Quality Control Cell.

Every Division office will send sub-division-wise following details along with
Technical Sanctions and inventory sheet to QC cell of DISCOMs with copy to
GUVNL and concerned CE (Tech), directly on monthly basis on or before 2 nd of
every Month.
o Newly erected HT and LT lines & Transformer centres with complete
address of location.
o Details of maintenance with complete address of location.
Concerned DE of quality control cell will prepare monthly planning for inspection
in consultation with EE, QC Cell, GUVNL.
EE, QC cell, GUVNL may modify monthly planning at any point of time and direct
concern DE to change the same.
Engineers deputed in the QC cell will check the quality and/ or quantity of line
work carried out by Sub-division offices as per planning.
DE, QC cell shall inform concerned EE of Division office regarding requirement of
Line staff/ labour staff before 1 day but not more than 2 days, but without
information of locations.
QC team will check at least 10 different locations in a day.
QC team will check quality for
o Erection of Poles, DP structure, Transformer centre
o Concreting of poles,
o Earthing, earthing coil, earth wire connection, depth of earthing plate/ coil.
o Earthing of Transformer neutral conductor.
o Fixing of stay, depth of stay rod, tightinging of stay, height of stay insulator
etc
o Erection of support pole,
o Alignment of line,
o Stringing of line,
o Stringing of guarding,
o Stringing of Aerial bunched Cable and connections thereof.
o Fixing of fabrication items,
o Fixing of Insulators,
o Connection of jumpers,
o Binding of wire on insulators
o Distance from ground at maximum sag point.
o Distance of live wire from nearest building / construction work.
o Fixing of A B Switch, connection of jumpers, lugs etc
o Fixing of DO Fuses and rating of DO fuse wires.

o Fixing of Lightening Arrestor and connection thereof with line and earth
wire.
o Connections of Lug/ clamp at Transformer studs.
o Jumpering of DP structure.
o Installation of LT DB / Fuses, connections cables lugs with MCCB/ Fuses/
Busbar etc
o Fixing of service wire.
o Installation of Energy Meter at Consumer premises.
o Installation of Energy Meter at Transformer centre and connections of CTs.
QC team will verify actual span lengths with recorded span lengths and actual
inventory on Pole/ DP Structure/ Transformer Centre with recorded inventory
sheet on random basis.
Observation of QC cell will submit to concerned SE, Circle Office with copy to CE,
Corporate office and EE (QC Cell) GUVNL on daily basis.
The concerned SE/ CE DISCOMs will direct concerned SDO/ DO for rectification of
work and if require then take disciplinary action against defaulters.

(A) Scope of QC Cell:

The proposed scopes of Quality Control Cell are as under.



(B) Staff set up in QC Cell:
Each QC squad comprises of 1 DE and 1-JE with one hired vehicle.
Required Line staff and labour staffs will be provided by respective Division office.
Initially, DGVCL, MGVCL and UGVCL will form two squads and PGVCL will form
three QC squads.
Head quarter of each squad will be decided by respective DISCOMs in
consultation with GUVNL.
Each DISCOM will sanction required staff set up for QC cell.
Each DISCOM will provide vehicle for each squad.

(C) Staff selection:


Each DISCOM may call applications from DEs and JEs.
Experience Criteria will decide for above posts by respective DISCOMs in
consultation with GUVNL HR department.
Committee under the Chairmanship of Director (Tech), GUVNL will be formed by
respective DISCOM for selection of Engineers.

(D) Staff set up in QC Cell at GUVNL level:
A post of Executive Engineer with one Deputy Engineer, under direct control of
Director (Tech) may be created at GUVNL level.
o To monitor day to day activities carried out by QC cell engineers in
respective DISCOMs and action taken by respective corporate office.
o Surprisingly check the inspection work carried out by respective squads.
o Factual report on complaint received from the field/ higher offices/ public
regarding quality and/or quantity of works.
o To arrange and monitor cross verification for quality and/ or quantity of
line work by inter DISCOMs.

3. PROPOSAL
To meet the demands of continuously changing policies and regulations of the power
sector, which is in transformation mode brought about by the Electricity Act, 2003, the
set up in GUVNL also needs to be revamped and re-organized. As per this proposal, it is
proposed to approve two posts i.e. One post of Executive Engineer and One post of
Deputy Engineer at GUVNL to create Quality Control Cell at GUVNL to monitor activities
carried out by QC Engineers of DISCOMs.
Further, it is also proposed to approve in-principal approval for initially creation of
Quality Control Cell at DISCOMs and DISCOMs-wise staff set up as under.

In view of the above, The Board of the Directors of GUVNL is requested to deliberate the
above matter and decide to sanction One post of Executive Engineer and One post of
Deputy Engineer at GUVNL and in-principal approval for creation of Quality Control Cell

at DISCOMs with Two post of Deputy Engineers and Two posts of Junior Engineers in
DGVCL, MGVCL and UGVCL and Three post of Deputy Engineers and Three posts of
Junior Engineers in PGVCL for Creation of Quality Control Cell in GUVNL and all DISCOMs
initially, subject to final approval of GoG.

4. DRAFT BOARD RESOLUTION

The Board of Gujarat Urja Vikas Nigam Limited, Vadodara, have deliberated the proposal
and resolved to approve sanction One post of Executive Engineer and One post of
Deputy Engineer at GUVNL and in-principal approval for creation of Quality Control Cell
at DISCOMs with Two post of Deputy Engineers and Two posts of Junior Engineers in
DGVCL, MGVCL and UGVCL and Three post of Deputy Engineers and Three posts of
Junior Engineers in PGVCL for Creation of Quality Control Cell in GUVNL and all DISCOMs
initially, subject to final approval of GoG
M.D is hereby authorized to take further necessary action to fill-up the post and to
decide the qualifications, experiences & age criteria from time to time.
