PROJECT TITLE: Pilar Bataan Rehabilitation Center (PilBaRC)


PROJECT SUB-TITLE: A therapeutic environment for the psychosocial treatment and improvement of life
PROJECT LOCATION: Barangay Liyang, Pilar, Bataan

I. ABSTRACT/INTRODUCTION OF THE PROJECT

Background of the Project

One of the biggest problem of the modern Filipino society is alcohol and drug addiction, a huge
amount of affected people is not the only case but also the long-term effects on the lives of the addicts with
the people close to them. The people who fall in the addiction suffers a destructive outcome of whatever
caused it. But fortunately, there are ways to treat the negative condition. At this age, rehabilitation is the
common and effective form of curing people out of the addiction. In the Philippines, there are around 60
registered rehabilitation or rehab centers and dozens more scattered across the country that cater more
than 98 million Filipinos which is quite concerning, considering the percentage of addiction cases in the
country.

Rationale of the Project

Though the rehab centers rate are remarkably successful in treating addiction, only few Filipino
actually turn to rehab center to treat addiction issues. The poverty cases in the Philippines caused the people
to think that centers are expansive, and rather ignore the issue of a family member than to spend money for
the treatment that leads to a bigger problems in the future. Likewise the abuse related problems are
increasing, such as the domestic violence, crimes on the street and illegal activities that affects the people
who are innocent.
To support President Rodrigo Roa Duterte administrations campaign against illegal narcotics, the San
Miguel Corporation SMC deal to build a drug rehabilitation facility in the province of Bataan. The SMC president
wants to do a part in helping drug dependents reform, especially the youth. With the right guidance, the affected
individual will be able to re-enter society with positivity and become productive individuals once again.

Objectives

The Pilar Bataan Rehabilitation Center (PilBaRC) envisions the center to provide holistic approach
in rehabilitation and personal healing through various treatment and activity facilities. An atmosphere of
comfort and acceptance that drug victims could not receive outside and an environment where they will be
encouraged to believe that there is still hope. By providing alternative sources of enjoyment and fulfilment to
divert the addicts attention into something recreational and fulfilling.

Design Objective
To promote a design approach through healing architecture, a stimulating atmosphere for a
comfortable and pleasing environment.
To provide an innovative rehabilitation services and treatment facility, for the improvement
of the drug dependents.
To design a rehabilitation center that adapts to the existing treatment facility and enhance
the current program / strategy.

Significance of the Study

Though the concept of rehabilitation sounds simple, it holds a long-lasting and more effective than
other scientific method of dealing with addiction issues. The rehabilitation tactics mostly involve psychological
conditioning, which have proven to be the most effective means of addiction treatment. Rehab patients
undergo programs that not only take away their addiction, but also teach them how to cope with life and get
back into society without the fear of being discriminated or persecuted. The Rehab centers teach recovering
addicts and alcoholics life after rehab so that they can easily get their feet back into the society they belong.

The municipality of Pilar and Bataan as a whole would benefit in the given research project for it will
crater the needs of the current and possible drug patients. The PilBaRC will be a treatment facility that would
adapt and enhance the existing vision and mission of the neighborhood facility, the Bataan Drug Treatment
and Rehabilitation Center. To the President Duterte campaign against illegal narcotics and Department of
Health DOH, the study will be able to ease or lessen the number of people who are affected by drug addiction
which also contribute to the community. To the students and future researchers, the study will be a great
basis as reference towards rehabilitation centers promoting an enhance approach for treatment facilities.

I. DEMAND ANALYSIS

Review of Related Foreign Literature & Case Studies

Project Title: Rehabilitation Center for Drug Addicts

According to the designer Elene Ratishvili the concept of the architectural project are based on Social
issues and problems of drug-addict peoples in the country. The Fig. 1 illustrates the rehabilitation for drug
addicts in Georgia. The drug addiction is one of the main and unsolved problem in Georgia, but there is no
facility which provides full recovery. Overcoming drug addiction is a complex process, which the rehabilitation
services are needed for treatment and improvements. The services often are combined treatment,
independent living and social skills training, psychological support to clients and families, housing, vocational
rehabilitation and employment, social support, network enhancement and the access to leisure activities.
The word urgent and important are the concept used in the project. The solution was to form a
stimulating environment near the ecological area of the city, a comfortable and contemporary building
structure with a dynamic interior that splits into seven units which can be combined or use separately. The
total lot area are 88534 sq. m situated in the ecological resort zone of Kojori, near Tbilisi or the Capital of
Georgia. The building are 14439,5 sq. m and the Administration, Medical - Emergency, Therapy, Living,
Healthy sport, Creative Ateliers-studios, Recreation are the following units within the project.

The rehabilitation center in the Capital of Georgia is pointing the urgency and importance of design
towards the treatment facility. Elene Ratishvili the designer believed that concept used in the projects must
be based on social issues for a better understanding, to resolve the problem. Stimulating environment had
been the solution, with a comfortable and contemporary building style. The PilBaRc can also consider the
existing social issues, a restorative surroundings as a treatment solution for the patients.

Project Title: Drug Addiction Treatment Center

Project Location: Polytechnic University of Tirana, Albania

Young people in Albania are on risk of drugs. The basis estimations and statistics of users in Albania
is 65 thousand while 10 % of are young people from 14-20 years who are located in Tirana. The Fig. 2
indicate the concept of Endrid Llubani towards a drug addiction center. The designer states that the drug
center is needed for psychosocial treatment, counseling, and rehabilitation. Psychosocial support, family
assistance, training courses, training, information and assistance for resolving emergency situations.
The designers approach is healing through architecture. The project express the importance of built
environment on the wellbeing of health, and reveals that space got the capacity to push the mind on the
promotion of health or illness for cure or cause. The hypothesis of his essay, is that behind the creation of
architecture lies a more profound subject, one that is capable of generating emotions and feelings that have
a major impact on our mood and by implication on our health.

The Drug Addiction Treatment Center by Endrid Llubani, promotes a typo of treatment which is
psychosocial, counseling and rehabilitation. A healing through the architectures possibilities, turning the
emotions and feelings into a type of architectural solution towards relieving the addiction. The PilBaRC which
also aims to provide a more effect type of treatments supports the perception, towards what the patients
really needs.

Project Title: Seeds of Alteration / Beggars Rehabilitation Center

Project Location: Graduation project / University of Jordan

The Seeds of alteration or Beggars Rehabilitation Center as shown in Fig. 3, is a graduation project
in University of Jordan, by Dina Khabsheh, Alaa Atia and Deyra Muhaisen, supervised by Dr. Wael Al-
Azhar.The result of studies and analysis in the theoretical framework lead the designers to create an
architectural solution. The designers choose the horticultural therapy (HT) as the main activity or the
productive and rehabilitation activity.

The projects objective is to provide a comprehensive and radical solution for the issue of begging in
Jordan, through the creation of a stimulating, productive and healthy environment with the involvement of
community. Promoting productivity through activity and built environment or productive architecture. Serving
the local community by providing spaces for the common activities and sells the products made by the
inmates.

The Beggars Rehabilitation Center supervised by Dr. Wael Al-Azhar came up with an architectural
solution HT or a type of productive rehabilitation activity. The designers solution named productive
architecture that promotes an activity that are more likely beneficial, by selling the products made by the
inmates. The concept can be adapted by the PilBaRC, on which there will be a certain type of activity that
are something new and worthy that would also generate income.

Review of Related Local Literature & Case Studies

Project Title: Mega Drug Abuse Treatment and Rehabilitation Center

Project Location: Fort Magsaysay, Palayan, Philippines

The Mega Drug Abuse Treatment and Rehabilitation Center (Mega DATRC) as illustrated in Fig. 4,
is a drug rehabilitation center at Fort Magsaysay in Nueva Ecija, Philippines. The drug rehabilitation facility
is under the Department of Health. The operating expenses for the facility is around 500 million. The drug
rehabilitation host around 10,000 bed facilities. The facility has 75,000 hectares (190,000 acres) land and the
facility was identified by the Department of National Defense (DND).

The drug rehabilitation facility can endure winds up to 200 kilometres per hour (120 mph). The
structures can be reinforced to ground-attached cables as measures against winds 300 kilometres per hour
(190 mph) or more. The materials are also stated to be fire-resistant and the construction project of the facility
also include water and electricity works. 75 shipping containers of China-imported material are used in the
construction of the facility. The materials are the same to those used in facilities erected as part of the
rehabilitation of areas affected by Typhoon Haiyan (Yolanda).

The Mega DATRC in Fort Magsaysay, is under the Department of Health that host almost 10,000
bed facilities within the 75,000 hectares land, the location with a wide space is beneficial for it can host a
large of patients in need. The materials used for the mega facility can withstand climate issues like the stated
typhoon, also the structure had a shipping containers imported from China. It is important for a structure to
adapt existing phenomenon, likewise for the PilBaRCs center.

Project Title: Bataan Drug Treatment and Rehabilitation Center

Project Location: Barangay Liyang, Pilar Bataan

Bataan Drug Treatment and Rehabilitation Center (BDTRC) as shown in Fig. 5, is located at the foot
of the historic Mt. Samat and near Dunsulan Falls. The first drug rehabilitation center built in the country
under the law. Which aims to give drug dependents a hope and a second chance once rehabilitated in the
center with the help of the facilities and programs. The BDTRC offers temporary shelter to chemical
dependent patients coming from the different parts of the country and with varied cultural, political and
religious affiliations.
The mission of BDTRC, envisions itself to become a center of excellence providing holistic approach
to all our residents. Which aimed at giving hope to individuals, families and communities affected by drug
addictions through high quality treatment, family support and community prevention program. As the center
of wellness, the services provided shall enable the clients to revert back to the normal activities in the society.
A Center that educates drug dependents from the risk and dangers of continued drug abuse and transforms
drug dependents into drug-free, productive individuals, physically and mentally.

The BDTRC from Pilar Bataan, as situated just beside the site of PilBaRC is the first rehabilitation
center built under the law. The center aims to restore the lives of the affected patients from drug abuse, and
offers a temporary shelter from various parts of the country. The PilBaRC also promotes to educate the
patients to fully inform the consequence of the illegal drugs and also to nurture the requirements for the
treatment operations.

Project Title: Philippines KAYA Rehab

Project Location: Baguio City, Philippines

The KAYA Rehab center located in Baguio City offers positive environment for healing and recovery.
Believing that stress is one of the most important factors in predisposition towards drug and alcohol abuse,
the center considered the importance of being mindful yet relaxed. As illustrated in Fig. 6 the KAYA Rehabs
opportune proximity to a tropical paradise makes it a perfect place to get away from the pressure of the world
and immediate society. The Rehab has gained excellent reputation among the graduates, proud to have
highest success rate in the country within reasonably priced and flexible admission.

KAYA is best known for a holistic approach to rehabilitation and personal healing. The treatment
methods such as the Schema Therapy, Unified Treatment Program, Twelve Steps Facilitation and Cognitive
Behavioral Therapy. Activities and services for relaxation include a fully stocked gym, massages, pool
activities, art and drama therapy, workshop and relapse prevention activities. The center promotes the
importance of friends and family on an addicts life and supports visiting and excursions.

The KAYA Rehab in Philippines, advocates the importance of aware but relaxed. Setting stress as
one of the factors that causes addiction towards drug and alcohol, the center are located in a place with a
positive environment for healing. The PilBaRC are also located in area that have a promising surroundings,
a stress reliever facilities must also be considered in designing the project. Some treatment methods of the
KAYA rehab can be considered as a type of healing process of the PilBaRC.

The initial travel hours are shown in the Fig. 7, from the PilBaRC site located in the Barangay Liyang,
Pilar Bataan. The first photo indicated the route from the center to the Balanga City Hall, for the Balanga will
be set as the origin point from commuters around metro manila. The second photo is the Municipality of Pilar
from the site, given the thought that Barangay Liyang is one of the component of Pilar, citizens around the
Pilar can be cater by the center.

Corporation announced a deal to build a drug rehabilitation facility in the province of Bataan.

restoration back to a productive and meaningful life.

The Goal 9 of SDG mapping and the No. 7 of 10 Socio Economic Agenda is part of the PilBaRCs
project element as shown in the Fig. 9. The Goal 9 indicates the development of resilient structure towards
a sustainable industrialization and innovation, the PilBaRC as well promotes structure that can resist
situational calamities. The no. 7 of the Agenda refers to the investment of human capital development,
specifically in the health system. The PilBaRC is a center that aims to uplift the existing health facility for the
affected people.

Fund Source and Project Implementation Mechanism

The SMC will provide the P1-billion donation, a funding under the agreement and
undertake the construction of the rehabilitation facility.

The Bataan provincial government will provide the land, the DOH will run and maintain
the facility and provide the specifications for its construction in consultation with the DILG and
the Office of the President.

The Bataan is a province within Central Luzon region of the Philippines as illustrated in Fig. 10, the
capital is Balanga City. The administrative divisions of Bataan is politically subdivided into 11 municipalities
and one component city. Bataan is bordered by the provinces of Zambales and Pampanga to the north. A
narrow coastline plain characterizes the eastern portion of the province, while the western coast features many
ridges, cliffs and headlands.

The province has an area of 1,372.98 square kilometres that covers the entire Bataan Peninsula.
The northern portion of the peninsula is Mount Natib surrounded by mountains, separated from Mount Samat
and the Mariveles Mountains is in the south by a pass.

The Pilar is a Municipality in the southeast portion of Bataan province as shown in the Fig. 11,
bounded by Orion in the south, Balanga City in the north, Bagac in the wesr and Manila Bay in the east. At
1995, the town has a population of 28,207 residing in nineteen barangays. The municipality has total land area
of 3,760.00 hectares, the terrain is gently sloping to undulating, reaching a hilly peak. Mt. Samat in Barangay
Diwa has the highest elevation which is 553 meters.
The Bataan significantly, has huge natural watersheds that facilitate the sufficient supply of power
in the whole province. In terms of tourist attraction, fro Mt. Samat the Dambana ng Kagitingan, is a natural
shrine that is regularly visited in Pilar. The Dunsulan Falls located at the foot of Mt. Samat, is being developed
into a high land resort to draw in more visitors and tourists.

The vicinity of the proposed PilBaRC site, as shown in Fig. 12 are adjacent to an existing Bataan
Rehabilitation center. The projects site has a main existing road which are the brown line in the illustration
above. The road, in the upper part is the route going towards the Municipality of Pilar and to the Balanga City
Hall from Gov. J. J. Linao national road, while the road in the lower part are towards other routes. The two
photo above the vicinity map represents the cyan color as the site and only indicates a wide range of view
referring to the existing roads routes from the site.

The Fig. 14 and the Table 1. shows the TCT No. CLOA - 7385, which is the property of Teresita
Salcedo Cusi with an area of 49,132 m2 or (5 hectares).

The photo documentation shows some part of the PilBaRC site as shown in Fig. 15, the no. 1 is the
side adjacent to Dunsulan road, while the no. 2 and 3 is the front with an existing fence bounded by the site.
The no. 4 illustrates a road going back to the national road Gov. J. J. Linao, the no. 5 and 6 shows the rear
part side of the site, the lot is kind of inclined and lush in vegetation. The site area is private but was able to
enter the side property which is the Bataan Drug treatment and Rehabilitation Center, since the land is the
same and only separated by a fence wall.
