considerable responsibility and autonomy and control
or guidance of others is often required.
Malaysia Skills Diploma Level 4: Competent in performing a broad range of complex
(Executive Level) technical or professional work activities performed in a

wide variety of contexts and with a substantial degree
of personal responsibility and autonomy.
Responsibility for the work of others and allocation of
resources is often present.
Malaysia Skills Advanced Diploma Competent in applying a significant range of
Level 5: (Managerial Level) fundamental principles and complex techniques
across a wide and often unpredictable variety of
contexts. Very substantial personal autonomy and
often significant responsibility for the work of others
and for the allocation of substantial resources features
strongly, as do personal accountabilities for analysis,
diagnosis, planning, execution and evaluation.

4. MALAYSIAN SKILL CERTIFICATION

Candidates after being assessed verified and fulfilled Malaysian Skill Certification
requirements shall be awarded with Sijil Kemahiran Malaysia (SKM) for Level 1, 2 and 3
and Diploma Kemahiran Malaysia (DKM) Level 4 and Diploma Lanjutan Kemahiran
Malaysia (DKM) Level 5.

Assessment must be in accordance with the following:

This NOSS outlines Competency Unit (CU) in the Batik Production Operation working
environment as required by the industry and has been developed and documented
following extensive collaboration across key Malaysian organisations. To meet the
requirements of this industry, it is imperative that the CU outlined follow a high standard as
well as maintenance of consistency throughout the assessment process. This can only be
done by stipulating a precise framework in which the assessment of CU must be
conducted. The training & assessment of a Batik Production Operation practitioner must be
deployed in accordance with JPK policy and standard as follows:

a) The final assessment of competence must include the combination of documented


continuous assessment conducted by the facilitator during training and the results of
post-training examination;
b) The post-training examination must be practical in nature and involve demonstration &
application of the CU utilizing real equipment and real-world examples;
c) The CU as outlined in this NOSS must be assessed throughout the training program and
during a post-training examination;
d) The learning environment and facilities need to be in accordance with the requirements
of the industries;
e) The development and assessment of the CU must demonstrate that they develop
transferable skills;
f) The development and assessment of the CU must include documentation by candidates
both during training and examination; and
g) All training and assessment materials must be mapped and verified to be in accordance
with the NOSS Batik Production Operation by a panel of industry subject matter experts
appointed by JPK.

6. WORKING CONDITIONS

Generally they work under similar operating hours of the organization/company. May involve
in outside normal working hours or work during weekends. Normally they work in batik
factory, batik workplaces, public sector or at the allocated sites such as at their own house.
Others, the production based on customer demand.

Government policy in promoting batik has given batik entrepreneurs and workers
opportunity to promote batik in foreign and increase product status.

PENGENALAN

Perkataan Batik merujuk kepada proses menghasilkan kain dengan menggunakan teknik
lilin digunakan untuk menghasilkan reka bentuk corak yang kemudian dicelup dengan
warna yang berbeza. corak reka bentuk dan penggunaan bahan-bahan baru telah
menyemarakkan lagi pengeluaran batik. Batik yang dihasilkan di negara ini mempunyai
menembusi berjaya ke dalam dunia fesyen antarabangsa. Biasanya, corak reka bentuk
dan motif batik yang diilhamkan daripada alam semula jadi seperti flora dan fauna yang
kemudiannya digabungkan dengan corak geometri atau abstrak.

Melayu, terutamanya di Kelantan dan Terengganu. Sejak bahawa seni kemahiran batik
terus berkembang ke negeri-negeri lain di Malaysia. Batik di negara ini dihasilkan dengan
teknik dan corak reka bentuk eksklusif untuk Malaysia. Malaysia kini menjadi salah satu
daripada negara-negara pengeluar utama di dunia yang mengiktiraf kehalusan batik dan
kraf pengeluar batik tempatan.

penetapan warna, pengesahan produk dan pelbagai kaedah untuk memohon kemahiran
dan teknik. Cara penggunaan yang betul alat dan peralatan yang diperlukan semasa
melaksanakan tugas untuk memastikan kualiti yang tinggi prestasi kerja. Ia juga penting
kakitangan Pembatik ketat mengikuti keperluan yang berkaitan dan prosedur operasi
standard dan juga menunjukkan tahap yang tinggi kecerdasan. Ia juga adalah yang
paling penting bagi kakitangan Batik untuk memohon kemahiran komunikasi yang baik
dan bekerjasama dengan pelanggan.

Dokumen NOSS menunjukkan laluan kerjaya berstruktur kakitangan Batik Operasi


Pengeluaran. Ia menyediakan set berstruktur aktiviti yang membolehkan orang yang
bercita-cita untuk mencapai kecekapan dalam pekerjaan ini tertentu, akhirnya
meningkatkan kepadanya untuk memulakan kerjaya dalam tekstil dan pakaian,
cenderamata dan industri perusahaan kecil. Ini NOSS yang dikaji telah dibangunkan
dalam bertindak balas kepada permintaan yang dibuat oleh industri dan anugerah oleh
Jabatan Pembangunan Kemahiran (JPK) untuk Adimega Sdn. Bhd. NOSS Batik Operasi
Pengeluaran adalah di bawah sektor Tekstil dan Pakaian, Kedai Cenderamata dan Small
Enterprise Industri dan sub-sektor Textile Handicraft.

Amalan Standard dan Kandungan Standard adalah sebahagian daripada dokumen NOSS.
Ini tajuk kerja sedang dibangunkan adalah berdasarkan kepada analisis pekerjaan.
Dokumen ini hanya meliputi standard kompetensi Batik Operasi Pengeluaran Level 3
keperluan yang kini adalah keutamaan kepada Tekstil dan Pakaian, Kedai Cenderamata
dan Small Enterprise Industri. Pakar-pakar panel membuat kesimpulan bahawa kawasan
kerja ini diperlukan pelbagai luas aktiviti kerja yang berbeza-beza, yang dilakukan dalam
pelbagai konteks, kebanyakan yang kompleks dan bukan rutin. Terdapat tanggungjawab
yang agak besar dan autonomi dan kawalan atau bimbingan orang lain sering diperlukan.
Melahirkan pekerja mahir dalam industri ini, keperluan untuk latihan berstruktur adalah
penting.

Berdaftar NOSS sedia ada tangan Seri Batik yang telah dibangunkan pada tahun 2009
adalah (SS-100-123) untuk tahap 1-3. Berdasarkan dapatan bengkel DESCUM, ia telah
memutuskan bahawa kawasan kerja ini mula bentuk tier 3 Batik Operasi Pengeluaran.

Dokumen NOSS boleh digunakan oleh pusat latihan untuk menjalankan dan simulasi
latihan yang memerlukan oleh seseorang yang memilih profesion ini. Ini adalah untuk
memastikan calon yang telah melalui latihan, seperti yang dikehendaki oleh NOSS ini,
akan dapat untuk melaksanakan setiap tugas dan kerja skop cekap dan cekap. Oleh itu,
pembangunan NOSS ini adalah penting bagi industri untuk mempunyai garis panduan
dan piawaian tertentu berdasarkan tahap kecekapan yang ditetapkan oleh pakar-pakar
industri dalam bidang ini.

Prasyarat

Berdasarkan penemuan pakar-pakar industri ', ia telah memutuskan bahawa keperluan


minimum bagi mereka yang berminat untuk mendaftar dalam kursus ini adalah seperti
berikut:

iii. Pengetahuan asas dalam seni dan reka bentuk

2. STRUKTUR PEKERJAAN

Sedia ada Struktur Pekerjaan untuk Industri Batik

Batik adalah di bawah industri cenderamata sektor dan sub-sektor kraftangan. Rajah 1.1
menunjukkan Struktur Pekerjaan Sedia Ada (OS) kakitangan pengeluaran Batik.

Panel pakar telah membuat kesimpulan bahawa kawasan kerja ini bermula bentuk tier 3
untuk pengeluaran batik kerana kecekapan dalam melaksanakan pelbagai aktiviti kerja
yang berbeza-beza, yang dilakukan dalam pelbagai konteks, kebanyakan yang kompleks
dan bukan rutin. Terdapat tanggungjawab yang agak besar dan autonomi dan kawalan
atau bimbingan orang lain sering diperlukan. Melahirkan pekerja mahir dalam industri ini,
keperluan untuk latihan berstruktur adalah penting.

Berdasarkan sedia ada Struktur Analisis Pekerjaan (Rujuk Rajah 1.1 Sedia Rangka Kerja
Pekerjaan matriks untuk Batik Operasi Pengeluaran boleh dibahagikan kepada tiga (3)
bidang pekerjaan yang;. Tangan batik dilukis, cap batik dan skrin batik Ia telah
memutuskan bahawa kawasan tiga pekerjaan boleh digabungkan dan dinamakan semula
sebagai Batik Operasi pengeluaran. Justifikasi menggabungkan ketiga-tiga (3) kawasan
kerja adalah untuk memenuhi permintaan industri di mana pengeluaran batik kompetensi
dinilai berdasarkan output produk bukan dengan tahap proses. Ini adalah berkaitan
dengan permintaan industri untuk pelbagai peningkatan kemahiran dalam:

i. tangan batik dikeluarkan,
ii. batik setem,
iii. batik skrin sutera dan
iv. batik kakitangan kontemporari.

Peringkat pertama pembangunan NOSS adalah untuk mengenal pasti Unit Kompetensi
(CU) untuk Batik Production Tahap Operasi 3 CU boleh ditakrifkan sebagai satu unit yang
bermakna kerja-kerja, yang mengandungi beberapa aktiviti untuk melengkapkan kitaran
kerja secara objektif dan CU mestilah bebas (stand -alone).

Core CU adalah kecekapan yang biasa / generik untuk kerja mengikut industri. Elektif CU
adalah kecekapan yang diperlukan untuk industri / sektor sub / pembuatan tertentu.

Peringkat kedua pembangunan NOSS adalah untuk membangunkan Profil Kompetensi


(CP). CP adalah ringkasan dan analisis semua unit kompetensi yang telah dikenal pasti
di peringkat pertama pembangunan. Setiap CU akan dianalisis untuk menentukan aktiviti
kerja yang melibatkan. Kriteria prestasi bagi setiap aktiviti juga akan ditentukan.

Peringkat akhir pembangunan NOSS adalah untuk membangunkan Kurikulum Unit


Kompetensi (Cocu). Ini akan dilakukan berdasarkan maklumat CP maju. Selepas
peringkat akhir pembangunan NOSS, satu set lengkap draf akhir akan dikemukakan
kepada Jawatankuasa Teknikal Penilaian Standard (JPTS) yang terdiri daripada pakar-
pakar industri pengalaman untuk tujuan pengesahan. Kemudian, dokumen disahkan ini
akan diserahkan kepada Majlis Pembangunan Kemahiran Kebangsaan (MPKK) untuk
kelulusan dan pengesahan.

3. DEFINISI TAHAP KOMPETENSI

NOSS dibangunkan untuk pelbagai bidang pekerjaan. Calon-calon bagi pensijilan perlu
dinilai dan dilatih pada tahap tertentu untuk menyokong kecekapan. Di bawah adalah
garis panduan bagi setiap Level NOSS yang ditetapkan oleh Jabatan Pembangunan
Kemahiran, Kementerian Sumber Manusia, Malaysia.

Tahap Sijil Kemahiran Malaysia 1:


(Tahap Operasi) Kompeten dalam melaksanakan pelbagai aktiviti kerja yang berbeza-
beza, yang kebanyakannya adalah rutin dan boleh diramal.
Tahap Sijil Kemahiran Malaysia 2:
(Tahap Operasi) Kompeten dalam melaksanakan pelbagai besar aktiviti kerja yang
berbeza-beza, yang dilakukan dalam pelbagai konteks. Antara aktiviti yang bukan rutin
dan memerlukan tanggungjawab dan autonomi.
Tahap Sijil Kemahiran Malaysia 3: (Tahap Penyeliaan) Kompeten dalam melaksanakan
pelbagai aktiviti kerja yang berbeza-beza, yang dilakukan dalam pelbagai konteks,
kebanyakan yang kompleks dan bukan rutin. Terdapat tanggungjawab yang agak besar
dan autonomi dan kawalan atau bimbingan orang lain sering diperlukan.
Malaysia Diploma Kemahiran Tahap 4:
(Tahap Eksekutif) Kompeten dalam melaksanakan pelbagai aktiviti kerja teknikal atau
profesional kompleks dilakukan dalam pelbagai konteks dan dengan agak terperinci
tanggungjawab peribadi dan autonomi. Tanggungjawab untuk kerja-kerja orang lain dan
peruntukan sumber sering hadir.

Kemahiran Malaysia Diploma Lanjutan Tahap 5: (Managerial Level) Kompeten dalam
menggunakan pelbagai besar daripada prinsip-prinsip asas dan teknik yang kompleks di
pelbagai dan sering tidak menentu konteks. autonomi peribadi yang sangat besar dan
tanggungjawab sering penting untuk kerja-kerja orang lain dan bagi peruntukan sumber
yang banyak mempunyai kuat, seperti yang dilakukan kebertanggungjawaban peribadi
untuk analisis, diagnosis, perancangan, pelaksanaan dan penilaian.

4. MALAYSIAN SKILL PENSIJILAN

Calon-calon selepas dinilai disahkan dan keperluan Sijil Kemahiran Malaysia dipenuhi
akan dianugerahkan dengan Sijil Kemahiran Malaysia (SKM) Tahap 1, 2 dan 3 dan
Diploma Kemahiran Malaysia (DKM) Tahap 4 dan Diploma Lanjutan Kemahiran Malaysia
(DKM) Tahap 5.

Penilaian harus sesuai dengan yang berikut:

NOSS ini menggariskan Unit Kompetensi (CU) dalam persekitaran kerja Batik Operasi
Pengeluaran sebagaimana yang dikehendaki oleh industri dan telah dibangunkan dan
didokumenkan berikutan kerjasama meluas di seluruh organisasi Malaysia yang utama.
Bagi memenuhi keperluan industri ini, ia adalah penting bahawa CU digariskan mengikuti
standard yang tinggi serta penyelenggaraan yang konsisten sepanjang proses penilaian.
Ini hanya boleh dilakukan dengan menetapkan satu rangka kerja yang tepat di mana
penilaian CU mesti dijalankan. latihan & Penilaian ini seorang pengamal Batik Operasi
Pengeluaran mesti digunakan mengikut dasar JPK dan standard seperti berikut:

a) Penilaian akhir kecekapan mesti termasuk gabungan penilaian berterusan


didokumenkan dijalankan oleh fasilitator semasa latihan dan keputusan peperiksaan
selepas latihan;
b) Peperiksaan selepas latihan mestilah praktikal dalam alam semula jadi dan melibatkan
demonstrasi & pemakaian CU yang menggunakan peralatan sebenar dan contoh dunia
sebenar;
c) CU seperti yang digariskan dalam NOSS ini perlu dinilai sepanjang program latihan
dan semasa pemeriksaan post-latihan;
d) Persekitaran pembelajaran dan kemudahan perlu mengikut keperluan industri;
e) Pembangunan dan penilaian CU mesti menunjukkan bahawa mereka membangunkan
kemahiran yang boleh dipindahkan;
f) Pembangunan dan penilaian CU mesti termasuk dokumentasi oleh calon-calon kedua-
dua semasa latihan dan peperiksaan; dan
g) Semua latihan dan bahan penilaian perlu dipetakan dan disahkan untuk menjadi
selaras dengan Operasi Pengeluaran NOSS Batik oleh panel industri pakar bidang yang
dilantik oleh JPK.

Secara umumnya mereka bekerja di bawah waktu operasi sama organisasi / syarikat.
Mungkin melibatkan di luar waktu kerja atau kerja biasa pada hujung minggu. Biasanya
mereka bekerja di kilang batik, tempat kerja batik, sektor awam atau di tapak
diperuntukkan seperti di rumah mereka sendiri. Lain-lain, pengeluaran berdasarkan
permintaan pelanggan.
