rent to be revised

The governments tax revision proposal

confirms that rumours of a vehicle tax
revision are untrue.
But the basic exemption limit of the
Personal Income Tax (PIT) is being pro-
posed to be revised from Nu 100,000 to Nu
200,000, as pledged by the government.
The education expense limit for the
PIT is also proposed to be revised from Nu
50,000 to Nu 150,000 a child per annum.
The existing allowable deduction for
education expense is Nu 50,000 or the ac-
tual cost, whichever is lower. Should Par-
liament approve the proposal, the same

maternity leave while deliberating the

sues that the committee presented, ma-

discussions.
Opposition members expressed con-
cerns over implications in the health and
education sectors following the extended
maternity leave in the civil service besides
the possibility of leading to female unem-
ployment with agencies opting for male
employees.

ity of extending maternity leave
in the private and state-owned
enterprises. There will be issues
but we request all agencies to
look into it, lyonpo said.
Lyonpo Dorji Choden also
said that women avail longer du-
ration leave for various reasons
such as studies or on medical
grounds, which is not consid-
ered much of an issue. Now
that women get six months ma-
ternity leave, it has become an
issue with talks on appointing
substitutes and so on, she said.
Prime Minister Tshering
Tobgay also reiterated that there
are bigger issues to be concerned
about rather than the six-month
maternity leave for working
mothers in the civil service.
Lyonchoen said all members
supported the maternity leave
extension verbally but were still
skeptical. There could be issues
but in agencies where working
mothers are employed and not
on women, he said.
Lyonchoen further said that
as men, it was easier to point
out issues while only a mother
would know the difficulties of
child bearing and rearing, and
of having to carry the child in the
womb for nine months. Despite
support from fathers, he said that
a woman suffers more in rearing
a child after its born.
On extending maternity
leave to women working in other
sectors, Lyonchoen said that the
government would try to inter-
vene wherever possible if it was
legally viable. We could come
up with a regulation on mater-
nity leave to benefit all women
irrespective of where she works,
Lyonchoen said. But this could
have implications that needs to
be well pondered upon.

Nation embarks on massive tree plantation

In a remarkable feat, 100
women volunteers planted
49,718 saplings at Takila in
Lhuntse.
Desuups planted about
50,000 saplings, at least 1,500
saplings in each dzongkhag.
About 200 volunteers, in-
cluding students and staff of the
Royal Monetary Authority plant-
ed about 10,000 saplings above
Samarzingkha in Thimphu on a
12-hectare land.
Besides communities and
individuals, foresters across the
country planted about 60,000
saplings.
Members of Parliament
joined in planting 108 saplings
near Debsi yesterday.

free hazelnut saplings to 12

Social Forestry Day first
began in 1979 with a Royal De-
cree from His Majesty the Fourth
Druk Gyalpo. His Majesty said,

Social forestry activities then
were limited to the distribution
of saplings to households to be
planted on registered land. How-
ever, the initiative failed due to
unspecified ownership rights
over trees planted on private
land.
The primary objective was
to promote tree planting and to
create environmental awareness
among the people.
According to agriculture
ministrys 2014 report, schools
and institutions across the coun-
try planted trees covering about
180 acres with about 120,000
saplings and trees between 1985
and 2013.
It was estimated that roughly
50 percent of the plantation area
within school compounds was
lost to the development activi-
ties. The survival rate of the plan-
tation within the schools was
comparatively poor due to lack
of care and maintenance during
the long winter vacations.
Since 2009, thromdes across
the country planted saplings in
about 13.5 acres, 70 percent of
which has survived.
The only way forward to
make a climate-smart envi-
ronment is to have more trees
on the planet, Lyonpo Yeshey
Dorji said. The saplings we are
planting today will contribute to
meeting the sacred provisions
of the Constitution of the King-
dom of Bhutan of maintaining 60
percent forest cover for all times
to come and ensuring an envi-
ronment friendly, healthier and
safer future for all our citizens.

Businessman aspires to Bhutan becomes member of WHO

Dorji Tshering, 27, is the first
person to come forward as a
candidate for the post of Da-
gana thrompon.
The father of two holds a
BA in Business Administra-
tion from the Gaeddu College
of Business Studies. He has
also served as a manager in a
private company.
However, to contest for the
post, he gave up the manage-
rial position and headed back
to Dagana.
His family owns a hotel in
Dagana town, three centres for
animal feed distribution and
a medium class construction
company.
"Dagana is as old as me
and I've known this place since
then, and the place and people
here know all about me," he
said. "My personal interest to
serve the people in the throm is
why I aspire to be thrompon."
He pointed out that his
family members, friends and
elderly citizens in the commu-
nity support his beliefs, values,
ethics, and have encouraged
him to contest.
While many regard the post

power and authority, Tshering
said he considers it an impor-

Advances made in building local solar fences

If all goes according to plan, students
from the College of Science and Tech-
nology (CST) in Phuentsholing could
start making low-cost solar fencing
for Tarayana Foundation target sites
in the country.
This comes following the fourth
Green Technology Challenge. The
challenge is a collaboration between
Tarayana Foundation and CST. Four
college teams comprising about 23
students participated in making af-
fordable solar fencing at the campus.
Announcing the results of the
competition yesterday, Tarayana
Foundation's senior programme of-
ficer Roseleen Gurung said that if the
products are found technically sound
and appropriate, the technology would
be adopted.
I hope that this technology will
help reduce human-wildlife conflict,
while increasing agricultural produc-
tivity, the senior programme officer
said, pointing out that the technology
would also allow farmers to devote
more time to economic and household
activities, which otherwise would be
spent guarding the fields.
An engineering student at CST,
who participated in the challenge,
Phuntsho Dorji said his team made
fencing that had flexible solar panels.
We calculated the angle of the
panel as per the four seasons, he said.
The panel would adjust four times to
tap the best of the solar energy.
Phuntsho Dorji said the regular
panels used in rural areas are fixed
in one position, which decreases the
amount of solar energy that can be
tapped.
A CST lecturer, who was part of the
project, Sonam Norbu, said that such
collaboration with Tarayana and other
stakeholders in the country empow-
ered the college towards excellence in
research and innovation in technology.
Our main objective is to encour-
age students to fine tune their class-
room experiences for practical use,
the lecturer said.
The fences were made using avail-
able facilities on campus. Tarayana
Foundation funded the project.

construct fences at an expense of Nu
8,000 and Nu 10,000, the major chal-
lenge remained with the energiser,
which is used in thrusting energy
pulses through the fence. The con-
cern was that the energiser had to
be imported.
It was also understood that the
energiser currently used in the vil-
lages did not have specifications
easily understood by implementers.
Participating teams had used a Chi-
nese made energiser.
However, a team at CST is cur-
rently attempting to create a local

Despite more children reading books
in schools, there is still a deficit of
reading resources for children at
home and schools.
Save the Children, Bhutan, pre-
sented these findings from the Bhu-
tan Childrens Book Initiative (BCBI)
baseline study during a book forum
held in the capital on June 1.
The baseline survey was conduct-
ed in 2014 in the primary schools of
Thimphu, Zhemgang, Paro and Da-
gana.
BCBI was launched in 2014 and
is a collaboration programme of the
education ministry, Royal Education
Council (REC) and Save the Children.
BCBIs programme development
coordinator, Bishal Rai, said the sur-
vey found children have limited ac-
cess to books which is constrained
by an absence of book borrowing
practices.
Students who dont read at an
early stage have poor performance
in schools and their early grades
seem to fall, Bishal Rai said. Socio
economic status did not affect read-
ing habits at school but it affected
reading habits at home. Children
belonging to households with lower
socio economic status are less likely
to read.
The survey also found that exist-
ing reading materials did not stimu-
late childrens imagination, provide
exciting plots and characters, and
creative designs.

prior challenges have been adopted
in target sites. Solar dryers con-
structed in 2013 have been adopted
in Dagana, Mongar, and Paro to
ensure food security and nutrition
enhancement, including income
generation.
Another initiative of water filtra-
tion that was conducted in 2014 has
also been adopted in Samtse and
Tsirang. The filtration units provide
clean and safe drinking water in rural
communities.
BCBIs objective is to improve the
supply and demand of high quality
books in these schools. The goals of
BCBI are in line with the National
Reading programme.
We also found that there was
limited professional publishing
houses and inadequate demand of
high quality childrens books, Bishal
Rai said.
Through BCBI, we started train-
ing local publishers, authors and
teachers. We started developing
childrens books, conducting book
forums, sensitised stakeholders and
conducted assessments, he added.
Since BCBI was implemented,
about 352 reading corners, class-
rooms and libraries were established
in 64 primary schools in Thimphu
and Zhemgang. Around 20 childrens
book were developed, published and
provided to the two pilot districts.
Curriculum developer and focal
person of BCBI from REC, Amber Rai
said quality criteria for book assess-
ment for children was also developed
under the project.
The criteria will assess books on
whether story, theme, design, qual-
ity, and language, among others are
appropriate for children.
Despite the achievements made
under the BCBI project, there are sus-
tainability challenges as BCBI ends
this year. We are currently exploring
ways to sustain the project and look-
ing into the possibility of government
taking up the project, Karma Dyenka
from Save the Children said.

Judo gaining popularity with Bhutanese

I want to win a gold or a silver this
time, not just for the country but also to
prove it to myself that I can improve with
dedication and hard work, said Bikash
Tamang. I always try to do my best.
Sometimes Im successful and some-
times Im not. But this is where I learn
things and improve along the way. I hope
to do better this time.
BJAs head coach Yoshi Hiro Horiuchi
said that Bikash Tamang is a fast learner
equipped with good speed and agility to
cope up with his training schedules.
The competition in Russia is a big
opportunity for Bikash to prove himself,
said Yoshi Hiro Horiuchi. With proper
training and guidance, Bikash has a very
bright future in judo.

his students for the last time this month.
My farewell gift to Bhutan and the judo
association will be to train the judokas
and prepare them to win some medals
at the competition.
Yoshi Hiro Horiuchi said that judo is
a new sport in the country and there are
several opportunities for youth who share
the interest for the game. Bhutanese
have the potential. I hope to see some of
my students at the 2020 Tokyo Olympics
in Japan.
Judo in Bhutan started as a club from
Pelkhil School six years ago. With the in-
creasing popularity of the sport, the as-
sociation got affiliated with the Bhutan
Olympic Committee in 2015.
Currently there are around about 80
regular and 200 irregular members with
the association.

After three years of constant practise
and dedication, 15-year-old Bikash
Tamang is today one of the elite judokas
in the country.
Bikash Tamang is a man of few
words. And he doesnt look like a judo
expert.
The Class-IX student of Pelkhil
School joined the judo association
in 2012. The sport didnt interest him
much and he left the sport after a year.
I left judo for a year because I
wanted to explore some other games.
Moreover, my family moved out and I
couldnt go for regular training. I lost
interest by the by, said Bikash Tamang.
In 2014, Bikash Tamang joined the
association again. Apart from school,
I was staying idle at home most of the
time. I wanted to join judo again to keep
Bhutan Judo Associations (BJA) as-
sistant coach Pema Dargay said that the
association gets several requests from
former players to join again, but only a
selective few are given the second op-
portunity.
We accepted Bikash because we
knew he had the talent, said Pema
Dargay. Ever since he got back in the
association his performance has been
improving with each tournament. He is
one of the dedicated students we have
today.
Apart from winning local tourna-
ments, Bikash Tamang has participated
in several international competitions
and has won three bronze medals so far.
Today Bikash Tamang is undergo-
ing training for the upcoming 6th Chil-
dren of Asia International Sports Games
at Yakutsk, Sakha Republic in Russia
