PROCEDURE MANUAL

Letter from Administrator:

Officers of this Esteemed Agency,


It gives me immense pleasure in welcoming all of you to
SANMUN 2017. The Drug Enforcement Administration is the
Crisis committee for the year, and I am honored to be
serving as its Administrator.

As a Government agency, the DEA serves the purpose of


upholding the laws of the US Government, with its duty
being leading the fight against usage of narcotics and
making sure the citizens conform to the rules.
The committee aims to stimulate the creativity and
intellect of every delegate present inside. Barriers are
none, except complying with the Government, but mind you,
in todays world nothing is predictable. Let your
imagination soar, and well think about its practicality,
after all, as a committee we can make anything possible.
The solutions to the problems may seem to be few, but
take a different path, think the unthinkable, and youll
have in front of your endless possibilities.

Three days of exhilarating debate, fun filled and


informative, with the main aim of solving the problems the
timeline put in front of you. I assure you that the
Executive Board will work in tandem with all of you, to
make this committee a success.

MANDATE:
DEA is the lead Federal agency for the enforcement of narcotics and
controlled substance laws and regulations. The agency's priority
mission is the long-term immobilization of major drug trafficking
organizations through the removal of their leaders, termination of
their trafficking networks and seizure of their assets.

The DEA program provides support to three goals of the National


Drug Control Strategy
Goal 1: Educate and enable America's youth to reject illegal drugs as
well as the use of alcohol and tobacco;
Goal 2: Increase the safety of America's citizens by substantially
reducing drug-related crime and violence; and
Goal 5: Break foreign and domestic sources of supply.
DEA, in its unique capacity as the world's leading
drug law enforcement agency, pursues
organizations and individuals responsible for the
production and distribution of illegal drugs
worldwide. DEA's legal mandate and professional
responsibilities provide clear, concise, and dynamic
leadership in the national and international drug
control effort. DEA uses both traditional and
innovative drug control approaches to accomplish
its single mission of drug law enforcement.
Domestically, the agency cooperates and
coordinates with other federal agencies and
countless state and local law enforcement
organizations to reduce the availability of illegal
drugs. Internationally, DEA conducts investigations
and liaisons with drug law enforcement officials
worldwide. DEA gains support from the host
nations for drug control and strengthens their
enforcement efforts and capabilities.
Three major goals drive DEA's resource
requirements. These goals address intelligence,
enforcement, and law enforcement assistance:
Identify the major drug threats and define the
criminal activities of drug organizations and gangs
that threaten Americans most, and support the
intelligence needs of U.S. law enforcement
managers and policy makers.
Disrupt/dismantle the leadership, command,
control and infrastructure of drug syndicates,
gangs and traffickers of licit and illicit drugs that
threaten Americans and American interest.
Provide assistance to American communities to
fight drug-related crime and violence.
RULES OF PROCEDURE:
There will be no voting stances in the Council. All members will
have a Present and Voting stance by default, which cannot be
altered. Voting will be done on Motions and Directives. For
passing a Motion, a simple majority [50%] is required. The
Council will have an indefinite SSL running through the length of
the committee, and will only end along with Tabling of Debate at
the end of the committee. The SSL, however, may and will be
suspended temporarily when certain specific matters of
pertinence need to be discussed in the form of Moderated or
Unmoderated Caucuses. The number of people entertained and
time duration for any stretch of the SSL will be at the sole
discretion of the Executive Board. (Note: POIs will be allowed
after every SSL speech by default.)
ACTION ORDERS
DIRECTIVES:

A Directive is an individual action taken by an officer using the resources


under his/her control at any given moment. Directives have to be sent by
the office taking the actions to the Executive Board through chit. A
directive is of three main types:
1) Covert
2) Overt
3) Joint

A directive can contain a wide variety of actions, limited only by the


officers imagination, the resources available to the officer and the
overall practicality of their actions.

COVERT DIRECTIVE:
A directive that is not disclosed to anyone in the council, except the
parties directly involved in the execution of the actions listed in the
directive. However, if successful in its purpose, the actions undertaken can
be disclosed to the council at a later point, at the discretion of the
Executive Board, as an update.
OVERT DIRECTIVE:
A directive that can be disclosed and openly discussed in committee,
depending on the actions it proposes. The final discretion with
respect to the disclosing of the directive, however, lies with the Executive
Board.

JOINT DIRECTIVE:
A joint directive can be overt or covert. It is one which is sent by multiple
officers (2 or more) undertaking an action that otherwise may not be
possible by any of the signatories as individuals due to strategic/logistical
limitations.

Objective: [ Precise objective(s)]
Action Plan: [ Detailed action plan]

Note: Directives are a very important part of the council and go a long way
in determining the path that the council takes in the course of the three
days. The type of the directive comes down to the strategy that a certain
officer wants to employ. Directives have no guarantee of success.
However, the more precise and well thought and planned the directive is,
higher the chances of success.
